Adoption of Agenda
Ms. Schantz requested to amend the agenda by adding under Other Business discussion on
the National Park Service Online Training — Walk Through Historic Buildings.
Ms. Deetz moved and Mr. Bemboom seconded to adopt the agenda as amended. The
motion passed unanimously.
Approval of Minutes
Mr. Hoffman moved and Mr. Bemboom seconded to approve the minutes from the August
13, 2019 Regular Meeting and the August 17, 2019 Special Meeting as corrected. The motion
passed unanimously.
Ms. Schantz discussed various topics as a result of the brainstorming session on August 17,
2019.
Communication Received
Ms. Abbott stated that no communications have been received.
New Business
A. Section 106 Review — 915 W. High Street
Homeowner has been approved to participate in the CDBG Minor Home Repair program.
The proposed project consists of the repair or replacement of the roof covering including:
removal of old shingles, repair of any damaged decking, installation of new roofing felt, ice and
water barrier, flashing, vents and roofing material per the manufacturer's specifications. Clean
and repair gutters as needed to prevent water backup at eaves. The residential structure was
constructed in 1910 and is not listed individually on the register or within a historic district. Staff
recommends approval of Section 106 Review as not historic properties are affected. Mr.
Berendzen and Mr. Wheat seconded to approve the Section 106 Review. Motion passed
unanimously.
Old Business
A. Section 106 Review — E Miller St & Chestnut St Sidewalk Improvement
The City proposes to replace and/or install approximately 1130 feet of sidewalk that is 4 feet
wide and the construction of six ADA ramps. The sidewalk on Chestnut Street abuts the curb
which is also deteriorated beyond usefulness and will also need to be replaced. This curb in
conjunction with the curb that will need to be replaced to construct the ADA ramps amounts to
400 feet. The sidewalk on Chestnut Street abuts a steep earth/rock slope that continues to
slough material onto the sidewalk. A two to three foot tall retaining wall approximately 328 feet
in length is proposed to correct this issue. Ms. Jones and Mr. Hoffman seconded to approve the
Section 106 Review.
Other Business
A. Dangerous Building Determinations
Ms. Abbott stated that the properties located at 1218 Jackson Street; 600 E. Capitol
Avenue; 621 E. Capitol Avenue and 623 E. Capitol Avenue have been determined as
dangerous by the Building Official. These properties were impacted by the May 22, 2019 EF -3
tornado.
B. Online Training Discussion
Members had a brief discussion about the National Park Service Online Training — Walk
Through Historic Buildings. The general consensus was that the training has been very helpful
and are looking forward to the next module.

Adoption of Agenda
Mr. Berendzen moved and Ms. Lucero seconded to adopt the agenda as printed. The motion passed
unanimously.
New Business
A. Historic Preservation Plan Public Meeting
Ms. Nanoski explained that the purpose and function of the Historic Preservation Plan is to guide
historic preservation efforts throughout the City. She discussed the plan's Vision Statement, Goals and
Strategies. Ms. Nanoski stated that the public comment period is open until October 18, 2019. A draft
plan was distributed to Commission members at the meeting.
Mr. Bernskoetter inquired whether the short and long term objectives will be ranked in terms of
importance relative to the plan. Ms. Schantz explained that the Historic Preservation Commission will hold
their second brainstorming session immediately following this meeting to look at the Historic Preservation
Plan and the city code to prioritize things that this Commission can work on. She stated that the ultimate
goal is to come up with priorities that this Commission can work on and put together a timeline and a
strategy to get those goals accomplished. Ms. Schantz explained that some of the recommendations
outlined in the plan are not the responsibility of the Historic Preservation Commission. Some of the
recommendations are the responsibility of the Planning and Zoning Commission and city staff.

The City of Jefferson may assist the homeowner at 814 Washington Street with the
installation of an ADA compliant ramp from the front porch to the street level, including
ramp for door jamb and any necessary landings and handrails. Reattch down spouts to
prevent erosion and or foundation issues. House built in 1925.
The City of Jefferson Historic Preservation Commission has reviewed the
information submitted on the above referenced project. Based on this review, we
have made the following determination:

occurrence of cultural resources.
❑ Adequate documentation has been provided. There will be "no historic properties
affected" by the current project and is approved by this commission
❑ Property is designated a landmark by the City of Jefferson and/or listed within the

and is not approved by this commission.

Photography Requirements: Clear black and white or color photographs (minimum 3" x 5") are acceptable. Polariods, photocopies, emailed,
or faxed photographs are not acceptable. Good quality photographs are important for expeditious project review. Photographs of
neighboring or nearby buildings are also helpful. All photographs should be labeled and keyed to one map of the project area.
