Gundert, Associate Open Space Planner SUBJECT: Revised Use and Management Plan for Saratoga Gap Open Space Preserve Introduction: The Use and Management Plan for Saratoga Gap Open Space Preserve was last reviewed at your July 27 , 1983 meeting (see report R-83-31 , dated July 19 , 1983) . Final adoption of the plan occurred at your August 10 , 1983 meeting (see memorandum M-83-90 , dated August 1 , 1983) . I. Site Description and Use The Preserve is 608 acres in size; no additions to the Preserve have occurred since the last review. The major portion of the Preserve (491 acres) is located at the intersection of Highway 9 and Skyline Boulevard. A 117 acre non-contiguous portion is located approximately one-half mile to the east. The Preserve 's trails act as an important link between the foothill parks of the Santa Clara Valley and the public lands on the western slopes of the Santa Cruz Mountains . The acquisition of the former Chesebrough property by the Sempervirens Fund and the District has provided a 6 mile loop trail from the Saratoga Gap area. This loop trail utilizes the Saratoga Gap, Monte Bello, and Long Ridge Open Space Preserves and Skyline County Park. Access to the Preserve is from the intersection of Highway 9 and Skyline Boulevard. A 20 car CalTrans rest area is located at the r inte section The Sempervirens Fund is proposing to develop a visitor center on the west side of the intersection. An architectural firm is current- ly preparing preliminary plans of the building which will include an exhibit area a meetingroom and a caretaker 's apartment. The site P adjoins State property, and the grounds will include picnic areas and parking. The Preserve has few problems . Use is moderate with hikers and occasional equestrians utilizing the trail system. Picnicking is a popular activity as visitors park at the CalTrans rest area and pic- nic on the hill overlooking the valley. A suspected arson fire burned approximately 1.5 acres near the inter- section of Highway 9 and Skyline Boulevard on July 4 , 1985 . The fire was one of seven suspected arson fires set in the Stevens Canyon area R-85-54 Page Two that day. The California Divison of Forestry responded to the blaze . II . Planning Considerations The Saratoga Gap Open Space Preserve is located moderately high on the Plan for Relative Emphasis of District Sites (as contained in memorandum M-85-02 , dated January 3 , 1985) . The next review for this Preserve is tentatively set for 1987 . III . Use and Management Plan The following discussion and recommendations focus on existing Use and Management recommendations contained in the last Use and Management Plan (report R-83-31) and on proposed new Use and Management recommen- dations for the next two years . A. Access and Circulation Existing Use and Management Plan 1. The phased road repairs on Charcoal Road, expected to take three or four years , will bring the road up to year-round ser- vice standard. The project will include ditching, grading, and the placement of culverts. The County should be asked to contribute toward the project, since Charcoal' Road also ser- vices Skyline County Park. Status : Road repairs have continued on Charcoal Road. Some culvert work is still needed, and estimated cost for grading and culvert placement is $500 for fiscal year 1985-1986. District funding will be shared by Land Management and the Enterprise accounts . District staff will also request County participation. The County has participated in past road re- pair projects . 2 . The County will be encouraged to complete the trail connection within Skyline County Park, which would link the Table Moun- tain area with Charcoal Road and bypass the steep section of Charcoal Road. The trail was partially constructed several years ago by the Santa Clara County Probation Department. In the past this uncompleted dead-end trail has been a source of confusion to hikers , but is less so now because it is over- grown with vegetation. Status : Staff will further pursue this project with the County proposing it as a joint development project. New Use and Management Recommendations 1. At the present time the loop trail connecting to Long Ridge via Skyline County Park requires the user to walk along the shoulder of Skyline Boulevard for a distance of approximately 150 feet. District staff should work with the County staff to develop a better connection across Skyline Boulevard which will allow for safe equestrian access to Long Ridge from Char- coal Road. Cost of the project is estimated at $2500 and will be included in budget preparation for fiscal year 1986- 1987 . 2 . The road through the 117 acre non-contiguous portion of the Preserve should be maintained for patrol purposes on an an- nual basis . The annual cost is estimated at $300 with funding R-85-54 Page Three included in the 1985-1986 fiscal year budget. 