1. CALL TO ORDER
The meeting of the Riverside County Transportation Commission (RCTC) Technical
Advisory Committee (TAC) was called to order at 10:04 a.m. at Beaumont City Hall,
Conference Room #2, 550 East Sixth Street, Beaumont, CA 92223.

3. APPROVAL OF MINUTES
Approval of January 10, 2011 minutes.
4. PUBLIC COMMENTS
There were no public comments.
5. RCA MSHCP UPDATE
Laurie Correa, Regional Conservation Authority (RCA), presented an update on the RCA
Multiple Species Habitat Conservation Plan (MSHCP), including infrastructure covered
activities. She identified the areas that are covered by the plan and the various types of
facilities that are included.
She summarized the following:
• Covered Road Improvements
• Covered Operation and Maintenance Activities
• Capacity Enhancing Project Compliance
• Species Surveys
• Guidelines for the Siting and Design of Planned Roads
• Guidelines for Construction of Wildlife Crossings
• Construction Guidelines
• Fee Calculation
• Major Projects Expedited under the MSHCP
Ms. Correa responded to various questions. Shirley Medina, RCTC, said she would
forward RCA's web page link to the TAC for further information regarding the MSHCP.
6. SCAG 2012 RTP DEVELOPMENT
Ms. Medina reported that RCTC's deadline for submitting project lists to SCAG is
April 8, 2011; therefore, the local agencies should submit their project information to
RCTC by April 1.
7. FFY 10/11 OBLIGATIONAL AUTHORITY DELIVERY PLAN
Shirley Medina pointed out that the final FY 2010/2011 obligation delivery plan lists all
the projects that are funded with CMAQ or STP. She said the final obligation delivery
plan is due to Caltrans by April 1, 2011; therefore any project schedule changes should be
reported to RCTC by March 28, 2011. She further reminded the TAC that RCTC staff is
available to assist whenever needed.

8. FY 10/11 TRANSPORTATION ENHANCEMENT (TE) PROJECTS —
ALLOCATION STATUS
Ms. Medina reminded the TAC that transportation enhancement projects must be
allocated by the California Transportation Commission (CTC) and obligated through the
Caltrans Local Assistance process even if they are federal funds as these federal funds are
administered by the State of California. She briefly reviewed the projects in the FY
2010/11 Planned Allocations chart and indicated that the Calimesa and Hemet projects
are older projects from previous federal authorization acts and have not been able to
complete the environmental process to date. There is no funding programmed in the
2010 STIP for STIP-TE projects in Fiscal Year 2011/2012, therefore, there is no way to
reprogram projects to allow projects experiencing delays to move forward in the
upcoming fiscal year 2011/2012. The funding will lapse but will stay in the region and
can be part of the next TE call for projects when the new federal authorization is
approved. Ms. Medina recommended the re -nomination of the TE projects for the Cities
of Calimesa and Hemet during the next call for projects.
M/S/C (Barakian/Harry) to support deprogramming TE funds from Hemet's
State Street Multi -Use Path and Calimesa's Calimesa Boulevard
Landscaping projects due to delays in the environmental phase and
re -nominating these projects in the next TE call for projects.
9. CALTRANS LOCAL ASSISTANCE REPORT
Savat Khamphou, Caltrans, reported that he re -distributed the local assistance workload
and he will provide an organizational chart in the near future. He created
MAE (Meet your Area Engineer) Day that will cover questions that local agencies have
such as invoices, mail, etc. He said he will coordinate the recurring meetings about
mid -April or the end of April, and will begin the day with a presentation followed by a
workshop where the agencies meet their area engineers.
Mr. Khamphou indicated that he mailed a new policy to some local agencies regarding
high cost bridges in the HPP program related to ranking.
He reported that Mike Romo is no longer with Caltrans; Betty Bobosik is the new
Right of Way coordinator. Steve Hatt is leaving Caltrans April 15.
Savat Khamphou also indicated that local assistance would like to move up the
submission dates of the RFAs to Caltrans.
He said the state is closed Thursday, March 31, to celebrate Caesar Chavez Day.
Caltrans will be open Friday, April 1.

