CALL TO ORDER Mayor Sternquist called the Special Meeting to order at 7:05a.m. 2. ROLL CALL AGENDA ITEM ?.A-1. PRESENT : Councilmember-Sternquist, Vizcarra (Arrived 7:39 am ), Chavez , Blum ABSENT: ALSO PRESENT: Councilmember-Yu City Manager Cook , Deputy City Clerk Bonus , Community Development Director Forbes , Publ ic Safety Supervisor Ariizumi , and Senior Community Preservation Officer Tran Capta in Jacob , Sergeant Miranda , Deputy Adams , Deputy Lam , and Deputy Zu n iga 3. PUBLIC COMMENTS -None 4 . UNFINISHED BUSINESS -None 5 . NEW BUSINESS -No ne 6 . COMMUNICATIONS A. QUALITY OF LIFE Sergeant Miranda provided a brief overv iew of the qual ity of life . B. OPERATION S Sergeant M iranda provided a brief overview regarding the operations conducted in the City. Deputy Adams pro vid ed an update regarding an ar rest made in the City . C. TRAFFIC IS SUES Mayor Blum asked if the signage added at school des ignated areas helped a ll eviate pedestrians crossing in areas not designated as crosswalks durin g school hours . Councilmember Sternqu ist requested information regarding staffing prov ided by the schoo ls to direct students and traffic during drop off and pick up times . She requested for staff to share traffic model with Temple City Unified Schoo l Distr ict to show how to help alleviate the traffic. Mayor Blum requested to share the traffic model during the next City and Temple City Unified School Distr ict Standing Committee meeting . City Manager Cook shared that Transtech staff surveyed the speeding in Muscatel and showed that the traffic has stab ilized . There were no abnormal speeds during the peak hours . He further stated that staff will continue to monitor Muscate l. Mayor Blum thanked staff for the work that has be&n done. D . CRIME AND TRAFFIC TRENDS Sergeant Miranda prov ided an update regarding crime and traffic trends in the C ity . E . PUBLIC O UTREACH I EVENTS Sergeant Miranda provided a brief overview of the public outreach and events conducted in the City . Councilmember Chavez left at 7:39a.m. F. NOTABLE ARRESTS Sergeant Miranda provided a brief overview of the notable arrest made . Deputy Adams provided an update regarding arrests made in the City with the help of residents . Councilmember Chavez returned at 7:41 a.m. Councilmember Sternquist questioned the meaning of "crew'' and if the mean ing still means a smaller group from a larger entity "gang". G. CR IME AND TRAFFIC SAT ISTICS City Manager Cook , provided an overview of the cr ime and traffic trends in the City . Captain Jacob discussed the requirements for radar training and the goa ls of training Temple Station Sheriffs . City Manager Cook directed staff will follow up on the contract for the motorcycle sheriff. H. UPCOMING EVENTS FOR FEBRUARY 2015 Sergeant Miranda provided a brief overview of upcoming events . Councilmember Vizcarra left the meeting at 7:54a.m. and returned at 7:57 a.m. Councilmember Sternqu ist requested information regard ing the trans ients in the City and the shoppin g carts left unattended . Sergeant Miranda stated that there will be an operation conducted regarding transients in the City. 7.
