CALL TO ORDER The meeting of the Riverside County Transportation Commission (RCTC) Technical Advisory Committee (TAC) was called to order at 10:05 a.m. at Riverside County Transportation Commission, 4080 Lemon Street, Riverside, CA 92501. 2. PUBLIC COMMENTS There were no public comments. 5. 2010 BUDGET ACT: REDUCTION TO PROJECT INITIATION DOCUMENT PROGRAM Shirley Medina, RCTC, introduced John Pagano and Diane Morales, Caltrans District 8, who briefed the TAC regarding the state budget reductions for Project Initiation Documents (PID) in Fiscal Year 2009/2010. Mr. Pagano and Ms. Morales stated that the PID funding for FY 2009/2010 is limited (finite amount) and is dedicated to the SHOPP , department sponsored projects, locally sponsored — reimbursable PID work executed through cooperative agreements, and STIP funded projects. For the upcoming Fiscal Year 2011/2012, the program will be based on the projects with agreements in place. Currently, PIDs without reimbursement agreements are on hold until next fiscal year. In response to a question regarding a PID template for reimbursable agreements, Ms. Morales said they are waiting for headquarters to provide this. 6. FY 2010/11 FEDERAL OBLIGATIONAL AUTHORITY PLAN/DELIVERY PLAN Andrea Zureick, RCTC, notified agencies that project milestone reports are required to be updated online by January 21, and she reminded the agencies that the reports provide critical information for development of the FY 2010/11 obligation delivery plan that will be submitted to Caltrans. 7. 2011 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM (FTIP) UPDATE Grace Alvarez, RCTC, stated that the 2011 FTIP was approved as anticipated on December 14. The 2008 RTP Amendment No. 4 was also approved and incorporated the project changes from the 2011 FTIP. Until the 2012 RTP is approved in the spring of 2012, the 2008 RTP as of Amendment No. 4 will be the guiding document that will determine what project changes can be made to modeled projects in the 2011 FTIP without impacting the current 2008 RTP. Other changes that require modeled element changes, including the changes to the completion date (open to traffic date) that result in the crossing of a model year, will have to be incorporated in the 2012 RTP. The RTP update will start in the upcoming months. She further reported that since the recent adoption of the 2011 FTIP, two amendments have been approved. The 2011 incorporated changes that took place after the 2011 FTIP was submitted, as well as the addition of the new 2010/2011 SRTP and the 2010 STIP, Amendment No. 1, was approved by FHWA/FTA on December 30, 2010. • • " Technical Advisory Committee Meeting January 10, 2011 Page 3 Administrative Modification No. 2 included 28 projects with minor changes and its approval was secured by Caltrans on December 21, 2010. Ms. Alvarez also reported that a third formal amendment is scheduled for submittal January 11, and includes 19 projects with funding updates from the HBP, new projects for the City of Moreno Valley, and reprogramming of funds from FFY 2009/2010 to FFY 2010/2011. SCAG will be accepting alternating formal/administrative modifications on a monthly basis. She asked that the agencies refer to the schedule included in her staff report for upcoming submittal deadlines. Shirley Medina added that SCAG is working on its 2012 regional transportation plan. RCTC expects SCAG to provide a database with all the projects currently included in the 2011 FTIP and that we would work on that as far as updating the projects for the 2012 RTP. The RTP is the long range plan and the FTIP is the short range plan, but they must be consistent in order to make any changes to the FTIP. She further stated that shortly staff will send an e-mail to -the TAC with all the information on projects for the purpose of updating the 2012 RTP. 8. CALTRANS LOCAL ASSISTANCE REPORT John Pagano, Caltrans District 8, reported that two federal projects in Riverside County, I-10 Jefferson and Sixth Street, Corona were deobligated because they were inactive. There was no rescission of older earmarks. Anyone who has a Highway Bridge Program project must have their E-76 done before March 30th otherwise the funds programmed for fiscal year 2010/2011 will go to other projects that are ready to move forward with project implementation. Andrea Zureick clarified that the money is still there if the cities need to reobligate. Ms. Medina stated that an announcement went out January 7 by Carol Green to the local agencies about the South Tehachapi meeting, which is an all day meeting in San Bernardino. The agenda is currently being developed and that additional information will be sent to the local agencies when the agenda is finalized. 9. OTHER BUSINESS " TAC primary and alternate members' discussion. (Each city should have a primary and an alternate member, and the primary should be the one who attends the most.) " 511 Links on Local Agency Websites Shirley Medina requested that the agencies review the TAC roster and e-mail changes to Shirley Gooding, RCTC. Technical Advisory Committee Meeting January 10, 2011 Page 4 Brian Cunanan, RCTC, provided a pamphlet and information describing the Inland Empire 511 system that provides traffic information and commute options to over 150,000 web visitors and over 330,000 callers to 511 since its launch last spring. He further stated that this valuable transportation resource may be brought closer to constituents with a link from each city's website to 511. He requested that the agencies furnish their webmaster's contact information so that RCTC may coordinate with them directly on setting the links up. In response to a question regarding the pamphlets, Mr. Cunanan stated that pamphlets would be sent to those who request them. A question was asked of Patty Romo, County of Riverside, regarding the on -going efforts by the Public Works Directors to revise Best Management Practice (BMP) standards as it relates to storm water management. Ms. Romo stated that a committee is working on requesting exemption for minor projects and the Regional Water Board is receptive of the idea and understands the budgetary and physical constraints of these projects. The Regional Water Board directed the group to prepare the standards for their review. If the revision to the standards is approved, it would exempt certain projects from having to prepare a Storm Water Pollution Prevention Plan (SWPP). Regarding the SB 821 committee, Shirley Medina indicated that the issue of primary and alternate TAC members being on sub -committees should be resolved by March 2011. 10. BACKGROUND INFORMATION: SCAG is in the process of updating the Regional Transportation Plan (RTP), which is currently scheduled for adoption by the SCAG Regional Council in April 2012 and approval by federal agencies in June 2012. This effort involves reviewing and adjusting the planning assumptions, including the growth forecast, financial plan, and transportation projects and programs, to reflect the latest available information and regional priorities. SCAG is asking that the county transportation commissions take the lead in coordinating their respective countywide submittals for consideration in the 2012 RTP. The focus of this exercise is to update information on all of the regionally significant projects that were included in the 2008 RTP as constrained or unconstrained projects, and to submit additional projects, if any, for consideration in the 2012 RTP. Project sheets will be provided to facilitate this process. This task consists of the following steps: 1. Review the project sheets containing constrained and unconstrained projects from the 2008 RTP. Each agency will receive copies of the project sheets for projects within their respective jurisdiction. 2. Identify changes to project scope, cost, and schedule, including project completion or project deletion. All information fields must be verified and complete. If the project has been programmed in the Federal Transportation Improvement Program (FTIP), identify the FTIP project ID number and whether the entire project or a portion of the project is programmed. 3. Identify any additional projects that you would like to be considered for the 2012 RTP. A blank form will be provided that must be filled out completely for the project to be added to the RTP. 4. Provide copy of project sheets with markups to RCTC staff for entering into the SCAG RTP database. You must provide a sufficiently detailed project description that includes project limits and location, cost, funding source(s), and schedule for completion. This information is necessary for SCAG to properly assess the RTP's financial constraint and regional emissions analysis, which are both part of the federally required conformity determination. The listing of projects and the schedule of completion for each project is critical, as those projects that are not included as part of an adopted and conforming RTP will not receive environmental clearance by the federal agencies and will not receive state or federal transportation funds. Additionally, the RTP must include all regionally significant projects, regardless of funding source, in its emissions analysis. The 2008 RTP includes over 750 projects for Riverside County, so review of these projects and modification of these projects in SCAG's RTP database will be a laborious task. Unfortunately, the time available for completing this task is very compressed. Please take note of the following schedule: • Week of March 14th: RCTC receives access to RTP database from SCAG, prepares project sheets, and distributes to local agencies for review. • March 21 — April 1: Local agencies review RTP project sheets and provide edits to RCTC staff. • April 1: Local agency project sheet markups due to RCTC. • April 1 — April 8: RCTC enters project changes into SCAG RTP database and coordinates with local agencies on data that is missing or unclear. • April 8: Riverside County project lists due to SCAG. RCTC will provide explicit instructions and background information to each agency when that information is available from SCAG. • " AGENDA ITEM 7 " " " RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: March 21, 2011 TO: Technical Advisory Committee FROM: Andrea Zureick, Senior Staff Analyst THROUGH: Shirley Medina, Programming and Planning Manager SUBJECT: FY 2010/11 Obligation Delivery Plan STAFF RECOMMENDATION: Receive and File. BACKGROUND INFORMATION: Annually, each region or county has a target amount of federal funds that needs to be obligated (also referred to as OA). Regions have until May 1st each year to obligate their annual OA target, after which the OA becomes available for use by other regions within the state. The State has established this deadline in an effort to reduce the impact of the fourth quarter "rush" for obligations while also increasing the opportunity for the