10. 2011 FTIP UPDATE
Grace Alvarez, RCTC, stated that since approval of the 2011 FTIP on
December 14, 2010, RCTC has submitted five amendments to SCAG, totaling 123
projects. Three of the five amendments have been approved, leaving two formal
amendment approvals pending — Amendment No. 3 and Amendment No. 6. It is
anticipated that Amendment No. 3 will be approved the end of this week and
Amendment No. 6 by mid or late April.
11. SB 821 CALL FOR PROJECT
Shirley Medina requested volunteers for the SB 821 call for projects evaluation
committee.
Mike Shoberg, CVAG, volunteered.
12. MEASURE A MOE FY 2009/10 BASE YEAR CALCULATION
Ms. Medina said the Measure A MOE FY 2009/10 base year calculations are due
March 24. RCTC has received calculations for two cities; the MOE subcommittee will
meet to review the MOE templates on April 4th at 1:30 p.m. Anyone is welcome to
attend the meeting. The information will be brought to the TAC for review followed by
submission to the Commission for approval. She said she would send an e-mail to the
TAC as a reminder.
13. OTHER BUSINESS
Shirley Medina said there will be another call for projects for the Prop 1B Corridor
Mobility Improvement Account program (CMIA).
RCTC will be proposing the I-215 widening project, from Scott to Nuevo. This project
meets the criteria of being nominated in the original call for projects in 2007, and it will
provide an enhancement to an existing CMIA project on I-215 from I-15 to Scott Road.
RCTC is also reviewing the I-215/Van Buren interchange for eligibility.

2009 Measure A MOE Base Years

BACKGROUND INFORMATION:
On February 28, 2011, Commission staff sent a letter to local agencies requesting the
following items:
• MOE Report Template (Due March 24)
• 5-yr CIP/MOE Certification Statement/Project Status Report (Due May 13)
Due to the new calculation method, staff has been working with the local agencies in
reviewing the MOE Report Templates and supporting documentation. This review is ongoing
and staff anticipates completing the review in a couple of weeks. The final 2009 Measure A
MOE Base Years for each local agency will be presented at the July Commission meeting for
final approval along with the 5-year CIPs.
In general, the review of the MOE Report templates is requiring additional clarification from
the local agencies regarding general ledger documentation, and deductions for engineering
and administrative overhead (if taken). Therefore, staff is extending the submittal of the MOE
Certification Statement until we have finalized the MOE Base Years.
At the May TAC meeting, staff will provide a summary of some of the issues and answer any
questions.

2011 Federal Transportation Improvement Program (FTIP) Update —
STAFF RECOMMENDATION:

BACKGROUND INFORMATION:
Since our last meeting of March 21, two additional amendments were submitted to Southern
California Association of Governments (SCAG) for incorporation into the 2011 FTIP.
Administrative Modification No. 7 was submitted to SCAG on April 12 and it included seven
projects. Formal Amendment No. 8 was submitted to SCAG on May 3 and it included 19
projects.
Amendment No's 1-5 and 7 have been approved, leaving only two formal amendment
approvals pending, amendment No. 6 and the recently submitted amendment No. 8.
For a detailed listing of the amendment submittals, please refer to the attached 2011 FTIP
amendment log that includes amendment submittals and approval dates as well as detailed
listing of projects included in the individual amendments.
The following is SCAG's schedule for upcoming formal amendment/administrative
modifications up to September 6, 2011.

For your information, SCAG notified RTC that the 2013 FTIP update will start later in the fall this year.
In order to reduce the number of projects that need to be carried over to the new 2013 FTIP, I ask
that you routinely notify RCTC of project completion and/or deletions so we can incorporate these
changes into upcoming 2011 FTIP amendments, thus, reducing the numbers of projects that need to
be carried over to the new 2013 FTIP.
