Members present: Myaor, Wayne Neddermeyer; Councilmembers, William Reiser, Nancy Laurent,
Arthur Theis, Thomas Crosby; Clerk, Donna Roehl; Public Works Director,
Ron Duran; Police Officers, Charles Hoover, Jerome LaFond, Michael
Rouillard; Engineer, Lyle Swanson.
1. MICHAEL HART
Written permission for construction of barn was presented from Burt Corwin.
Motion by Crosby, seconded by Theis to grant a variance for construction of a barn as outlined
in. the September 5th minutes, provided that barn be minimum of 200 ft. from centerline of
Hamel Rd. and within 160 ft. of West line of subject property.
Motion declared carried
2. HUNTER FARMS
Letter from Wright -Hennepin Electric was read regarding their reasons for electric lines not
being installed. Darrel Farr had reported before the meeting that Buffalo Bituminous had
moved in as of September 12th.
Thomas Crosby asked that a letter be written to Darrell Farr asking him to explain the dis-
crepancies in his report as compared to Wright -Hennepin.

Lyle Swanson reported that the low bidder Gridor Const, had agreed to a less elaborate elect-
rical system for F2960.00 less. Also the State Board of Health had listed some items that
must be added. He advised that the city proceed with the entire project and not authorize
the temporary water supply.
Larry Blackstad of Hennepin. County had informed the engineer that the bid could be awarded
contingent on final approval of HUD.
Donna Roehl was asked to discuss, with the financial consultant, the legality of using bond
redemption funds to pay for additional costs not covered by Block Grant Funds.
Motion by Reiser, seconded by Laurent to award the bid on the Hamel Pump House to Gridor Const.
for $36,840.00 requesting a less elaborate electrical panel for $2960.00 less and supply the
additional items required by the Minnesota Board of Health.

Discussion of increasing water rates to $1.10 per 1000 gallons. Donna Roehl was asked to
determine what increased revenues could be anticipated and what dollar amount increase this
would mean to the aveage homeowner.
Discussion of the means by which senior citizens could pay for actual water consumption
16 and not pay a minimum water use bill.
police Chief Hoovdr presented a preliminary budget request including the hiring of a 4th
full time officer, purchase of a new car and purchase of weighing scales.
Public Works Director Duran discussed the possible purchase of a new grader, new tires
for the present grader, purchase of a new riding lawn mower and hiring of another
employee.
5. ROAD REFERENDUM
Ann Heideman, election judge, presented the following vote count on the road referendum:
285 Yes 350 No 6 Spoiled Ballots 5 Not Voting
Motion by Theis, seconded by Reiser to accept vote tabulations of referendum as presented
by Chief Election Judge, as listed above, and declare the issue as not being passed.
Motion declared carried
6. ASSESSOR
Discussion of securing services of assessor. Donna Rppi.1 was asked to insert an ad in
the Crow River News and the Sun Newspaper and requesKohnen deliver his assessing
supplies and records to the city offices.
Motion by Reiser, seconded by Theis to adjourn.
Motion declared carried
