A RESOLIITION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD APPROVING THE ENGINEER~S REPORT ON THE
INTENTZON TO ORDER THE LEVYING OF ANNUAL ASSESSMENTS
WZTHIN SAID CITY PURSUANT TO THE ~~LANDSCAPING AND
LIGHTING ACT OF 1972~~~ AS AMENDED~ (COMMENCING WITH
STREETS AND HIGHWAYS CODE~ SECTION 22500 ET SEQ.~):
DESCRIBING THE DISTRICT TO BE BENEFITED AND TO HE
ASSESSED TO PAY THE COSTS AND EXPENSES THEREOF: FIXING
THE TIME AND PLACE FOR HEARING PROTESTS AND OBJECTIONS
TO THE LEVY OF ASSESSMENTS FOR THE FISCAL YEAR 1990-90;
AND FIXING THE TIME AND PLACE OF THE REGULAR MEETING TO
HEAR PROTESTS AND OBJECTIONS TO THE ASSESSMENT OF THE
ANNUAL INSTALLMENT.

City of Lynwood)
WHEREAS, the Director of ~~Public Works of the City of
Lynwood did, on the Sth day of JUne, 1990, file with the City
Clerk, as ordered by Resolution No. 90-47 of the City Council of
the City of Lynwoo8, adopted April 3, 1990, a report relating to
the servfce necessary to maintain and improve all parks and
landscaped areas within public riqht-of-way and City-owned
properties in the City of Lynwood, said written report beinq in
compliance with Chapter i, Section 22500 et seq., of the Streets
and Hiqhways Code of the State of California.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Lynwood that:
' Secti ~on 1. Said report by the Director of Public
works/City Engineer is hereby approved and adopted as filed.
Secti~on 2. That the public interest and safety require
and it is the intention of the City Council of the City of
Lynwood to levy and collect assessments for furnishing the service
necessary to maintain and improve all public landscaped areas
compromising 29.5 acres of parkland, the Civic center Complex,
six g\baseball diamonds, two fire stations, sex water wells, 5
street islands, 0.63 acres of inedian islands and approximately
8,000 parkway trees in the City of Lynwood within the district
describeS in Section 3 hereof and to be known as ~~Landscape
Maintenance District of the City of Lynwood.~~ Reference is hereby
make to Diaqram No. 1978-L and Specifications No. 1978-L on file
in the office of the City Clerk of said City and Plan No. 1978-L
to be on file with the Director of Public Works/City Engineer.
Secti~on 3. That the exterior boundary of the district
to be benefited therefrom and to be assessed to pay the costs and
expenses thereof to be known as said assessment district is
described as follows:
Those properties lyinq within the City limits of the
City of Lynwood. Reference is hereby made to the Engineer~s
' Report on file with the City Clerk. All publicly owned properties
are assessment exempt.
Sectio Tn 4. That the said contemplated improvement shall
be had and taken under the provisions of Division 15, Part 2 of
the streets and Highways Code, cited as the ~~Landscaping and
Liqhtinq Act of 1972, as amended~~.
Section 5. Notice is hereby qiven that June 19, 1990,
at the hour of 7:3o p.m., in the Council Chambers of City Hall,
11330 Bullis Road, Lynwood, California, is the date, hour and
place fixed for the hearinq of protest or objections by the City
Council. Any and all persons having any protest or objections to
said proposed maintenance, the extent of said assessment,
district, or th levy of the proposed assesament may appear before
the City Council at said hearinq and show cause why said
maintenance should not be carried out and the proposed assessment
and diaqram confirmed, all in accordance with said Resolution of
Intent an8 Report. Prior to the conclusion of the hearing, any
intereste8 person may file a written protest with the City Clerk,
or, having previously filed a protest, may file a written
withdrawal of protest. A written protest shall state all grounds
of objections. A protest by a property owner shall contain a
description sufficient to identify the property owned by him.
All interested persons shall be afforded the opportunity to hear
and be heard. The City Council shall consider all oral statements
and written protests or communications made or filed by any
interest person
Section 6. Notice is further qiven that beginning in
June 1990, pursuant to Street and Highways Code, section 22565, on
the date, hour and place of the first regular meeting in June as
specified in any ordinance or resolution or order of the City
Council fixinq the time and place of its regular meeting.
Section 7. The City Clerk is hereby directed to cause
notice of the passaqe of this Resolution to be given at the time
and place in the form and manner provide by law.
Section 8. This resolution shall take effect
immediately upon its adoption.
