The Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Peter J. Sica, 7:30 P.M., Municipal
Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on
Thursday, April 17, 1997.
Upon individual roll call vote, the following were noted present:
Mayor Peter J. Sica
Councilmember Deborah Bialowarczuk

Noted absent was Councilmember Jack Fazekas.
Also noted present was Borough Attorney Craig Coughlin.
The meeting was opened with a minute of silent prayer and the pledge of
allegiance led by Mayor Peter J. Sica.
The Clerk stated that on April 11, 1997, in full compliance with the Open
Public Meetings Act, a notice of tonight's meeting was sent to The Home
News & Tribune, The Star Ledger and posted on the Bulletin Board.
Upon MMS&C, by Councilmembers Feingold and Bialowarczuk and
unanimous affirmative vote of the five members present, the minutes of
February 13, 20 & 24, 1997 were approved as transcribed and engrossed
by the Clerk

The Clerk stated that Ordinance #97-10 was introduced and passed upon
First Reading at a Regular Meeting of the Borough Council of the
Borough ofCarteret held on April 5, 1997. It was duly published in The
Home News & Tribune on April 8, 1997 with notice that it will be
considered for final passage after Public Hearing to be held on April 17,
] 997 at approximately 7:30 P.M. The Ordinance was posted on the
bulletin board and copies were made available to the general public and
according to law, she read the Ordinance by title.
Upon MMS&C, by Councilmembers Gutowski and Bialowarczuk and
unanimous affirmative vote of the full membership present, the Mayor
declared the Public Hearing to be open:

RESOLUTIONS
A copy of each resolution was placed upon the table for public
review prior to the meeting in accordance with the Rules of
Council and upon MMS&C, by Councilmembers Gutowski
and F ailace and unanimous affirmative vote of the full
membership present, the meeting was opened for public input
on all resolutions.
Kay Horvath asked about Resolution #97-132, the Office on
Aging Agreement.
Mayor Sica said that it is so we can get money.
Mrs. Horvath asked where we would get the money ITom.
The Mayor told her ITom the County.
Mrs. Horvath said that the reason she is asking is because she
is on the committee and they didn't say anything at the last
meeting.
Mayor Sica said that this is something that we have to do
every year. We belong to the Office on Aging in the county
and that's how we get monies and stuff like that. Unless we
adopted a new resolution every year we are out of it and don't
get the money. It would be something they would discuss at
their meeting. It's just a paperwork thing between Carteret
and Middlesex County.
Mrs. Horvath asked if this money should be part of their
Office on Aging budget.
Mayor Sica said that is how they get their money. They
already know what we're getting.

Mrs. Horvath said that they don't know. That is why she is
asking.
The Mayor said that it's been the same for the past twenty years. He told
her that she should have asked somebody.
Mrs. Horvath said that she did. She asked Mr. Brewer but he didn't tell
her.
Mayor Sica told her to call his office tomorrow and he will tell her exactly
how much they get.
An unidentified gentlemen asked about Resolution #97-139, appointments
of Recreation Commission members. He asked whose terms they are.
Mayor Sica said that the resolution will be tabled.
There being no further comments or objections to the Resolutions, the
Mayor declared the Public Hearing to be closed upon MMS&C, by
Councilmembers Fazekas and DuPont and unanimous affirmative vote of
the full membership present.

The Clerk stated that she was in receipt of two Resolutions
from the Township of Piscataway concerning:
a) Resolution against State and other agencies diverting
monies previously allocated to Rte. #] 8 expansion and other
Middlesex County projects to a casino related project in
Atlantic City.
b) Resolution authorizing application to DCA for funding of
feasibility study for shared services with Borough's of
Middlesex and Dunellen.

