Sica, 7:30 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on Thursday, June 19, 1997. REGlF...AR MEETING June 19, 1997 Upon individual roll call vote, the following were noted present: ROLL CALL Councilman DuPont " F ailace " Gutowski Noted absent were Councilmembers Bialowarczuk, Fazekas and Feingold. Also noted present was Borough Attorney Craig Coughlin. The meeting was opened with a minute of silent prayer and the pledge of allegiance led by Mayor Peter J. Sica. PRAYER, PLEDGE OF ALLEGIANCE The Clerk stated that on June 13, 1997, in full with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News & Tribune, The Star Ledger and posted on the Bulletin Board. STATE2oIENJ' OF MEETING Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the three (3) members present, the minutes of March 6 and] 9, 1997 were approved as transcribed and engrossed by the Clerk. APPROVAL OF MINUTES ORDINANCE # 97-19 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held June 17, 1997, upon MMS&C, by Councilmembers Gutowski and Failace. FIRST READING ORDINANCE # 97-19 "AN ORDINANCE PROVIDING FOR GENERAL IMPROVEMENT FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $60,000 FROM THE CAPITAL IMPROVEMENT FUND-FUND BALANCE FOR THE COST THEREFOR" 1. JUNE 19, 1997 ORDINANCE i 97-17 SALARY RECREATIOO PROGRAM The Clerk stated that Ordinance # 97-17 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough ofCarteret held on June 5, 1997 It was duly published in The Home News & Tribune on June 10, 1997 with notice that it will be considered for final passage after Public Hearing to be held on June 19, 1997 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS&C, by Councilmembers DuPont and Gutowski and unanimous affirmative vote of the three (3) members present, the Mayor declared the Public Hearing to be open: HEARING CLOSED There being no further comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers DuPont and Failace and unanimous affirmative vote of the three (3) membership present. CLERK'S NOm When the original vote for adoption was taken, Councilman F ailace made a motion to table the ordinance because there were only three (3) members present. Councilman DuPont second the motion. Upon individual roll caB vote, Councilmembers DuPont, Failace and Gutowski voted in the affirmative. At approximately 7:45 P.M., Councilmember Fazekas was noted present and the Council went back to the ordinance and adopted it. AOOPl'ED Upon MMS&C, by Councilmembers Gutowski and Failace ORDINANCE # 97-17 "AN ORDINANCE TO AMEND ORDINANCE # 71-9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers DuPont, Failace, Fazekas and Gutowski voted in the affirmative for the adoption. Councilmembers Bialowarczuk and Feingold were noted Absent. 2. ORDINANCE i 97-18 CAPITAL IMPROVEMENT - RECREATIOO FACILITY Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the three (3) members present, the Mayor declared the Public Hearing to be open: PlffiLIC HEARING Sophie Cherepon asked which facility this is. Mayor Sica said that they are taking the tanks out of the ground at the Sports Facility. There being no further comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the three (3) membership present. HEARING CLOSED When the original vote for adoption was taken, Councilmember Failace made a motion to table the Ordinance because there were only three members present. Sica adopted: June 24. 1997 June 19. 1997 June 5. 1997 Mf'Jo.'TING OPDŒD - PlffiLIC INPUT 00 RESOLUTIOOS A copy of each resolution was placed upon the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS&C, by Councilmembers Gutowski and F ailace and unanimous affirmative vote of the three (3) members present, the meeting was opened for public input on all resolutions. Kay Horvath asked what Resolution # 97-202 is. She asked if it was a new position. Mayor Sica explained that the State of New Jersey says that a Public Works Supervisor must have the certification that he is a Public Works Manager. Our guy happens to know that certification so it's just certifYing him in that position. We're not putting in any position or anything like that. The man already has his certificate. It's just upgrading our standards, by virtue of what the State of New Jersey says. Attorney Coughlin spoke about the BeBmead Project stating that he has not received the name for the consultant from Bellmead. He spoke to them this morning, and they were suppose to get him a letter confirming the arrangement and the name of the firm that he wanted to appoint and how much they're going to pay He told him that he would have that for him this afternoon. An unidentified boy asked what ResoJution # 97-201, Leave