3 . The trails on the Preserve should be maintained. The annual cost is estimated at $400 with funding included in the 1985- 1986 fiscal year budget. B. Signing Existing Use and Management Plan 1 . Staff will request a pedestrian crossing sign be installed by CalTrans on Highway 9 opposite the trailhead to the Preserve . Status : The sign has been requested. Staff will follow up on this request. Crossing signs are also being requested at the Charcoal Road and Grizzly Flat trail crossings on Skyline Boulevard. 2 . The trail system will be resigned to follow District standards , and a framed map and regulatory sign like the one located at the Monte Bello Open Space Preserve parking area installed at the trailhead. Status : The sign frame is in stock but the map and regulatory signs have not yet been ordered. Since the trails on the Sara- toga Gap Preserve are integral to the trail systems of the Long Ridge and Monte Bello Open Space Preserves and Skyline County Park , the map to be posted on this site will extend be- yond the Saratoga Gap Preserve boundaries and function as a regional map. Cost of the sign is estimated at $250 with funding included in the fiscal year 1985-1986 budget. New Use and Management Recommendations 1 . Signing of the connecting trail to the Long Ridge Preserve will occur after the trail construction. Cost is estimated at $150 and will be included in fiscal year 1986-1987 budget preparation. C. Brochure A folded standard brochure is available for the main portion of the Preserve. In addition, an 82xll topographic map may be ob- tained from the District office for the smaller non-contiguous area to the east. New Use and Management Recommendations 1. The brochure should be expanded to include the connecting trails on the Long Ridge Preserve and Skyline County Park. Cost is estimated at $500 and will be included in fiscal year 1986-1987 budget preparation. D. Structures and Improvements Existing Use and Management Plan 1 . The water storage tank and pump on the former DePew property will be removed to be used for other projects on other sites . Status : The water tank was moved to the Black Mountain Ranch on the Monte Bello Open Space Preserve. R-85-54 Page Four 2 . The three residences and adjoining garage will be retained for the foreseeable future. The uppermost house will continue to be rented until it is designated for a use relating to po- tential development of public facilities in the area. The Ranger residence will be terminated when a residence near Sky- line Boulevard (with better response time to Highway 9) is established. This residence should then be designated as an enterprise structure and, along with the adjacent third resi- dence, be rented until such time as they require major repair or interfere with implementing the proposed or suggested public uses of the area. Conceivably, one or both might even be used as part of public facilities . Status : There appears to be a serious problem with the septic systems that service the 2 rental residences. An engineering study will be conducted to determine the method and cost of repairs . If the estimated cost exceeds $10 ,000 , the struc- tures will be abandoned and boarded up and the Ranger resi- dence will remain until a suitable area replacement is found. The County did not respond when last contacted (see letter attached) to see if they had possible uses for the buildings , and they will be contacted again. The estimated cost of total building removal is $10 ,000 , to be included in a future year 's budget preparation once the final decision has been made to remove them. New Use and Management Recommendations 1 . The former DePew property is in need of some cleanup efforts to remove debris left by the former owner. Cost is estimated at $300 with funding included in the fiscal year 1985-1986 budget. 2 . A hiking/equestrian stile will be installed upon completion of the trail connecting the former Chesebrough property of Long Ridge Preserve with Charcoal Road. Cost is estimated at $250 with funding to be requested in the 1986-1987 fiscal year budget. E. Natural Resources and Agricultural Management Existing Use and Management Plan 1. Staff will investigate the possibility of planting Douglas fir seedlings in those disturbed areas of the former Zabel prop- erty if this process is not occurring naturally. Research of this project could be conducted by Stanford students from the ARLO program. Status : In the meantime, staff has undertaken the task of preparing a District-wide Resource Management Plan where the issue of invasive non-native species and the return of dis- turbed sites to a natural state will be addressed. Once adopted, these policies will provide guidelines for devel- oping a site specific plan for this