The Clerk stated that she was in receipt of a Resolution ITom
the Borough of Jamesburg concerning supporting use of
property taxes for school funding in 1996-1997 and to impose
a deadline for legislature to provide new method of financing
education and the distribution of school aid.

and unanimous affirmative vote of the full membership
present, it was ordered to be received and placed on file.
REPORTS' -
DEPARTMENTS
The Clerk stated that she was in receipt of the following
reports:
Inspection of Buildings - March ]997, Total Estimated Cost
of Construction, $734,994.00; To Treasurer, $16,872.00
Treasurer - March 1997.
All reports were ordered to be received and placed on file.

BUILDINGS & GROUNDS: Committee Chairman Bialowarczuk
reported that things are really moving along in the Borough Hall Annex
Building. They are going to have a meeting this coming week with the
Buildings and Grounds Committee to see exactly where they're at. She'll
let everybody know at the next Council Meeting what is completed and
what is still left to be done. She reported Progress.
FINANCE & ADMINISTRATION: Committee Chairman Failace
reported that they haven't heard about the discretionary aid yet. They
were supposed to hear about it last Tuesday but, unfortunately they didn't.
They said maybe Friday or next week. Until then we wait with bated
breath hoping that we get the discretionary, at least what we got last year.
He reported Progress.
FIRE: Committee Chairman Fazekas reported that they are moving right
along.
PARKS & RECREATION: Committee Chairman Gutowski reported on
a personal note to those who asked about his wife in the past week,
everything is fine He appreciates the concern. He's been out of touch in
the past week and he hasn't had a chance to talk to Willie Kolibas. He
knows that they had a semi-successful parade last week. They got rained
on. The fields are in great shape. The girls and boys are playing. The
parks are in great shape.
POLICE: Committee Chairman DuPont reported that the Office on
Aging, the Carteret Police Department and the Carteret Emergency
Management Group will be issuing photo identification cards to all
Carteret Seniors. The purpose of this card is to give all seniors a photo
identification, something that has become necessary when travelling or
attempting to cash a check. There will be no cost for the card. The photo
date will be Tuesday, April 29, ]997 at 10:00 AM. to 12:00 P.M. The
photos will be taken at the Carteret Community Center, 240 Roosevelt
Avenue. Future dates for photos will be scheduled as needed. If anyone
is interested, the Borough Clerk has the information. He reported
Progress.
PUBLIC WORKS: Committee Chairman Failace reported that he sent a
letter to our Borough Engineer asking him to get together with Teddy
Surick in reference to our streets. They need some repair. He hasn't
received anything back yet He should get something next week. He
asked him to prioritize the list so they can see what they have. Maybe
they have to get some numbers to see exactly what this is going to cost us.
They are patching the potholes. It's slow, but we've got a ton of them.
If anyone knows of allY that haven't been patched, please call Teddy at the
garage. They'll be more than happy to come out to do it.

Committee Chairman Failace reported that he also asked Mr. Parmar to
list, as they've discussed here before, to list all the work that has been
done by the Public Ser,ice and other utilities throughout the town, all of
the streets that have been worked on. Some of the problems that we have
is due to what they've done. You can see when it rains, where
they've dug up the street and re-filled it and you've got these gullies

It looks pretty bad. The Mayor said that if they won't do it
we'll re-do it and reduce our payment on the electric bill.
We'll get something back from them.
Committee Chairman Failace reported that next Saturday is
the Special Olympics in Carteret at the High School field at
12:00 PM. He asked everyone to attend or help. He
reported Progress.
MUNICIPAL GARAGE SERVICES: Committee Chairman
Feingold reported that things are rolling along. They're fixing
the street sweeper. The conveyor system is heavily used to
pick up the debris on the street to put it into the container.
That is being repaired and they told him that it is a big job.
They are fixing police cars and getting the front ends in shape.
They are sending them out for wheel alignments. He reported
Progress.

