A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD ADOPTING A POLICY WHICH PROHIBITS THE USE
OF EXCESSIVE FORCE BY LAW ENFORCEMENT AGENCIES
AGAINST ANY INDIVIDUALS ENGAGED IN NON-VIOLENT
CIVIL RIGHTS DEMONSTRATIONS
WHEREAS, the United States Housing and Community
Development Act of 1974, as amended, established the Community
Development Block Grant (CDBG) Program to provide decent housing,
a suitable living environment and expanding economic
opportunities, principally for persons of low and moderate
income; and
WHEREAS, the City Council desires to comply with all HUD
regulations that affect the CDBG Program; and
WHEREAS, the City of Lynwood wishes to set forth its
policy regarding the use of excessive force;
NOW, THEREFORE, the City Council of the City of
Lynwood does hereby find, determine, order and resolve as follows:
Section 1. That the City of Lynwood adopts a policy
which prohibits the use of excessive force by law enforcement
agencies within its jurisdiction against any individuals engaged
in non-violent civil rights demonstration.
Section 2. That this policy is effective immediately
upon adoption.
PASSED, APPROVED, AND ADOPTED this 5th day of
June , 1990.