of Absence, was. - Mayor Sica explained that our Assistant Borough Clerk had to go to Florida to take care of a member of her family. We hoped it wouJd only be for a week or so. Unfortunately, it's been a lot longer so now she has asked for a leave of absence so that when she comes back she'll still have her job. PUBLIC TI\!fU.r Con ~ t Tom Stiglic asked what Resolution # 97-204 was, Approving the Project Plan with the Township of East Amwell. '-' The Mayor explained that we are applying for East Amwell RCA money A certified portion wiB go to developers, a certified portion will go to individual people for their homes. Mr. Stiglic spoke but was imiudible. The Mayor said that one is total individual homeowners. The Borough Attorney said scattered sight. Mr. Stiglic asked what the total RCA is. Mayor Sica said they are not sure. It's a minimum of$100,000.00 and a maximum of$400,00.00. It's all according to what the Mt. Laurel people say they're allowed to do. We've offered to take from them either five units or twenty units at $20,000.00 a unit. That doesn't mean we have to go out $20,000.00 a Urllt but that's the maximum we can go out, $20,000.00 a unit. George Malek asked about Resolution # 97-205, Professional Services. He asked what property it is for. Mayor Sica said it is for condemning all of the properties of the landfill for the Bellmead Project. They want to get started sometime in August or September on building that Super Mall. We've had numerous meetings with the Turnpike. They basicaBy have a new design for the turnpike interchange that would help alleviate the traffic out on Roosevelt Avenue. In addition to that, we may have to condemn some property even out on Roosevelt Avenue. That remains to be seen at the present time. We are waiting for the turnpike to set the final design. Sophie Cherepon asked about Resolution #97-195, Appointing Andrew Mazan to the Recreation Commission She asked who he was. The Mayor said that he is a gentleman that does a lot of things in Carteret. Councilman Failace stated that he is very involved with the sports, with the basketball league s. Mayor Sica said that he runs the basketball program for the handicapped kids. They have a tournament with different towns and he raises money for the handicapped kids He's an officer in the Ukrainian Men's Club. He ran the kitchen for the handicapped kids this year. He's been involved in the soap box derby. JUNE 19, 1997 PlffiLIC INPUT 00 RESOLUfIooS Can't Mrs. Cherepon asked about Resolution # 97-203, authorizing payment in connection with joint defense fund, Transtech Industries. Attorney Coughlin said that it was the Kin-Buc matter. Mayor Sica explained that we were accused of dumping trash at Kin-Buc Landfill in Edison, that super toxic site. This lawsuit started about 15 - 20 years ago. We fought it and we are paying our bill now. We've been let out of it because we proved conclusively that the Borough of Carteret never dumped at the Kin-Buc Landfill. Unfortunately, when the lawyers that were representing the thousands of people that were suing and the 100 companies that they sued, they came up with a ticket that said Borough of Carteret. The ticket actually said that it came from the Borough of Carteret but because it came from the Borough of Carteret doesn't mean it was the Borough of Carteret material. It could have been a factory in the Borough of Carteret. Basically, that is what we proved. It was someone else from the Borough of Carteret that dumped there not us. We've never dumped there. We're one ofthe lucky ones that got out of that case. -- An unidentified woman asked about Resolution # 97-196, Lease of Property to Sprint Spectrum. Mayor Sica said that we are going to rent out a 20 x 20 pieces or 30 x 30 pieces of property for $136,000.00 over the next ten (10) years. Pat Tozzi asked about Resolution # 97-200, Advisory Board in Connection with COPS Grant Program. The Mayor explained that we have to have a Board saying what we're going to do with it and how we're going to do it if we want to get any more money from the Federal Government. We have to have an advisory Board. Mr, Tozzi asked who composed the Board. Attorney Coughlin said that there is a list of positions. Mayor Sica said it lists Police Officer Daniel Torrent, Kathy O'Grady - High School Guidance Council, Eric Chubenko - Housing Authority, Ronald Bennett - Municipal Court Liaison, Joe Wutkowski - President of the Carteret Rotary Club, William Toncic - Carteret Senior Citizens Group, Stephen Tardiff - Juvenile Aid Bureau and John DuPont - representative from the Council. 