Sica, 7:30 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on Thursday, July 17, 1997. The meeting was opened with a minute of silent prayer and the pledge of allegiance led by Mayor Peter J. Sica. PRAYER, PLEJX;E OF ALLJiGIANCE The Clerk stated that on July II, 1997, in full with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News, The Star Ledger and posted on the Bulletin Board. SIATJiMI'NI OF MEETING Upon MMS&C, by Councilmembers Failace æld DuPont and unanimous affirmative vote of the full membership present, the minutes of March 20, April 3, 7 & 10, 1997 were approved as transcribed and engrossed by the Clerk. APPROVAL OF MINUTES Ordinance #97-20 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held August 21, 1997, upon MMS&C, by Councilmembers Failace and DuPont. ORDINANCE #97-20 CAPITAL IMPROVEMENI' Upon individual roll call vote, Councilmembers Bialowarczuk, DuPont, Failace, Fazekas, Feingold and Gutowski voted in the affirmative for the adoption FIRSr READING ORDINANCE # 97-20 "AN ORDINANCE PROVIDING FOR THE PURCHASE OF EQUIPMENT FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRJATING $25,000 FROM THE CAPITAL IMPROVEMENT' FUND-FUND BALANCE FOR THE COST THEREFOR." 1. JULY 17, 1997 ORDINANCE #97-21 LEASE SPRINT SPEC'lRUM ORDINANCE #97-21 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held August 21, 1997, upon MMS&C, by Councilmembers Feingold and Bialowarczuk. FIRSr READING Upon individual roll call vote, Councilmembers Bialowarczuk, DuPont, Failace, Fazekas, Feingold and Gutowski voted in the affirmative for the adoption. ORDINANCE # 97-21 "ORDINANCE AUTHOR1ZING THE LEASE OF CERTAIN REAL PROPERTY" aMŒNrS: Councilman Failace asked if the Zoning Board has to approve this Mayor Sica said that he thinks it has been approved. Borough Attorney Craig Coughlin said yes. The lease and bid specs requires that all of the appropriate approvals are obtained first by the leasee. His understanding is that they applied to the Planning Board and then were directed to go to the Zoning Board of Adjustments and they intend to do so. Councilman Failace said that he thought that the Zoning Board said that they had to come to the Council and then they would approve it. He wants to make sure that it doesn't have to be written in the Ordinance Mayor Sica said that it is a known fact that they have to go back to the Board. The Zoning Board didn't want it put at the Little League fields and recommended finding another spot. They've agreed. Now, they've entered into a lease with us. Now, it's up to them to go back to the Zoning Board to get it approved. The Borough Attorney said that they need to go back to the Zoning Board because of the height variance. AGENDA AMmDED Upon MMS&C, by Councilmembers Gutowski and Fazekas the agenda was amended to include Ordinance# 97-22. Upon individual roll call vote, the Councilmembers Bialowarczuk, DuPont, Failace, Fazekas, Feingold and Gutowski voted in the affirmative. SALARY ORDINANCE SOFl'BALL & BASEBALL CAMP ORDINANCE #97-22 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held August 21, 1997, upon MMS&C by Councilmembers Gutowski and DuPont. IMPRQVElŒNfS The Clerk stated that Ordinance # 97-19 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough ofCarteret held on June 19, 1997. It was duly published in The Home News & Tribune on June 24, 1997 with notice that it will be considered for final passage after Public Hearing to be held on July 17, 1997 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the full membership Present, the Mayor declared the Public Hearing to be open. PUBLIC HEARING There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Gutowski and Bialowarczuk and unanimous affirmative vote of the full membership present. FIRE alIP/,rN #1 tID~ tlllIßERS The Clerk stated that she was in receipt of an application from Carteret Volunteer Fire Co. #1 concerning approving new members, Stephen Harmon and Michael Dunnehy. Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the full membership present, it was ordered to be approved. APPLICATIcr¡ ABC TP.ANSFER The Clerk stated that she was in receipt of an application for an ABC Transfer from Furkrist Realty (Bridges) to Consanco, LLC. Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the full membership present, it was ordered to be received and turned over to the Police Department. REI'OIITS - The Clerk stated that she was in receipt of the following reports: DEPAImŒlll'S Board of Health - May 1997 Clerk's Office - June 1997; To Treasurer,$9,374.40 Fire - May 1997. Inspection of Buildings - June 1997; Estimated Cost of Construction, $532,781.00 To Treasurer, $15,071.00 Treasurer - June 1997. All reports were ordered to be received and plac.ed on file. STMIDnK; rotflITTEES BUILDING & GROUNDS: Committee Chairperson Bialowarczuk reported that they have opened up the new Borough Hall Annex. A lot of people were pleased with the layout. It is easy coming and going. The graffiti on the building and the other buildings is being looked into. She reported progress. FINANCE & ADMINISTRATION:. Committee Chairperson Failace reported that we have not even opened our Sports Building yet and its been spray painted and the windows have been broken It is a shame Weare talking about maybe a much stronger graffiti ordinance. He reported that the budget actual expenditures are fine. Weare not over in any area. The Tax bills are not out yet. We are in the process of putting in a new system, the Edmunds Accounting System. The bills should be out by the end of the month or beginning of August. The July sewer bills will be out shortly reflecting the $50.00 reduction in the sewer user fee. He reported progress. FIRE: Committee Chairperson Fazekas reported that there is a Blood Screening at the Firehouse next week. Call to get the specific times. We are planning to look at the roof again. Two or three years ago we did get bids and we would be getting bids again. When it rains, the water is going down into the downstairs offices. There is also a crack from the main floor, it appears its separating the wall. The Engineer did look at that. We are going to check again. The day the Annex opened up, we started it before that, but we tried to get it on 10. JULY 17, 1997 time, we purchased a new financial system. There's a module to the finance system that still has to be installed. He said the last time that they would be purchasing on line requisitions and ålso bring the Tax Department on board. There is still a lot more that we have to do. He spoke to Patrick DeBlasio today and we are going to put some more equipment in there. He hopes that everybody recognizes the new terminals. They are going to be hooked up this week or the early part of next week to get on to the system. He reported that the Fire Department is moving along. Sf ANDING <Dt1ITl'EE <m'T PARKS & RECREATION: Committee Chairman Gutowski thanked the Council for their support of Ordinance # 97-19, $60,000.00 for general improvements. Weare going to undertake a revitalization of our Parks Department. We are gong to build a roller hockey rink down at Parkview Park and at the Mayor's request they will repair some sidewalks in Carteret Park. Hopefully, that is just the beginning. The Council is in discussion about how we are going to go on from here. He likes that they are finally going to get a roller rink and moving to improve the parks. There was a meeting this past Tuesday of the Recreation Commission. He was not there and only one member of the committee showed up. He asked th,e Mayor to call a meeting of the Recreation Commission that he will sit at. They need to find out which members are willing to stay on. They do have a couple of events scheduled in August and they do not want them to go by the wayside. They are hoping that the members that are there will at least get them through with these two (2) events. Ifthey do not wish to stay on after that, that's their choice. Hopefully, they will stay because it's a worthwhile venture and it seem to be working out very well. He reported that with that, the parks are up and running. POLICE: Committee Chairman DuPont reported that tonight they took the first step in appropriating $25,000.00 to replace the generator at the Police Department. It is in desperate need to be replaced We had checked on fixing it and it is in such bad condition it needs to be placed. That is the first step. That was progress. The firm that we had hired to review the policies and procedures of the Police Department and assist the Police Department to become more efficient has began to work. They have actually been in the department and that is a lot of progress. Our bicycle patrol has been getting a lot of positive feed back With that, he rep.orted progress in the Police Department. PUBLIC WORKS: Committee Chairperson Failace reported that they talked about the streets over and over and they put in a grant to do all of Post Boulevard, top to bottom which would cost a lot of money. God willing maybe we will get that money. We are doing by the Post Office and Leibig Lane. They would like to put in maybe another $150,000.00 to do a few assorted more streets and move in the right direction. He told then the last time it is a million dollars project and we certainly do not have a million dollars now. We hired some grant writers and planning people. Maybe they can help us get some money that we have not gotten in the past. 11. JULY 17, 1997 STANDING ~ <m'T Maybe we will be able to put some money towards our parks.. (inaudible)... towards either