Mayor Blum ca lled the City Council Special Meeting to order at 7 :00 p.m . in the
Council Chambers located at 5938 Kauffman Avenue , Temple City.

3. PLEDGE OF ALLEGIANCE
Nicho la s Stratis , Transportation and Public Safety Commissioner, led those
present in a Pledge of Allegiance .
4 . PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Robert Sparnicht, commented about traffi c safety near his home and the need for
the City to have a plan to re-route traffic in case of a local emergency .
5. NEW BUSINESS
A. REVIEW OF LAS TUNAS DRIVE SAFETY ENHANCEMENT AND
BEAUTIFICATION PROJECT
In 2012 , the City Council approved an application for grant fun d ing to the
Metro Call for Projects for the Las Tunas Drive Safety Enhancement and
Beautification Project. The project proposed i n the application was developed
following two community meetings and City Council discussion . Metro
awarded approximately $6 .9 million for the project, which would include a
reduction in trave l lanes on Las Tunas Drive and the insta llation of bike lanes ,
angled parking , and pedestrian e nhancements.
The project subm itted for the grant application was one of three options
cons idered by the City Council. In 2014 , a Traffic Impact Analysis (TIA) was

prepared to analyze the potential traffic impacts result i ng from all three
options . The TIA was reviewed and discussed by the Las Tunas Downtown
Revitalization Standing Committee in December 2014 and January 2015 .
The Standing Committee recommended that the TIA be presented to the full
City Council for its consideration .
City Manager Cook shared the order in wh ich the presentations will be g iven
and i ntroduced the staff and consultants involved in the project (i .e ., Al i Cayir ,
Transtechffraffic Eng ineer; Greg Tung , Freedman , Tung & Saski/ goals and
ideas behind concept ; and Jason Melchor , Kimley-Horn and Associateffraffic
Impact Analysis).
Community Development Director Forbes gave an int roduction and overview
of the project.
Greg Tung , Freedman , Tung & Sasaki , gave a brief overv iew of the three
proposed design optio ns (i.e ., Option 1: four l::~nes of traffic , angled and
parallel parking in the Downtown Core , Option 2 : four lanes of traffic , parallel
parking in the Downtown Core ; and Option 3: three lanes of traffic , angled
parking in the Downtown Core) that were presented to the community and
City Council in 2012 .
Jason Melchor , Kimley -Horne and Associates , provided a brief overview of
t he traffic impact analy sis on current Downtown corr idors and fo r e ac h of the
proposed design options .
City Council meeting recessed at 8:08p.m . and reconvened at 8 :18p.m .
Ali Cayir, Transtech , provided a brief overview of the project's t ime line ,
estimated cost , design duration , construction duration and annual
maintenance cost for each of the concept design options (i.e . reduced
improvements option , implement b ik e lanes on ly option , and no
improvements option ).
Counc ilmember Yu (i .e ., Las Tunas Down town Standing Comm ittee member)
presented a visual survey of small Downtowns in Californ ia .
Ann By ik, Temple City resident , shared her observation of the aesthetics of
the store fronts along Las Tunas Drive and Temple City Boulevard .
Jerry Jambazian , Temple City bus iness owner, asked if the business owners
along Las Tunas D rive were invited to attend the meeting and commented on
the ba c k i n diago na l parking and reducing traffic lane to one lane .

Nanette Fish , Temple City resident , asked if the back-in diagonal parking was
considered in order to allow bike lanes on Las Tunas Drive .
Evelyn Koski , Temple City resident , expressed concerns regarding increased
traffic for surrounding side streets if travel lanes on Las Tunas Drive are
reduced .
Jim Clift , Temple City resident , spoke in favor of design option #2 but is not in
favor of diagonal back-in parking. He also expressed concerns regarding
bike lanes on Las Tunas Drive .
Doug Blatt , Temple City resident , spoke regarding diverting traffic on Las
Tunas Drive . He also commented regarding the need for a variety of
businesses along Las Tunas Drive .
William . Man , Temple City resident , shared information regarding the
downtowns of Pasadena and Alhambra . He also shared case studies of other
downtowns .
City Council discussed and commented regarding the proposed design
options for Las Tunas Drive Downtown project.
Councilmember Vizcarra spoke in favor of design option #3 but eliminating
the diagonal back-in parking .
Councilmember Sternquist spoke in favor of doing something to improve the
City's downtown such as improving the streetscape but eliminating diagonal
back-in parking . She would like to see another option in addition to the three
options that were presented .
Councilmember Yu spoke in favor of design option #2 with parallel parking .
He stated that it is imperative for the City to update the downtown as it can
have a effect on the economic development of the City .
Mayor ProTem Chavez spoke in favor of design option #2 with four lanes of
traffic and parallel parking with or without bike lanes .
Mayor Blum spoke in favor of design option #2 and #3 with or without bike
lanes and eliminating the diagonal back-in parking . He also commented that
he would like to see another option which merges the features in design
option #2 and #3 .
City Council directed staff to move forward with the project using design
option #2 while looking into derivative designs for the selected option .