6. The Mayor said by the Council. Mr. Tozzi asked if they were qualified to write up grants. Mayor Sica said that they don't write grants. They just come up with ideas Michael Carnevale asked about Resolution #97-202, Appointing Certified Public Works Manager - Ted Surick. He asked if the Borough would be renting his license. Mayor Sica said no and explained that in order for him to be a Public Works Supervisor, the law was changed and we had a certified amount of time to get someone that holds this license. He went to classes and learned administrative procedures Without that he can't have the job. Teddy took it upon himself and went and he got that license. So we're just giving him the same job, same title, same pay. It's just a certification. It's like getting a certification to be a Tax Collector. Councilman Failace added that the State said as of a certified date you now have to have this license. There being no further comments or objections to the Resolutions, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Failace and Gutowski and unanimous affirmative vote of the three (3) members present. RESOLUTION # 97-194 was introduced by the Mayor and was referred to the Council for action. Upon MMS&C, by Councilmembers Failace and Gutowski RESOLUTION # 97-194 "AUTHORIZING PAYMENT OF LIABILITY CLAIM DEDUCTIBLE" 7_ was adopted. Councilmembers Bialowarczuk, Fazekas and Feingold were noted Absent. cœMENTS Councilmember Gutowski asked if this can be done conditionally upon Zoning Board Approval. Attorney Coughlin said that they still will have to get Zoning Board approval even if we award the bid. Included in the bid specs was the requirement that they obtain all approvals. Councilmember Gutowski questioned whether there is any liability if we give them this and they don't get the zoning permits. 8. Attorney Coughlin said no. What we are doing is awarding them the bid. CG1MUNICATloo CARTERET PLANNING BOARD The Clerk stated that she was in receipt of a Resolution, trom the Carteret Planning Board recommending amendments to the Land Development Ordinance. Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the four (4) members present, it was ordered to be received, and placed on file. m1MJ]NICATICN 'l~SHIP OF OLD BRIDGE The Clerk stated that she was in receipt of a Resolution, trom the Township of Old Bridge opposing A-2I88, Design Immunities Act. Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the four (4) present, it was ordered to be received, and placed on file C(X1MUNlCATIoo ~SHIP OF PISCATAWAY The Clerk stated that she was in receipt of and Ordinance, form the Township of Piscataway providing for Inter- Municipal Police Assistance. Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the four (4) present, it was ordered to be reçeived, and placed on file. 12. JUNE 19, 1997 The Clerk stated that she was in receipt of the following reports: REPORTS - DEPARMENrS , Air Pollution - April 1997 Fire - April 1997. Inspection of Buildings - May 1997; Total Estimated Cost of Construction, $426,326.00; to Treasurer, $17,963.00. Treasurer - May 1997 Welfare - May 1997 All reports were ordered to be received and placed on file. BUILDING & GROUNDS: In the absence of Committee Chairperson Bialowarczuk, and Committee Member Feingold, Committee Member Fazekas reported that they are moving right along with Buildings and Grounds. In another week they will be moving into the annex. STANDING COMMI'l'l'EES FINANCE & ADMINISTRATION: Committee Chairperson Failace reported that there hasn't been much change in the past couple of weeks. They are on budget. He talked to Patrick and things seem to be moving well. As Councilman Fazekas said, we will be moving into the new annex and will probably have a grand operung sometime at the beginning of July. He reported progress. FIRE: Committee Chairman Fazekas reported that there is a free blood pressure screerung at Fire Head Quarters at the Senior Center from 10: 00 AM. to 12:00 P.M. on June 4,18 and July 2 and 16, 1997 sponsored by the Carteret Fire Department. He reported that they are moving right along PARKS & RECREATION Committee Chairman Gutowski reported that tonight they took the first step to do some parks improvements with the introduction of this ordinance for $60,000.00. They are anticipating doing roller hockey rink for the kids in town. They are going to fix up some of the basketball courts and do something with the tennis courts up in Shorecrest Park. This is just the beginning. Hopefully, our parks, although he will not say that they are in bad shape, but they will be in better shape than they are right now. With that, the parks are functioning. Smu(day is the PBA fishing derby. 