UNITED STATES OF AMERICA, STATE OF IOWA, CITY OF
RIVERDALE, AND RIVERDALE FIRE DEPARTMENT FLAG
HALF-STAFF STANDARD OPERATING GUIDELINES
1. Only the President of the United States and the Governor of Iowa have the authority to order
the United States of America flag and State of Iowa Flag to half-staff.
2. The Mayor of the City of Riverdale has the authority order the City of Riverdale Flag to half-
staff. If the City of Riverdale Flag is at half-staff, the Riverdale Fire Department flag will be at
half staff based upon recognized flag etiquette standards.
When can the Mayor of the City of Riverdale order the City of Riverdale and Riverdale Fire
Department flags at half-staff and what is the timeframe for half-staff?
1. When a current or retired City of Riverdale Fire Chief passes away.
• City of Riverdale Fire Chief or next in command will notify the Mayor of the City of
Riverdale of death of current or retired Fire Chief.
• The Mayor of the City of Riverdale will order the City of Riverdale and Fire Department
flags to be flown at half-staff from day of notification of death to the day of funeral and
for an additional three days.
2. When a current or retired City of Riverdale firefighter passes away.
• The City of Riverdale Fire Chief will notify the City of Riverdale Mayor of the death of the
current or retired City of Riverdale firefighter.
• The Mayor of the City of Riverdale will order the City of Riverdale and Fire Department
flags be flown at half-staff from the day of notification of death to sunset on the day of
the funeral.
3. When a City of Riverdale firefighter passes away in the line of duty.
• The City of Riverdale Fire Chief will notify the City of Riverdale Mayor of the line of duty
death.
• The City of Riverdale Mayor will notify the State of Iowa.

• The State of Iowa will order all State of Iowa flags at half-staff.
• Duration will be determined by the Governor of the State of Iowa
4. When a current or retired local Quad Cities firefighter passes away.
• Local Quad Cities is defined as departments within a 25-mile radius of Riverdale City Hall.
• The City of Riverdale Fire Chief will notify the City of Riverdale Mayor of the death of the
current or retired local Quad Cities firefighter.
• The Mayor of the City of Riverdale will order the City of Riverdale and Riverdale Fire
Department flags be flown at half-staff from sunrise to sunset on the day of funeral.
5. When the current Mayor of the City of Riverdale passes away.
• The City of Riverdale Mayor Pro-Tem will notify the State of Iowa of the death of the
current Mayor of Riverdale.
• The City of Riverdale Mayor Pro-Tem will order the City of Riverdale and Fire Department
flags be flown at half-staff from notification of death to the day of the funeral and for an
additional three days.
6. When a retired Mayor of the City of Riverdale passes away.
• The City of Riverdale Mayor will order the City of Riverdale and Fire Department flags be
flown at half-staff from the day of notification of death to sunset on the day of the
funeral and for an additional 3 days.
7. When a current or retired City of Riverdale council member passes away.
• The City of Riverdale Mayor will order the City of Riverdale and Riverdale Fire
Department flags to be flown half-staff from the day of notification of death to sunset
on the day of the funeral.
8. The passing of any other not listed will be subject to the discretion of the Mayor of the City
of Riverdale.