area. F. Visitor and Site Protection Since a Ranger residence is located on the Preserve, the level of Ranger visibility on the site is relatively high. The California R-85-54 Page Five Division of Forestry also has a Saratoga Gap station located approximately 1 mile north on Skyline Boulevard. Fire response time to this Preserve is excellent. IX. Dedication Status The main portion of the Preserve, 491 acres , is dedicated as public open space. The non-contiguous 117 acre section is undedicated due to its isolation from the remainder of the Preserve. No change in dedication status is recommended. Recommendation: I recommend that you tentatively adopt the Revised Use and Management Plan for Saratoga Gap Open Space Preserve as contained in this report. The top 177.9 acres along Skyline Boulevard were acquired as an addition to the Saratoga Gap Open Space Preserve to tie the Preserve with 'Upper Stevens Creek County Park. The lower 177. 2 acre parcel was purchased (at our risk) but placed in a holding agreement with the title company for eventual County purchase because we felt this site was more logically an addition to - the County park and had several buildings off of Charcoal Road that might well be useful to the County in its development and management plans for Upper Stevens Creek County Park. The total purchase price was $298 , 500 of which $119, 368 was allocated by the appraiser to the upper parcel and $179,132 to the lower one. Although we have been renting two of the residences there and have a Ranger in the third, our use and management plan for Saratoga Gap Open Space Preserve calls for discontinuing these uses in about a year. Also, the holding agreement was meant only to be a temporary expedient, -and title should be trans (erred to the County or District. In light of all this , I would like to know whether the County has any interest in this parcel . Britton, Land Acquisition Manager SUBJECT: Authorization to Enter into Lease for Short-Term Office Space Background: At your meeting of October 9 , 1985 , you authorized staff to "enter into lease or lease-purchase negotiations for short-term office space with agents for the Old Mill Office Center and the Los Altos Office Center sites and to return to you with appropriate lease or lease-purchase agreements for your consideration at the earliest possible date" (see memorandum M-85-152 of October 1 , 1985) . You also directed staff to continue to pursue lonq term office space locations . Discussion: Staff has pursued negotiations with the agents for both loca- tions. The following summarizes the comparison of possible terms: Old Mill Los Altos Rent $1.75/S.F. M-85-166 Page 2 1 There would be an annual 5% cap on utilities cost increases; the balance would be passed on to the District. 2 The agent indicated that the owners might reduce the base rent to $1. 70/S.F. , making the overall rate approximately $1 . 90/S.F. 3 District would have the option to lease an additional 1245 S .F. across the hall for future expansion upon 90 days written notice at a rate of $. 10/S .F. above the price then paid on the initial office space. 4 Because of layout, functional difficulties require the use of all but approximately 500 S.F. This area could in turn be subleased at an estimated $2 . 00/S.F. or $1 ,000 per month, reducing the District's monthly cost by that amount (less any management cost) . 5 The Old Mill Office Center would include a right of first negotiation for two additional 5-year periods . 6 The Old Mill Office Center would provide all tenant improvements based upon a standard office design. Any extras would be paid by the District (e.g. , cork walls, sliding partitions or accordian doors , special kitchen facilities or Board room lighting, extra exit doors , etc. ) . It is estimated at this time that these extra "pass through" costs could run as high as $35 , 000. 7 This is estimated to be one-half the cost of tenant improvements , not including any extras. Base cost for the District would be $35,000 plus approximately the same cost for extras at $35 ,000 for a total of $70, 000 on a comparative basis . 8 The Los Altos Office Center would probably match the Old Mill Office Center at 3 months free rent making the effective first year cost -- $7, 602. 82 base + $1, 139 . 00 utilities and janitorial for a total of $8,741. 82 (less $1 , 000/month for the sublease, or a comparative amount of $7 , 741 . 82/month) . 9 Free period only effects base rate, not utilities and janitorial costs . 10 Would probably match Old Mill Office Center and provide waiver. 11 Might match Old Mill Office Center, but currently projected at a minimum of 5% to a maximum of 8% based upon C .P.I . If C.P.I . continues at the 4-5% level, this would not be a significant factor. 