13. POLICE Committee Chairman DuPont reported that aside from the tishing derby which is June 21, 1997, the bike patrol has started. Hopeful1y, the people are going to start to see them around. It's a good thing and hopefully for the summer they will have a lot of good responses. He repor1ed progress. JUNE 19. 1997 STANDING ro1Ml'.L".rt.:ES Con't PUBLIC WORKS: Committee Chairman Failace reported that Mr. Parmar came to them last week with the streets (inaudible). It looks like it'll cost us about a million dollars to flx our streets. We'd like to do it in four (4) segments as best we can. We'li allocate about $250,000.00. We'll take the worse streets and take it trom there. We're still fiHing pot holes. He still drives around and sees a lot more We're trying He reported progress. MUNICIPAL GARAGE SERVICES: In the absence of Committee Chairman Feingold, Committee Member Gutowski reported that the garage is functioning well. We had an inspection. He just saw a letter that Harold Ferguson received and that said our fleet maintenance is top notch so the garage is doing their job. With that, the garage is still down the street. PUBLIC DISCUSSIOO - SMINU'i'ES LIMIT Upon MMS&C, by Councilmember Gutowski and Fazekas and unanimous aftìrmative vote of the four (4) members present, the Meeting was opened for public discussion. Sophie Cherepon, 35 Van Buren Avenue said that there are rumors about an incinerator. She hears the words Wheel - a - Brator and sludge incinerator. She really doesn't desire another battle over incinerators. She doesn't know what group is going to fight it. What we need in Carteret now is an incinerator fighting group like "Speak Out" because that was a very effective group. Thank the good Lord for the group. Thank the good Lord for the leaders they had in that group. In Carteret we have many local problems. Therefore, several of them have been together this week and they will be organizing a tax group, a citizen's group. They have to get a lot of people to serve on a lot of committees, Zoning Board, Health Board, Planning Board; five or six people can't do that Years age they had the "Carteret Taxpayers Association". They will have to have a big committee so that they can handle all of the problems to make sure they get all of their money's worth for their taxes. Councilman Failace stated that this Council has not been approached by any incinerator group what so ever. ", Jut&; 19, 1997 Councilman Failace said that they have not come to this Council. He told her that she knows his position on incineration. DISCUSSIONS Can't Patrick Tozzi said that he read in the paper the other day in regards to the garbage bid being awarded. He asked why we bid one year instead of three years, as we originally bid it. He asked if the Judge said it could only be bid one year. Mayor Sica said no and explained that a year ago there was a challenge to the Solid Waste Laws in the State of New Jersey. A Federal Judge at that time I1Jled that the Solid Waste Laws in the State of New Jersey saying we have to go to Edgeboro or Essex County or Uruon County or the Rahway incinerator are unconstitutional, that it is a restraint of fair trade, that the taxpayers are paying through the nose because they're limited to where they can go. He said that nothing happened although the judge gave the State of New Jersey two years to straighten out the mess because what happened is when they built those incinerators nobody cared. They used to srend money like it was water because you and me were going to have to pay. If the incinerator cost a hundred million dollars we would have to pay a rate to compensate that expense, etc. etc. That is wrong and the Federal Government saw it that way. The Federal Judge saw it that way. But if you give the state, the County the five incinerators in New Jersey, the people that owned the bonds, ample time to try to resolve something to be more equitable to the tax payer and to the people that are in the garbage industry, the State of New Jersey appealed that to the third circuit, Philadelphia. The third circuit upheld the law enforce decision but made it even more restricted. Told them that solid waste flow is out as of right now. The State of New Jersey to Commissioner Chin has asked everybody to comply with the rules until such time is appealed to the Unit::d States Supreme Court which convened again in September until October so we are saying we only want to lock ourselves into a one year contract because if in fact the Solid Waste Laws are thrown out we could then look at alternative places to take our waste other than Edgeboro L.andfill at a much cheaper rate, and don't want to be locked in for three years and stuck with that. So that is why we did that. 15 John Sudia, 40 Cypress Street, Carteret. A resident of Carteret associated with Dauman Industries. He is following up with the question asked earlier knowing that the standard income has been a three year contract and in some instance more than three years. He is wondering if the specs were read properly with section 1, page 9A, paragraph B, where it says any reduction fees technically should stand by the bidder resulting from í he chain. ..