The Mayor issued the following Proclamation:

WHEREAS, Civic prayers and national days of prayer have a
long and venerable history in our constitutional republic,
dating back to the First Continental Congress in 1775; and
WHEREAS, the Declaration of Independence, our first
statement as Americans of national purpose and identity, made
"the Laws of Nature and of Nature's God" the foundation of
our United States of America and asserted that people have
inalienable rights that are God-given; and
WHEREAS, the Supreme Court has affirmed the right of
state legislatures to open their sessions with prayer and the
Supreme Court and the U. S. Congress themselves begin each
day with prayer; and
WHEREAS, in 1988, legislation setting aside the first
Thursday in May in each year as a National Day of Prayer was
passed unanimously by both Houses of Congress and signed
by President Ronald Reagan; and

WHEREAS, the National Day of Prayer is an opportunity for Americans
of all faiths to join in united prayer to acknowledge our dependence on
God, to give thanks for blessings received, to request healing for wounds
endured, and to ask God to guide our leaders and bring wholeness t 0 the
United States and her citizens; and
WHEREAS, it is fitting and proper to give thanks to God by observing a
day of prayer in New Jersey when all may acknowledge our blessings and
express gratitude for them, while recognizing the need for strengthening
religious and moral values in our State and nation; and
WHEREAS, the first Thursday in May each year is designated as "A Day
of Prayer in New Jersey" and the citizens of New Jersey are urged to
observe the day in ways appropriate to its importance and significance.
NOW, THEREFORE, I, PETER J. SICA, MAYOR OF THE
BOROUGH OF CARTERET, do hereby proclaim

The Mayor held the following appointment to the Planning Board.

Upon MMS&C, by Councilmembers Gutowski and Failace and
unanimous affirmative vote of the full membership present, the meeting
was opened for public discussion.
Anthony Fiore, 15 Louis Street, asked about a letter he received on
Monday ITom the Mayor and Council about his removal ITom the
Recreation Commission. He asked when he was voted on by the Mayor
and Council, that he was removed from the Recreation Commission. His
term is not expired lIntil 2000.
Mayor Sica asked who the letter was signed by.

Mayor Sica said that no one is removed from any Board until
he signs it and no one is removed ITom any board until this
Council votes on it.
Mr. Fiore said that he just wanted to make sure because the
letter said that the Mayor and Council did vote to remove him
from his position on the Recreation Commission back at the
April 10, ]997 Agenda Meeting.

Jessie Bagala, in referring to the Recreation Commission, said
that the letter used the Mayor and Council's name. She
(Chairperson) is not a Councilwoman. She is nothing. She
questioned why she used the Mayor and Council's name on
that letter.
Mayor Sica noted that it was discussed at an Agenda Meeting.
Nothing is official until such time as this Council makes a
determination in public. Perhaps it was a little premature.
They'll take care of it.
Mrs. Bagala said that it is terrible for someone to use their
names when they don't know about it. She thinks that she
should be removed as the Commissioner.
Sophie Cherepon, 35 Van Buren Avenue, said that the
Borough is planning a Senior Citizen Center and a Library.
She hears rumors that Sprint is coming in with a tower by
them. She doesn't approve of that site and a lot of other
people don't approve of that site. Some people are expressing
the opinion that we don't need another Community Center.
We have one. She agrees with them. Some towns don't have
any center. That's their prerogative. There are a lot of things
we have in Carteret that are good for the people that other
towns don't have. At this point we should put a hold on the
building because she would like to see an independent
engineer or architect come in and go over all papers. It might
cost $3,000.00 or $4,000.00.
Mayor Sica asked her what papers she is talking about.
Mrs. Cherepon said any plans, specifications, for these
buildings you're planning.
Mayor Sica said that we have a library that is so out of date
that it's atrocious to say we have a library. It's a disgrace
when you understand that this City, ...(inaudible).....every
year, about $400,000.00 in salaries for something that is worth
nothing. It's time that we took the bull by the horns and built
a decent library. When you talk about a Community Center
it's not just a Senior Center, it's a Community Center.
Our Community Center that we have now is a disgrace.

