A Special Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Council President Stanley Gutowski at
7:30 P.M., on Monday, June 9, 1997, Municipal Building, 61 Cooke
Avenue, Carteret, New Jersey.
Upon individual Rol1 cal1, the fol1owing were noted present:
Councilmember Debbie Bialowarczuk
" John DuPont
" James Failace
" Jack Fazekas
" William Feingold
Noted absent were Mayor Peter J. Sica and Borough Attorney Craig
Coughlin
Mailed to The Home News & Tribune, The Start Ledger and posted on
the bul1etin board on June 6, 1997. Noticed was also published in The
News & Tribune on June 7, 1997.
Receive bids for Scavenger Service and any other business that may
come up before the Council. Formal action may be taken.
Council President Gutowski asked the Council if they had any other
business they wished to discuss.
Councilman Bialowarczuk spoke about the PBA bathroom being
locked.
Councilmember Failace mentioned the Hot House.
Council President Gutowski said that they wil1 check on the bathrooms.
Councilman Fazekas questioned whether the bids should be opened or
if they should wait for the attorney.
The Clerk said that they could be opened.
Council President Gutowski said that they need a lawyer to review
them.
Council President Gutowski again asked the Council if they had
anything else to discuss.
Council President Gutowski spoke about the New Way building.
Councilman DuPont wil1 have the architect look at it.
The Clerk said that they could proceed with the bids.

Council President Gutowski asked if anyone had any bids in
the audience.
Councilman Fazekas asked what happens if they start
opening the bids.
The Municipal Clerk eXplained that once they motion to
close it then they can't open another bid.
Council President Gutowski said that the meeting was
advertised for 7:30 PM.
Councilman Fazekas said that the meeting is open.
Council President Gutowski said that the deadline for
turning in bids is 7:30 P.M.. That's the problem you run in
to.
The Municipal Clerk stated that the Notice to Bidders says
"at or after 7:30 P.M.".
RECESS
Council President Gutowski asked for a motion for a 15
minute recess.
Upon MMS&C, by Councilmembers Fazekas and DuPont
and unanimous affirmative vote of the ful1 membership
present, a recess was held at approximately 7:40 P.M.
RECONVENED
At approximately 7:50 P.M. the meeting reconvened with
the same members present.
CLOSED
Upon MMS&C, by Councilmembers DuPont and Failace
and unanimous affirmative vote of the full membership
present the meeting was closed to receiving bids.
OPENED
Upon MMS&C, by Councilmembers Failace and Fazekas
and unanimous affirmative vote of the ful1 membership
present, the Clerk was directed to open and read aloud al1
bids received which were as fol1ows:
