CALL TO ORDER Mayor Blum called the meeting to order at 8:14a.m. 2. INTRODUCTIONS City and County staff gave brief self-introductions. Present: Councilmembers-Sternquist, Vizcarra, Yu, Chavez, Blum AGENDA ITEM ?.A-3 Also Present: Los Angeles County Supervisor Michael D. Antonovich, Field Deputy for Los Angeles County Supervisor Antonovich Brian Mejia, Captain of Temple Sheriff's Station Coronne Jacob, Deputy Director for Los Angeles County Probation Department Reaver Bingham, Head of City Services for Los Angeles County Public Works Lance Grindle, County Librarian for Los Angeles County Margaret Donne lla n Todd, Planning Deputy for Los Angeles County Edel Vizcarra , City Manager Cook , City Clerk Kuo, Parks and Recreation Director Burroughs, Community Development Director Forbes, Assistant to the City Manager/ Economic Development Manager Haworth 3. JOINT ACCOMPLISHMENTS A. Rosemead Boulevard construction coordination Mayor Blum shared that the Rosemead Boulevard Safety Enhancement and Beautification Project construction is now complete. B. Coordination of proposed walking and biking trails along the Flood Control Districts at the Eaton and Arcadia washes Mayor Blum stated that City Council recently approved a Parks and Open Space Master Plan . One of the needs expressed by the community was a hiking, biking and walking trail. The City is working on utilizing the Eaton and Arcadia washes for this project. Parks and Recreation Director Burroughs added that the City is in the planning stage of this project with the County and it may take up to 5 years to complete . City Council Agenda December 17 , 2014 Page 2 of 4 4. CURRENT ISSUES I PRIORITY NEEDS A. Update on AB 109 Prisoner Realignment Reaver Bingham , Deputy Chief for the Field Services for the Probation Department, reported that since the inception of Assembly Bill (AB) 109, Los Angeles County received over 26 ,000 individuals who have been realigned from the state to the county. This means that individual has opportunity to terminate supervision if they do one year with supervision without custodial sanction. Field Services Deputy Chief Bingham , Los Angeles County Probation Department, answered City Council questions regarding crime trends and crime rates in and around Temple City. He shared that Temple City is safer than 88 % of cities in the nation. Crime rate in Temple City is less than 92 % of cities in California . The chance of being a victim of a crime in Temple City is 1/93; victim of a violent crime is 1/92; and property crime 1/103. Mayor Blum stated that the City has worked very closely with the Temple City Sheriff's Station and City 's Neighborhood Watch program volunteers to keep Temple City neighborhoods safe . Field Services Deputy Chief Bingham, Los Angeles County Probation Department, offered to have the County's 5 th District Bureau Chief and team attend the City's Neighborhood Watch meetings next year to share information on how to prevent school crimes, address truancies in schools , and tips/strategies to know what is going on in the neighborhood . B . Coordination with the Los Angeles County Flood Control District on liability and maintenance responsibilities for projects related to the National Pollutant Discharge Elimination System (NPDES) Permit Program Mayor Blum talked about the clean water issue and handling of the storm water. He stated that the challenge for cities is the funding that it will take to comply with the regulations of this mandate. C . Needed funding source to support Storm Water Clean-Up efforts Supervisor Antonovich said this is an unfunded mandate . Cities need to continue to raise this issue with their state and federal representatives . The County does not have the ability to respond to the request for resources . Mayor Pro Tern Chavez suggested that the City raise the concern through the Contract Cities Association of California or League of California Cities . City Council Agenda December 17, 2014 Page 3 of 4 5. FUTURE OPPORTUNITIES A. Funding for Parks and Recreation projects Mayor Blum stated that the City just finished a Parks and Open Space Master Plan but funding for the projects will be an issue. He is concerned that the County bond measures for parks will expire within the next couple of years and the funds from the bonds are crucial as it is what has allowed the City to do some of its projects. Supervisor Antonovich stated that these issues need to come from local government so that if the measure is on the ballot for the 2016 election, the people will know what is at stake . Parks are vital and the County will continue to work with the cities to make sure the bond formula reflects the city's needs. B. Coordination on a possible redo of the City's Civic Center including the County's Temple City Library Mayor Blum gave an update on where the City is in regards to this project. The City has completed the Library Facility Needs Assessment Study and is now doing the City's Facility Needs Assessment Study . The School District passed a bond measure focused on the school site improvements. The City will continue to keep the County updated regarding this project. Councilmember Yu added that this is more than just a Civic Center improvement. It is an urban design that will hopefully revitalize the east side of the city. The City is also working on the beautification of Las Tunas Drive. The City has successfully partnered with county to complete Rosemead Boulevard Safety Enhancements and Beautification Project. Supervisor Antonovich asked when the Camellia Square Project at the corner of Rosemead Boulevard and Las Tunas Drive will be completed. City Manager Cook responded that the target completion date is in 2015. Margaret Todd, Los Angeles County Librarian, stated that she will inform the City of legislations that the City may want to support. Governor Brown believes that the library should be supported locally. 6. PUBLIC COMMENTS -None 7.