(inaudible) bid to an amount less than a current amount as a presently chartered landfill should have the current on a prorated basis in Î he Borough with interest. An annual interest rate equal an average . I inaudible) by the bank, also on part 1, page 13, section 1: -29 in the even t tipping fees presently charged in Edgeboro shall decrease the Dorough ofCarteret shall be entitled to a dollar for dollar reimbursement for any decrease in tipping fees which incur as the date mentioned on the cont:act Now he is just wondering if you read those sections of the con'ract and why if not reconsider your thoughts because it is locked into 1he specitìcations and the fees will decrease at the landfill or whenever and JNE 19, 1997 [SCUSSIooS )nlt the decrease will be given back to the Borough of Carteret. Mayor Sica told him the reason they are doing that is because it is his feeling that if the third circuit's decision is upheld by the United Stated Supreme Court, then you are going to see a new type of industry come in when you are going to be able to transfer, put transfer stations in. Collect garbage and put them into a transfer station and perhaps take it as far away as Pennsylvania for twenty dollars a ton which would be a lot less than the city of Carteret so at that point in time we may be going out for a re-bid because they are making other avenues of doing it and that is not to say that Dauman couldn't then at that time take it to someone's transfer station but it is his belief that there is going to be much bigger companies out there that are going to be offering a lot different bigger reduced numbers when that happens so we are not going to take that chance. Mr. Sudia said that was understandable but those two paragraphs clearly state that any reduction of any type would be reimbursable to the Borough of Carteret. Mayor Sica said that is right, but ifDauman Industries doesn't ha ve a transfer station or if they don't own a landfill in Pennsylvania and they had to be at the mercy of the big guy who has the Landfill comes in and bids, that is like getting rid of the in- between guy which is Dauman. Attorney Coughlin said to remember that . (inaudible) they are talking reductions at this current landfill, at Edgeboro. What he is saying is that Edgeboro may not be the place. Mayor Sica said Edgeboro may be out of bu siness in October. John Sudia said as specificated and ambiguous to that fact then because the way you read that interrupting their specifications the town will still be, whether it is Dauman or anyone else that has the contract, liable for it, a reduction in those fèes, if the fees are reduced . Mayor Sica said he was right but if someone comes in here and has their own landfill and they don't have to go to Edgeboro, because we are not going to be dictated to by the Federal Government saying we have to go to Edgeboro. If they have their own landfill somewhere else they may come in at a whole lot cheaper, where Dauman would still have to go to Edgeboro and pay fifty -five dollars a ton John Sudia said ifit were said that they could dump anywhere, that Dauman could dump anywhere then Dauman would dump anywhere and still get a reduction for the town. 16 Mayor Sica said they would but if the other guy owned the /",~, "- JUNE 19, 1997 landfìll and he comes in and bids and he under bid you because he owns the hmdfill and doesn't have to pay to dump there and you have to pay to dump there...we are looking at the whole ball of wax. DISCUSSlOOS Can't John Sudia said as astringent as these specifications are and you only have three bidders you know that any big operator is not going to bid based on these specifications. Mayor Sica said that is why we only have three bidders because the big operators are sitting back and they will wait until October and see if this holds through because they are already buying up all the big landfills and they can do it a whole lot cheaper. John Sudia said in any event that holds through there is a possibility of amending the situation...... Mayor Sica said there is provisions in that contract to do that if we want, again, that is always conceivable, but we don't want to get locked in not knowing what the Federal