CALL TO ORDER CITY COUNCIL TEMPLE CITY, CALIFORNIA REGULAR MEETING JANUARY 20, 2015 AGENDA ITEM 7A-3 Mayor Blum called the City Council Regular Meeting to order at 7 :32 p.m . in the Counci l Chambers located at 5938 Kauffman Avenue , Temple City . 2. ROLL CALL PRESENT : ABSENT : ALSO PRESENT: 3. PLEDGE OF ALLEGIANCE Jan e Chavez , Chamber of Commerce Board Chair , led those present in t he Pledge of Allegiance . 5. PRESENTATIONS A . PET OF THE MONTH Diane Rios , volunteer for the San Gabriel Valley Humane Society, introduced the featured pet for the month "Goofy". CHAMBER OF COMMERCE QUARTERLY UPDATE Peter Cho i, President/CEO of Chamber of Commerce, gave a brief update of City Council Minutes January 20 , 2015 Page 2 of 9 Chamber activities and upcoming events . C . JOHN L . HUNTER AND ASSOCIATES -TOTAL MAXIMUM DAILY LOADS (TMDL) AND STORMWATER RUNOFF John L. Hunter gave a brief overview on the Municipal Separate Storm Sewer Systems (MS4s) permit process (MS4 Program contains elements that when implemented should result in a significant reduction i n pollutants discharged i nto receiving waters ) and the scope of work the cities are required to do . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mary Kokayko , Temple City resident, commented about a publ ic comment made during the City Council meeting on January 6 regarding City Council attending trainings and conferences . She also commented about some businesses in Temple City not having enough trash bins . 7. CONSENT CALENDAR Councilmember Vi zcarra made a motion to approve the consent calendar items . APPROVAL OF MINUTES Sternquist , Vizcarra , Yu , Chavez , Blum None None The City Council is requested to review and approve : 1) M i nutes of the Spe ci al City Council Meeting of January 6 , 2015 ; 2) M i nutes of the Regu lar City Counc il Meeting of Jan uary 6 , 2015 ; a nd 3) M i nutes of the Special City Counc i l Meeting of Jan uary 10 , 2015 . A ction : Approved . B. APPROVAL OF AN ARTWORK COMMISSION AGREEMENT FOR A NEW PUBLIC ART MURAL AT TEMPLE CITY LIBRARY Community murals are designed to enhance and hone identity for communities wish ing to celebrate local heritage , build pride and attract visitors . A new mural at the Temple City Library is anticipated to bring many benefits , including providing an artistic and aesthetic d imension to local his tory , and forging relations with volunteer artists in the local arts community . City Council M inutes January 20, 2015 Page 3 of 9 Action : 1) Approved an Artwork Commission Agreement with Arthur Mortimer for a new mural at Temple City Library; 2) Appropriated $29 ,000 from the public art in-l ie u fund for artwork commission and related costs , including mural installation and community involvement activities ; and 3) Authorized the City Manager to develop and execute use agreements w ith the County of Los Angeles Public Library and Temple City Un ified School District for mural installations . C . PETTY CASH AND VISA CARD REPORT The City Council is requested to review , receive and file the Petty Cash Report . Action : Received and filed report . D . ADOPTION OF RESOLUTION NO . 15-5058 APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No . 15-5058 authorizing the payment of bills . Action : Adopted Resolution No . 15-5058 . 8. PUBLIC HEARING A. CITY COUNCIL REVIEW OF THE CONDITIONAL USE PERMIT FOR TH E ESTABLISHMENT OF A WIRELESS TELECOMMUNICATIONS FACILITY AT 9677 LONGDEN AVENUE (A PPLICATION WITHDRAWN ) Mayor Blum announced that the applicant (AT & T Mobility) has w ithdrawn the Conditional Use Permit Application , therefore , the publ ic hearing on this matter is cancelled. Councilmember V izcarra left the meeting at 8 :18 p .m . and returned at 8 :19 p .m . B. COMMUNITY DEVELOPMENT BLOCK GRANT (C DBG) FUNDS FOR FISCAL YEAR (FY) 2015-2016 The C ity is conducti ng a public hearing to solicit input from the c omm u nity to City Counci l Minutes January 20 , 2015 Page 4 of 9 ensure that the proposed CDBG Projects meet community needs and Housing and Urban Development (HUD) guidelines . Community Development Director Forbes gave a brief overview of the CDBG Program . Associate Planner Gulick gave a summary of the City 's CDBG-funded programs and allocations for the FY 2015-2016 . Associate Planner Gulick and C ity Manager Cook answered C ity Council questions. Mayor Blum opened public hearing . Hea rin g no request to speak , Mayor Blum closed public hearing . City Council discussed and commented about the City's CDBG-funded programs and allocations for FY 2015-20 16 . Mayor Pro Tem Chavez made a motion to authorize the City Manager to amend CDBG-funded program allocations up to 50 percent of the approved allocation ; authorize staff to modify the Home Improvement Program Gu idelines to elim inate the interest for the Rehab ilitation Loan Program ; and adopt staff recommended CDBG-funded programs and allocations for FY 2015-2016 . ADOPTION OF URGENCY ORDINANCE NO . 