12 If the District had the opportunity to purchase this complex, the price would be on the order of $8-10 million. 13 The option price for the first 6 months would be $190/S.F. ; for months 7-12 -- $200/S.F. ; year 2 would be $210/S .F. ; year 3 would be $220/S.F. ; and year 4 would be $235/S.F. (The range would be $1 ,082 ,050 to $1, 338 ,325 . ) The initial price appears to be very competitive, but the escalation rate is probably more ambitious than expected real estate market escalation. M-85-166 Page 3 Based on the preceding financial information, the bottom line is that the Old Mill Office Center will cost the District approximately $1700 per month less (assuming the additional area of the Los Altos Center is successfully subleased) and the initial move-in cost (lessee paid tenant improvements) will be approximately $34 , 000 less , thus making the Old Mill Office Center much more financially attractive. Also, the Los Altos Office Center has functional problems that cannot be completely overcome. For example, some of the staff would probably have to have their offices physically separated from the rest of the main office area. The parking area at the Los Altos Office Center is also somewhat less convenient as most of the parking is to the very rear of the building. The disadvantage to the Old Mill Office Center is that it is more difficult to find the first time, and directions to the public will necessarily be more complicated. The owners of the Old Mill Office Center have agreed to improve the signing and make some changes in the landscaping to help mitigate this problem. If the District were seriously considering buying permanant office space at one of these two locations, the Los Altos Office Center site would have a definite advantage. However, the same drawbacks in function would probably preclude the District from considering this for a permanent main office location. While the Old Mill Office Center is an obvious choice, no lease accompanies this memorandum. The main reason is that staff has compiled enough infor- mation for an enlightened decision between these two best candidates , and it would not have been fair to negotiate a lease with both parties and bring them before you for a final decision. However, based upon this infor- mation, staff is proceeding to negotiate a detailed lease with the repre- sentative of the Old Mill Office Center, and if available by meeting time, the lease will be distributed. In the interest of time, staff would like your authorization to complete these negotiations based upon the outlined terms contained in this memorandum. Recommendation: I recommend that you: 1. Select the Old Mill Office Center as the more desirable location for the District office headquarters , based upon the comparision contained in this memorandum; and 2. Authorize the President of the Board to execute a lease on behalf of the Board based upon the terms outlined in this memorandum; including up to $25 , 000 up front for tenant improvements. The lease would first be approved by the General Manager after review by the District's Legal Counsel. M-85-165 At. Grench, General Manager SUBJECT: Scheduling of December Meetings Discussion: In accordance with Section 1. 10 of your Rules of Procedure , it is necessary to reschedule or cancel your second Regular Meeting in December since it falls on Christmas Day. At this time, it appears necessary to have at least a second meeting in December. I suggest that you reschedule the December 25 meeting to Wednesday, December 18 . In addition, it currently appears that it may be necessary to call a Special Meeting for a date in early December. Based on the poll I conducted at your meeting last night, Thursday, December 5 was the best date in terms of Board member attendance. Staff is still working on specific agenda topics that might be addressed on December 5 , and by the time of your November 20 meeting, I will be better able to ascertain the need for this Special Meeting in December. Your first Regular Meeting in December will be held on Wednesday, December 11. Recommendation: I recommend that you reschedule your December 25 Regular Meeting to Wednesday, December 18 , 1985 at 7 :30 P.M. at the District office, 375 Distel Circle, Suite D-1 , Los Altos. On November 20 1 will advise you as to whether a third meeting will be needed. The additional information, including the attachment, in your letter is much appreciated, and probably completes our correspondence on this subject. One final comment, however, seems warranted. I would question whether the "overwhelming testimony by public users" of Mt. Umunhum Road in some way establishes a public easement over that Road. I think there is also overwhelming testimony that the Road has been continuously marked by the property owners as well as the Air Force as a private road, no trespassing, etc. And