A RESOLUTION OF THE LYNWOOD CITY COUNCIL DECLARING ITS
STRONG SUPPORT FOR HAVING THE FEDERAL GOVERNMENT CREATE
FEDERAL ENTERPRISE ZONES IN THOSE AREAS DECLARED
REVITALIZATION ZONES BY THE STATE OF CALIFORNIA
WHEREAS, the concept of creating federal enterprise zones to
encourage economic development in those urban areas of the country
moat in need was a major plank in the election platform of
~i President Clinton; and
WHEREAS, the State of California has already identified and
designated as Revitalization Zones, those places suffering the most
intense urban decay and social tension; and
WHEREAS, the City of Lynwood along with areas of the cities of
Loe Angeles, Hawthorne, Long Beach, Inglewood, Compton, Huntington
Park, Lawndale, Signal Hill, Pomona, and certain areas of
unincorporated Los Angeles County are the areas in which the
Revitalization Zone incentives will operate to foster economic
development; and
WHEREAS, a Federal Enterprise Program, if implemented would
expand job creation and economic development opportunities within
the Revitalization Zones;
NOW, THEREFORE, the City Council of the City of Lynwood does
hereby find and resolve as follows:
Section 1. That it is strongly in support of the creation of
Federal Enterprise Zones to foster economic development in
~°" those areas most in need of revitalization. ,
fl Section 2. That by virtue of its designation as a California
Revitalization Zone, the City of Lynwood has been determined
to have high unemployment and poverty rates and other symptoms
of economic distress which the Federal Enterprise Zone
incentives are designed to arrest.
Section 3. Lynwood should be part of any Enterprise Zone
Program which may be created by the Federal government.
Section 4. That this Resolution take effect immediately upon
its adoption. (,~~