15-998 TO ENACT A MORATORIUM ON WIRE LESS TELECOMMUNICATIONS FAC ILITIES The Temple City Mun ici pal Code needs to be updated to provide adequate regulations for wireless facilities . While new regulations are being contemplated , it is necessary and appropriate to adopt a moratorium on new wireless facilities to ensure that no new or relocated wireless facil ities are approved that may be inconsistent with the new regulations . Community Development Director Forbes gave a brief summary of the staff City Council Minutes January 20 , 2015 Page 5 of 9 report . Mayor Blum opened public comment. Edison Shu , Temple City resident , spoke in favor of the City adopting the Urgency Ordinance to enact a moratorium on wireless telecommunications facilities . Mayor Blum shared that he recei ved emails from Mr. Shu and Mr. Charlton Chen in support of the moratorium . Hearing no further request to speak , Mayor Blum closed public comment. City Council discussed and commented on the moratorium for wireless telecommunications facilities . Councilmember Yu made a motion to introd uce Ord inance No . 15-998 by title only; waive further reading ; and adopt Urgency Ordinance No . 15-998 to enact a moratorium on wireless telecommunicat ions facilities . CONSIDERAT ION OF GE NERAL PLAN VISION STATEMENT AND GUIDING PRINCIPLES The City Council is requested to review the major themes of the Vision Statement and Guiding Princip les and verify that they are a sound foundation for the creation of goals and policies and are comprehens ive and representative of the community 's sentiment. Community Development Dire ctor Forbes gave a brief overview of the General Plan versus the Strategic Plan . Planning Manager Reimer gave a brief summary of the staff report . Mayor Blum opened public comment. William Man , Chairman of th e General Plan Advisory Group , commented about the General Plan and announced the upcoming General Plan comm un ity meeting in February . Mayor Pro Tem Chavez made a motion to receive and file the General Plan Vision Statement and Guiding Pr inciples approved by the Genera l Plan Advisory Committee . REVIEW OF THE STRATEGIC PLAN 'S IMPLEMENTATION PLAN MATRIX It is recommended that the City Council review the City of Temple City Strategic Plan 's Implementation Plan Matrix whir.h identifies major tasks that wi ll achieve a goal of the specified Strategic Plan orogram or initiative . Mayor Blum spoke briefly on the process City Council took to prioritize the implementation plan matrix for the City 's Strategic Plan and the programs under each priority . Mayor Pro Tem Chavez commented about the process it took to put together the City's Strategic Plan Implementat ion Plan Matrix . Mayor Blum opened public comment. Hearing no request to speak , Mayor Blum closed public comment. City Council commented on the importance of the Strateg ic Plan and a long with the General Plan , both will serve as a road map for the City 's future . Mayor ProTem Chavez made a motion to adopt Temple City Strateg ic Plan 's Implementation Plan Matrix at the February 3, 2015 , Regular City Council Meeting . COUNCILMEMBER STERNQUIST Councilmember Sternquist invited the public to attend the Lunar New Year Street Festival Saturday , January 24 and Sunday, January 25 , 2015 . B. COUNCILMEMBER VIZCARRA Councilmember Vizcarra invited the public to vis it the City 's "Meet the City Council " booth during the Lunar New Year Street Festival. C . COUNCILMEMBER Y U Councilmember Yu also reminded the public about the upcoming Lunar New Year Street Festival. D . MAYOR PROTEM CHAVEZ Mayor ProTem Chavez commented that he is looking forward to meeting everyone at the Lunar New Year Street Festival th is weekend . E . MAYOR BLUM Mayor Blum opened City Council discussion for the recruitment of Planning Commission and Public Art Commiss ion . Mayor Blum directed staff to open recruitment for both commission vacancy and appointed Mayor Pro Tem Chavez and Councilmember Sternquist to the Commission Application Review Ad Hoc Committee .