State to receive OA from other states that have low delivery, referred to as "August Redistribution". Therefore, while some projects simply cannot obligate earlier than the schedule allows because of issues such as environmental or right of way certification requirements, staff encourages agencies to obligate as early as possible to increase the likelihood that there will be OA available for the project. In fact, District 8 Local Assistance has asked that Requests for Authorizations be submitted by April to ensure that projects are obligated within the current federal fiscal year. It is crucial that project schedules incorporate potential issues such as the time required for environmental review and right of way certification to ensure that the schedules are realistic. Having access to accurate information regarding project schedules helps staff to develop contingency plans, such as OA loans between regions or project substitution, so that Riverside County does not lose access to federal funds. Likewise, the obligation delivery plan helps Caltrans to develop contingency plans for the state as well as anticipate workload for District staff. The final FY2010/11 obligation delivery plan is attached based on the most recent milestone reports. This is due to Caltrans by April 1, 2011, so any project schedule changes should be reported to RCTC staff by March 28, 2011. As always, RCTC staff is available as a resource to local agencies when navigating the federal process. BACKGROUND INFORMATION: As part of the milestone reporting, staff evaluates project schedules to determine the amount of funds that will be allocated and/or obligated during the year to ensure Riverside County meets obligation targets set by Caltrans and prevent funds from lapsing. TE funds are federal; however, they are administered through the State Transportation Improvement Program (STIP). Therefore, TE projects must be allocated by the California Transportation Commission (CTC) and obligated through the Caltrans Local Assistance process. These projects have not completed the environmental phase and therefore cannot request an allocation for construction by the end of this fiscal year. As a result the TE funds will lapse and will not become available for programming until the 2012 STIP cycle. Additionally, if Beaumont's Historic San Timoteo Canyon Bike/Pedestrian facilities project and Corona's Magnolia/El Camino Avenue Beautification project are not allocated in June 2011, these TE funds will also lapse. Status of State Street Multi -Use Path - At the June 2008 TAC meeting, the TAC approved Hemet's request to rescope the Multi -Use path stating that the funding amount was insufficient to cover the project's cost, therefore, the city reduced the scope of work while maintaining the original local match commitment. The city also stated the project was scheduled to commence after the completion of the State Street widening and drainage improvement project, which was delayed. During the development of the 2010 STIP the city informed RCTC that the project would be obligated for construction in FY 2010/11. The city indicated that the Preliminary Environmental Study (PES) was approved in November 2010, however, additional technical studies have not commenced. The revised scope has received an eligibility determination from Caltrans Headquarters. Status of Calimesa Boulevard Landscaping - Per the January 2011milestone report, the city of Calimesa informed RCTC that they would be able to allocate the funds in FY 10/11. However, the city has not received an eligibility determination from Caltrans and has not completed the PES for this project. Given that the Hemet and Calimesa TE projects have not progressed beyond the PES phase and the funds will lapse, staff is recommending deprogramming these projects. Further if Beaumont or Corona does not submit their allocation requests in April for an allocation at the June CTC meeting, staff also recommends that these projects be deprogrammed since these funds will also lapse. The federal transportation bill is anticipated to be approved later this year, which will allow for programming of additional funds. Therefore, staff anticipates issuing a Call for Projects next year and supports the re -nomination of Hemet's and Calimesa's projects, along with any project that lapses this year, in the next TE Call for Projects. • AGENDA ITEM 9 A presentation will be made but there is no attachment to the agenda for item 9. • " AGENDA ITEM 10 " " " RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: March 21, 2011 TO: Technical Advisory Committee FROM: Grace Alvarez, Staff Analyst Andrea Zureick, Senior Staff Analyst THROUGH: Shirley Medina, Programming and Planning Manager SUBJECT: 2011 Federal Transportation Improvement Program (FTIP) Update  STAFF RECOMMENDATION, Receive and File BACKGROUND INFORMATION: Since the approval of the 2011 FTIP on December 14, 2010, RCTC has submitted five amendments to SCAG, totaling 123 projects. Three out of the five amendments submitted have been approved, leaving two formal amendment approvals pending, Amendment No. 3 and Amendment No. 6. For a complete listing of the amendment submittals, project descriptions, project changes, and approval dates, please refer to the attached 2011 FTIP amendment summary and associated individual amendment listings. SCAG will be accepting alternating formal amendments/administrative modifications on a monthly basis.
