CITY COUNCIL WORK SESSION, SEPTEMBER 30, 2019
CALL TO ORDER
Mayor Carrie Tergin called the September 30, 2019 City Council meeting to order at
5:32 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman
Absent: Fitzwater, Graham, Hensley, Mihalevich
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Prather and seconded by Councilman Schreiber to
adopt an amended agenda, adding items 3(b.) and 3(c.) under Miscellaneous to
recognize the Long Term Recovery Team and an announcement by State
Representative Dave Griffith. There being no objection, the motion to adopt the
amended agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin invited Jody Dickhaut and volunteers from the Missouri Adventist
Community Services Response (MOACSDR) Team to the podium. The group was
recognized for their tornado relief efforts. Mr. Dickhaut indicated that the MOACSDR
team oversaw the collection and distribution of nearly $250,000 in donated goods. The
team will be honored at the 2019 Missouri Show Me Partnerships Volunteer Awards
Ceremony with the Missouri Volunteer of the Year Award on October 9 th at the Lodge of
the Four Seasons in Lake Ozark, Missouri.
Mayor Tergin then invited Ann Bax, United Way of Central Missouri President/CPO, to
the podium to update the City Council on the Long Term Recovery Committee. Others
in attendance included Bill Farr, Cole Co Emergency Management Agency; Pastor Jon
Nelson of Soma Community Church; Captain Justin Windell of the Salvation Army;
Angela Hirsch of Central Missouri Community Action; Susan Cook -Williams of Habitat
for Humanity; and Jody Dickhaut of MOACSDR.
State Representative Dave Griffith announced Missouri Department of Conservation’s
donation of 400 free trees to those impacted by the tornado, limited to two trees per
person. The trees will be distributed on Thursday, October 3 rd from 12:00 P.M. – 6:00
P.M. at 1626 Tanner Bridge Road. They will also be distributing trees in Eldon, Missouri.

OVERVIEW OF TORNADO/FLOODING ESTIMATED COSTS
City Administrator, Steve Crowell provided a snapshot of the current and estimated
future tornado/flooding costs. He indicated that these are not total numbers and are not
the final numbers that will be submitted to FEMA.

Sonny Sanders, Director of Planning and Protective Services introduced Eric Barron,
City Planning Manager. Mr. Barron presented the overview of tornado impacted
structures (see attached).
PUBLIC COMMENT
Diane Gillespie, Exec. Dir. Of the Jefferson City Convention and Visitors Bureau
provided an MSP Tours update. Tours will start again on October 1st and continue
through November 30th. Two-hour history tours and two-hour ghost tours will be offered
daily. Ms. Gillespie indicated an estimated $500,000 decrease in MSP tour revenue this
year due to the tornado damage. She estimated a $1.5 million economic impact to the
City due to the cancellation of tours due to the tornado damage. If citizens are
interested in a tour, they can contact the Jefferson City Convention and Visitors Bureau
at 866-998-6998.
The following citizens spoke:
Pastor Jon Nelson of Soma Community Church spoke on the need for affordable
housing.
Donna Deetz of Historic City of Jefferson expressed concern with the historic
status of Capital Avenue due to the tornado damage and demolition s.
Chris Griggs spoke against an ordinance that will be on the October 7 th City
Council agenda relating to motorized bicycles, scooters, and Segways. Mr.
Griggs was notified that the bill would be taken up on October 7th, not at this work
session.
Angela Hirsch of Central Missouri Community Action also spoke on the need for
affordable housing.
Jane Beetem spoke representing a citizen affected directly by the tornado.
ADJOURNMENT
A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman
Prather, and approved unanimously at 7:28 P.M.