indeed it still is. The Air Force, I believe, also maintained a guard station for a time at the intersection with Hicks Rd. Thus, any use by the public would appear to be in trespass, and unauthorized. Gentle of I would like to experiment by offering a few comments on your maps, and see hear these are taken. If they are received with cheers and thanks. I can go on with many more "» if they are received with sneers, there will only have been a few minutes wasted. Maps are the most important part bf the publicationt they should be larger +» possibly an entire side of the leaflet. Title blocks and coding for roadsp trails etc. should be standardised, and placed in a standardized location* Names of PLACES should be in different type size than TRAIL names,p and names of PARKS or PRESERVES should be the largest, and placed in a uniform location. Map should continue auggide the park areas, especially where the private landowners have given (tacit or expressed) permis- sion to cross. (I"m aware that this may have to be discussed in each individual case. Where points of interest have been numbered by "Station X" , these numbers should be placed on the maps, in circles. Marking of outer borders of Parks should be standardized. Rivers should be differentiated from trails. BOX 26855 * SAN JOSE, CA 95159 (408) 292-4201 PAGE MILL ROAD TRASH CLEAN-UP - Saturday, November 23, 1985 INFORMATION FOR VOLUNTEERS This is primarily a publicity event for Assembly Bill 2020, the current beverage container deposit legislation, or "Bottle Bill ." We will be cleaning up litter at one particularly trashed-out turnout on Page Mill Road as a way of drawing attention to the need for deposit legislation. State Senator Becky Morgan (principal co-author of AB2020 in the State Senate) , Palo Alto City Councilmember Ellen Fletcher, and Alan Wachtel , President of the California Association of Bicycling Organizations will be on hand to talk to the press that will hopefully be there. Other local officials may attend, also. We are planning to pick up the litter at the one main turnout from approximately 11, a.m. to 12 noon. We will be using burlap bags pro'vided by the City of Palo Alto recycling program to collect glass containers (in separate sacks) and metal containers (in separate sacks) . These materials will be picked up at noon by a Palo Alto Sanitation Company recycling truck. Other paper and plastic debris will be collected in separate garbage sacks , which will be picked up and disposed of by the' Midpenirtsula Regional 0oan Space District. We would like volunteers to keep separate any deposit bottles they collect so that we may demonstrate to the press the effective- ness of deposits in reducing litter. Volunteers should wear bright clothing (for safety reasons on Page Mill Road) and bring a pair of gloves to protect against broken glass . The majority of the litter is on a slope amid a thick cover of shrubs and low trees . (over) PRINTED ON 100% RECYCLED PAPER There are two main reasons why this somewhat remote and difficult site has been chosen : 1 . It provides a beautiful view of the Bay and the Santa Clara Valley, offering good visuals for the press, and 2. It was cleaned up before by Californians Against Waste in the 1982 Proposition 11 campaign. Thus, we can emphasize the fact that with a Bottle Bill , we would only need to clean it up once and it would stay relatively clean. Volunteers are strongly urged not to drive automobiles directly to the clean-Op site. In order to minimize parking problems, we would like to save the limited parking at the site for the press and for our guest officials . Volunteers will be meeting at the entrance to Foothills Park (on Page Mill Road just below Moody Road) at 10 a.m. We have made special arrangements with park officials for volunteers to park their cars inside the park and to be shuttled up to the site from there. If you wish to ride your 11 bicycle directly up to the site, that would be both fine with me and rather torturous for you. If you are planning to drive to Foothills Park, please try to carpool with other volunteers if possible. After the materials have been loaded onto the various trucks , we will shuttle people back to Foothills Park (around 12 - 12:15) . For those who wish to stay, we will then have refreshments and a social hour as a way of saying "thanks ." Your contribution to this event is very much appreciated. You may want to mark Wednesday, December 4th on your calendar, too. That evening, from 7 to 9 p.m. at 230 S. Market St. in San Jose, Californians Against Waste will be holding our Santa Clara County chapter •kickoff. We will have a series of guest speakers and will be discussing how local citizens can get involved in our efforts to pass the Bottle Bill and to promote expanded recycling at the local level .
