A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD RATIFYING THE LYNWOOD
REDEVEIAPMENT AGENCY~S APPROVAL OF THE
PARTICIPATION AGREEMENT BY AND BETWEEN THE
LYNWOOD REDEVELOPMENT AGENCY AND JAMES J. OH
WHEREAS, the Lynwood Redevelopment Agency (~~Agency'~) is
engaged in activities necessary to execute and implement the
Redevelopment Plan for Redevelopment Project Area "A"
("Project") in the City of Lynwood; and
WHEREAS, the Agency desires to consider the acquisition of
certain real property in connection with the unification of that
property with the adjacent property for later disposition and
development; and
WHEREAS, in implementation of said Redevelopment Plan, on
May 15, 1990, the Agency approved the Participation Agreement
between the Agency and James J. Oh ("Participant"), which
provides for the acquisition of certain real property and the
development of a neighborhood shopping center on the north side
of Martin Luther King, Jr. Boulevard between Bullis Road and
Ernestine Avenue, which development shall be coordinated with the
development on the adjacent property, and authorized the Agency
Chairman to execute it;
WHEREAS, the Agency has prepared, and the City Council has
reviewed and considered a summary report setting forth the cost
of the Participation Agreement to the Agency; and
WHEREAS, the Agency and City Council of the City of Lynwood
' have held a duly noticed joint public hearing on the proposed
Participation Agreement and related documents; and
WHEREAS, the City Council has duly considered the proposed
Participation Agreement and believes that development pursuant
thereto to be in the best interest of the City of Lynwood and in
furtherance of the goals and objectives of the Lynwood
Redevelopment Agency to reduce blight in the Project Area; and
WHEREAS, the City Council has made a finding, in light of
the interim guidelines mandated by the Office of Planning and
Research as a condition to granting the City of Lynwood's
request for extension of time to amend its General Plan, that
the development efforts proposed by the Participation Agreement
are consistent with the City of Lynwood's General Plan;
NOW, THEREFORE, the City Council of the City of Lynwood
hereby resolves as follows:
SECTION 1. The City Council hereby finds and determines
that the development of the Participant's property pursuant to
the proposed Participation Agreement is in the best interests of
the City of Lynwood and the health, safety, morals and welfare of
its residents, and in accord with the public purposes and
provisions of applicable State and local law.
' SECTION 2. The City Council hereby finds and determines
that the development of the Participant's property pursuant to
the proposed Participation Agreement is necessary to effectuate
the purpose of the Redevelopment Plan for the Project.
SECTION 3. The City Council has received, heard and
considered all oral and written objections to the proposed Owner
Participation Agreement and to the actions connected therewith,
and hereby overrules all such oral and written objections.
SECTION 4. The City Council hereby ratifies and approves
the ~articipation Agreement.
PASSED, APPROVED AND ADOPTED this 15th day of May, 1990.
