HomeMy Public PortalAbout2019-09-161 REGULAR COUNCIL MEETING, SEPTEMBER 16, 2019 CALL TO ORDER Mayor Carrie Tergin called the September 16, 2019 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Council Members were present for the roll-call: Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Hussey A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward and seconded by Councilman Graham to adopt the agenda. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin invited Bob Watson’s family and former co-workers to the podium. Mayor Tergin presented a proclamation in Mr. Watson’s honor. Mayor Tergin then introduced Dr. Shawn Strong, President of State Technical College of Missouri. She presented him with a proclamation recognizing State Tech for being named the top two-year college in the nation. Mayor Tergin then presented the “Alzheimer’s Awareness Day” proclamation to Christa Roehl and other members of the group coordinating the “Walk to End Alzheimer’s” scheduled for October 6th. October 1st will be “Wear Purple Day” to bring awareness to the disease. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR The following appointments were recommended. Councilman Mihalevich motioned to approve the recommendations. Councilman Graham seconded the motion. The motion passed unanimously by voice-vote. 2 REGULAR COUNCIL MEETING, SEPTEMBER 16, 2019 Board or Commission Recommended Appointment New Term Expires Term: Full/ Partial Board of Adjustment Andrew Hake Sept 2024 Full Sharon Keating Sept 2020 ALT Adam Cartwright Sept 2020 ALT Roy Michael Sept 2020 ALT PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mike Codd, representing Phillips 66 provided a project update. Phillips 66 is in the process of replacing and relocating sections of an existing pipeline which delivers fuel products to consumers in Missouri and Illinois. The pipeline originates in Texas and ends in East St. Louis, Illinois. The anticipated completions for the Eastside and Westside projects are December 2019. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Councilman Mihalevich announced the next scheduled Finance Committee meeting, Thursday, September 19, 7:30 A.M. in the Boone-Bancroft Room. Mayor Tergin’s announcements included:  Mayor Tergin attended two ground breaking ceremonies this week for Mid America Bank and Missouri American Water.  Mayor Tergin attended Lincoln University’s first home football game of the season.  She attended Missouri’s 2019 Highway Safety and Traffic Blue Print Conference in Columbia, September 9 – 11.  Mayor Tergin gave an opening welcome at the Tunnels to Towers 5K event last Saturday. The 4-person team from Jefferson City Fire Department took first place.  The Missouri State Fire Marshalls Stair Climb to honor those firefighters who lost their lives on September 11, 2001, is scheduled for October 19th.  Oktoberfest is scheduled for the weekend of September 28th.  The MO Bicentennial Paint for a Cause is currently taking place. More information can be found at missouri2021.org. Fire Chief Matt Schofield introduced Fire Captain Ryan Carrender to announce “Child Passenger Safety Week”. A car seat safety check event is scheduled for Saturday, September 21st at the new Fire Station #2 on East McCarty Street. 3 REGULAR COUNCIL MEETING, SEPTEMBER 16, 2019 LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru Ms. Wanjiru made the following announcements:  Ms. Wanjiru thanked those in the community who came to support the University’s football team at their first home game of the season.  Homecoming week is October 14th – 19th. The community is invited to homecoming festivities to support the University. The parade and football game are scheduled for October 19th. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Tom Winters voiced his concerns with Bills 2019-050 and 2019-051 as it relates to the airport. The motion was approved unanimously. Gail Strope, Human Resources Director presented the resolution. Councilman Graham motioned to adopt RS2019-10. Councilman Prather seconded the motion.