thing that we have not applied for. Again, these are big projects. It's going cost a lot of money. cost a lot of money. We are going to try and do it without hurting the taxpayers. He reported progress. MUNICIPAL GARAGE SERVICES: Committee Chairperson Feingold reported progress. MAYOR Mayor Sica reported that a lot of people do not know that Pathmark's computer center is really in Carteret, 200 Milik Street. They are a substantial taxpayer to the Borough of Carteret. They are going to have a softball tournament against the radio station 103.5 F.M. and they have requested to use our facility, Sullivan Field, on August 12, 1997. If that date is not available, August 5, 19th or 26th is requested. He said that he just got this today and he will talk to Mr. Kolibas to see what dates are available. We will allow them to use it. He hopes that everybody comes out for it. It is going to be for the food program for poor people, a real worth while cause. He announced that he negotiated to bring a new industry to Carteret in place of Herman's. Its a clothes distributor. They would be hiring some people rrom Carteret and bringing some people with them rrom their old location. They anticipate employing about 200 people . That's another step in the right direction. If it is getting another taxpayer into Carteret. Mayor Sica said that he negotiated a deal with an outfit called Duie Pyle to buy the 14 Acres of the Mobile tract, part of which is contaminated They have agreed to come in and put in a cross-dock shipping center which means they bring in bulk cargo and distribute it throughout the whole area. They will hire some people too. They are going to put up an 80 X 420 foot building. The approximate cost of construction is going to be somewhere around 4 million dollars. They have also agreed to put the road in down to our dock that we will need, a 35 foot road, free of cost to the Borough of Carteret. The Mayor said that he has been sitting down with the White Rose people and Amax, Victor Pauluis, Inc. and they are coming in to put up another refrigerator. In addition to the White Rose facility that is there right now, 657,000 square feet its one of the biggest building in the State of New Jersey. It employs over 650 people at the present time. Mayor Sica replied that he is negotiating with a company to come to Carteret to possibly buy the 8 1/2 acres across the street from the new Columbus School to put up some kind of housing developments there. They will own it themselves. They are a real class company They are in serious negotiations with the owner of the property and if they can get it at a reasonable price then they will come before this Council with a proposal to put an upscale town house development, paying full taxes, etc. Things are moving the right direction. 12. JULY 17, 1997 The Mayor said that he is also discussing with a company the possibility of building another 500,000 square foot building in the Borough of Carteret, a new business that will employee all new people, possibly up to 400 or 500 people. He is not at liberty right now to announce the name of that company, nor how far they are in the negotiation's, but they are negotiating. MAYOR ~'T The Mayor said that there are a lot ofthings that are going to happen in Carteret in the next couple of months that are going to help to stabilize the tax base. We have to give people some kind of incentives to get people to come here and take land that's been contaminated like the Duie Pyle Co. They can use it, they can encapsulate it, making it a safe environment for people but we are going to have to give them some kind of incentive. All we are doing is planning for our future, not like other towns around here. Upon MMS&C, by Counclimembers Gutowski and Fazekas and unanimous affirmative vote of the full membership present, the meeting was opened for public discussion. PUBLIC DIsœSSIŒ- 5 MUNUTE LIMIT Sophie Cherepon, 35 Van Buren Avenue said that last Friday we lost our oldest resident in Carteret, Florence Everetts. She was the oldest parishioner in St. Joseph's Church. Tuesday, Mrs. Bialowarczuk died She was 100 years old She said that it was sad that only a few people attended services for Mrs. Everetts. Mayor Sica said that he found out afterwards and he would have attended her funeral Jessie Bagala gave a letter to the Mayor and Council to read concerning a problem with the Streets and Roads employees screaming on the 2-way radios. She said that someone said on the radio that Jessie is mad and Ted Surick used foul language when referring to her. She said that she can bring 50 witnesses that heard this Mayor Sica said that he just talked with Council Prèsident Gutowski. He told her to file a grievance, bring those witnesses and they will take appropriate action.
