Forbes , AICP , Community Development Director~ By: Jennifer Venters, Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF DECEMBER 9, 2014 RECOMMENDATION : The City Council is requested to receive and file the Planning Commission (Commission) actions from their meeting of December 9, 2014. BACKGROUND: On December 9, 2014, the Commission held their regularly scheduled meeting . ANALYSIS: The following is a summary of actions taken at the December 9, 20 14 meeting: 1. ROLL CALL: Present: Commissioner-Cordes, Horton, O'Leary, Vice-Chairman Curran Absent: Commissioner-None Excused: Commissioner-Chairman Leung 2. CONSENT CALENDAR The Commission approved the minutes from of their November 13, 2014. City Council January 6 , 2015 Page 2 of 3 3. PUBLIC HEARING A. A CONDITIONAL USE PERMIT TO ALLOW GAS HOOKUPS AND PLUMBING IN A DETACHED ACCESSORY STRUCTURE The Commission denied a request for a Conditional Use Permit to allow a bathtub/shower and a kitchen sink in a detached accessory structure at 10227 Green Street. The site is 80 feet in width and 234 feet in depth , with an overall lot size of 18,720 square feet. The property consists of a main house, guesthouse , and a detached two-car garage and workshop. The site is zoned R-1 , single family residential, and is designated as low density residential by the General Plan . B. A MODIFICATION TO AN EXISTING CONDITIONAL USE PERMIT TO ALLOW ONSITE CONSUMPTION OF BEER AND WINE AT A FULL SERVICE RESTAURANT IN THE CITY CENTER OF THE DISTRICT DOWNTOWN SPECIFIC PLAN AREA The Commission approved a request for a modification to an existing Conditional Use Permit to allow the onsite consumption of beer and wine at Ur Space Cafe , Inc., a restaurant located at 9619 Las Tunas Drive. Ur Space intends to continue to primarily serve food , whereas the sale of beer and wine is intended to be incidental. The site is zoned City Center (CC) Commercial District as designated by the City's Downtown Specific Plan . C. A REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW THE INSTALLATION OF A FREESTANDING CHANGEABLE COPY SIGN The Commission approved a request for a Conditional Use Permit to allow the installation of a freestanding changeable copy sign at 6019 Baldwin Avenue. The approved electronic changeable copy sign will advertise and convey messages related to activities for First Baptist Church . The site is zoned R-2 and is designated Institutional by the General Plan. D. A REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW A RESTAURANT SERVING BAKED GOODS AND NON-ALCOHOLIC BEVERAGES The Commission approved a request to allow the establishment of a restaura nt within the Temple City Marketplace shopping center at 5755 Rosemead Boulevard. The restau rant , JJ Bakery serves breakfast snacks, pastries, bread, and coffee . The site is zoned C-2 (General Commercial) by the City's General Plan . 4. UNFINISHED BUSINESS-None City Council January 6, 2015 Page 3 of 3 5. NEW BUSINESS-None 6. COMMUNICATIONS-None 7. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR Community Development Director Forbes introduced Planning Manager Reimers to the Planning Commission. Mr. Forbes announced that the next regularly scheduled Planning Commission meeting of December 23, 2014, has been cancelled for the holiday. 8. ADJOURNMENT The Commission meeting was adjourned at 9:03 p.m. CONCLUSION: The City Council is requested to receive and file this report. FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2014-15 City Budget.