Government is going to do in October. Beverly Hedesh, 152 Edgar Street, Carteret Recreation Commission, she said fìrst she would like to just announce the general schedule of events tÌ)r the year. The concerts will be starting July lith up until August 8th on F1iday, 7:00 to 9:00 pm. The Little Miss Carteret Contest will be held August 16th, the rain date will be August 17th. Soap Box Derby, August :Jrd, rain date, August 24th. The Halloween Parade, October 25th, rain date October 26th. Christmas Tree Lighting, December 5th, rain date December 6th. House lighting contest December 14th and 15th. Secondly just for the record she read a letter explaining that she has enjoyed being on the Recreation Commission but the meetings have been deteriorating and the Council has allowed them to and explained that she was resigning from the Recreation Commission. \iincent Manetta spoke, saying just as a matter of information this last week things have fallen in place at the annex and as of tomorrow at 8:00 a. m t hey will be collecting taxes at the annex. He said they are 90% in the building. I\/Iayor told him it was a good job. Daphne Miles said she is speaking for some members of the People's Church and she wanted to know at what point they are with the land They would like to start their building. Anorney Coughlin said this was about the lease that we were going to do. He said someone in his office was supposed to have prepared a draft lease c' nd gotten it to them. JUNE 19, 1997 DISCUSSIooS Can't Mayor Sica asked Attorney Hedesh if we foreclosed on that piece of property on Roosevelt Avenue yet. Attorney Hedesh said the order is in the mail. Mayor Sica asked Daphne Miles if she sees Bishop Danny could she ask him to call him He told her he wants to open up a day care and he is looking for a building and we just foreclosed on one. Daphne Miles asked where on Roosevelt. Mayor Sica said it was 42 Roosevelt Avenue. Bill Mazlow, Chesnut Street, Carteret, asked what the latest was on the Senior Citizens Building. Mayor Sica told him what they are looking at right now is possibility of purchasing the Foodtown which is 48,000 square feet. Weare also looking at purchasing the building next door, possibly Mike Toth's building, vacating the street and putting everything over there, and the piece of property that we bought that we were going to put a Senior Citizen Center and the Library, they purchased so cheap they could sell it for double. We have an architect that is giving is a preliminary estimate of what it would cost to rehab the Foodtown, which is a bigger building with a ceBar. That will be in conjunction with our Urban Enterprise money which we already applied to the State to make Pershing/Cooke Avenue the new complex that we just bought, the bank ...... we are calling it a seascape. It will be more like the center of town and they will put pavers and trees. He told him they should have an answer by the next Council Meeting. Mr. Mazlow then asked if he noticed that Üu1eret Avenue had started to separate down the middle. Mayor Sica told him that was because there was a railroad track there that they can't take out. He explained that years ago there was a trolley there. A boy spoke next saying he was from the Civil Air Patrol and he asked about a building for them Mayor Sica said he told his mother to contact Mr. Kolibas and to have his leader go down there and look at the upstairs part of the Parks Building and perhaps they could use that. 18 Boy's mother then spoke saying they would like to have a pernlanent facility in Carteret for their headquarters. She said right now they are at the Armory in Woodbridge which they will only let them use for a month. DISCUSSIooS Can't The boy's mother said it would only be for one day a week. Mayor Sica said that wouldn't be a problem so it could be a permanent home. He then explained that when we get the new Senior Citizen Center, etc., etc., built, then we're going to take the old Senior Citizen Center and make it into a Recreation Center, and that could be where they could meet The boy's mother said they have banners they would put up and they always have to take them down after their meetings. Mayor Sica said he thinks they would still have to take them down after their meetings, but it could still be their home base. John Sudia asked what was the possibility of the old firehouse building here across the way which was originally set up as the Little League Building, he understood they are now using the new building. He said the old fire house on the second floor, he understood was a pretty substantial building. Mayor Sica told him that building is about ready to fall down.