You can't have two activities going on at one time because they interfere
with one another. What we're trying to do is build a Community Center
that will take are of all of these things.
Mayor Sica told Mrs. Cherepon that he will take her advice about not
building the Community Center and throw it in the garbage.
Mrs. Cherepon said that he misunderstood what she said and
misinterpreted it.
Mayor Sica said that she is the one that said we shouldn't build it.
Mrs. Cherepon said not at this point, until we get an independent engineer
and architect to study it for a couple of thousand dollars and we don't get
ripped off like with the schools.
Councilmember Failace said that is exactly what we're doing. We are
sending the plans to an independent architect. We started that in motion.
Mrs. Cherepon said that she doesn't want to be ripped off again.
Mayor Sica said that he will take it all under advisement.
Marcia Bier, 3] Mercer Street, said that the Carteret Jewish Community
Center has been locked out ITom participating in the Ethnic picnic
program for the last two years because the program was changed ITom
Sunday to Saturday. They are the only organization in town that can't
participate. They want to know if it can be changed back to Sunday.
The Mayor said that he talked to her after the last Agenda Meeting and
said he was going to look into that. It's tough to accommodate
everybody. The reason why it was moved to a Saturday was because it
is always late in the year and if we have it on a Saturday and it gets rained
out or something, then we can move it to a Sunday. Ifnot, then we have
to move it for a whole week. If you bought food or stuff like that for
Saturday it'll stay until Sunday. But will it stay for a whole week? It's
tough to accommodate everybody. He hopes that there is something we
can do.
George Malek asked about Resolution #97-138, the removal of tanks.
Mayor Sica said that this is just the engineering. It is not the contract to
remove them.

Kathy DeStefano, 80 Heald Street thanked the Mayor and Council
because someone put lights up on the baseball field yesterday. That is a
plus when people come to see our high school kids play. She thanked
them for the light bulbs.
She asked what she has to do to get some bags ofleaves removed ITom
her house.

The Mayor told her to call the Borough Garage. We have
certain times of the year when they remove leaves. The small
trucks can pick them up. He told her that if she has a problem
she should call him.
Mrs. DeStefano said that she would like some way, other than
the school system, because they can't do it all, to try to get
computers into town. She suggested possibly going to the
industries in town to ask them to donate computers. They are
so badly in need of technology. She would like to see the kids
of Carteret High School, as well as grade school, to have
access to the Internet. She would also like to see some of the
colleges, as well as some of the places where we could have
teaching from that place brought over here so we could also
tune in on things that are going on in our community as well
as New Jersey and the world.
Mayor Sica said that what we are planning to do with the new
library is to have one special room that the City is going to
invest in computers. We're going to have a computer class
there. Access will be available to anyone. We'll hire someone
to come in one day or night a week. The City is now in the
process of changing over all of our computers. We will
donate the excess computers that we have in the Borough of
Carteret to the Board of Education.
Councilmember Fazekas said that we are consolidating and
getting new computers...(inaudible).
Our intent is to give those computers to the high school. He
has also been in touch with Kathy Scobo and they are looking
into grant money. They are also looking at a company that
would come in and network the high school along with the
other school. There are activities. We're also talking to
Woodbridge because Woodbridge is a leader. We could give
people computers, but it has to be in organized fashion. There
are a lot of activities going on. There is also grant money that
we're trying to obtain.
Mrs. DeStefano said that with all of the money these
companies have they should be able to buy one computer.
Councilmember Fazekas said that we are pursuing companies
to come in here to help us. All we need is the labor. They'll
provide the material and know how. We have to sit down and
work out a plan with them. The first thing that they would
want to know is our plan, our agenda, the three to five year
plan that we have. We want to work with the Board of
Education so that the Borough and the Board of Education sit
down and have a master plan. It's going to take a little while,
but we're working on it.

An unidentified man stated that they need more light in the Community
Center.
Mayor Sica said that it'll be taken care of tomorrow.
