Mayor Blum called the City Council Special Meeting to order at 7 :14 p .m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember-Sternquist, Vi zcarra, Yu , Chavez, Blum Councilmember-None City Manager Cook , City Clerk Kuo, Adm in istrative Services Director Hause , Parks and Recreation D irector Burroughs , Assistant to the City Manager/Economic Development Manager Haworth , and Community Development Director Forbes 3. PUBLIC COMMENTS-None 4. DISCUSSION ITEM A. MID-YEAR BUDGET REVIEW AND 5 YEAR FORECAST The Fiscal Year (FY) 2014-15 Mid-Year Budget review process provides the City Council w ith an opportunity to review and adjust original reven ue projections and budgeted appropriations based on six months of actual activity . Adjustments are a result of changes in revenue projections based on actual revenue received from Ju ly 1, 2014 through December 31 , 2014, as well as unanticipated expenditures due to information that was not previously avai lable . Administrative Services Director Hause presented an overview of her report for the Mid -Year Budget Review and 5 year Forecast. City Council discussed various budget appropriations . Staff answered City Council questions. C ity Manager Cook provided a brief introduction of the 5 Year Forecast Model , a Fiscal Health Diagnostic Tool. City Council Minutes February 10 , 2015 Page 2 of 3 Administrative Services Director Hause gave a demonstration of the Fiscal Health Diagnostic Tool and answered City Council questions . Mayor Blum shared that Patrick Horton , Temple City resident, had to leave the meeting but had submitted a public speaker card i:1 favor of the City increasing the bus passes and token subsidy . Mayor Pro Tern Chavez made a motion to authorize staff to revise various revenue estimates and revise various budgeted appropriations . Seco nded by Councilmember Sternqu ist and unanimously approved by the following votes : AYES : Councilmember: ABSTAINED : Councilmember: NOES : Councilmember: Sternquist, Vizcarra , Yu , Chavez , B l um None None City Council pulled staffs recommendation on bus passes and token subsidy for further discuss ion . Parks and Recreation D irector Burroughs gave a brief explanation regarding staffs recommendation for bus passes and tokens . Mayor Blum opened public comment. Patrick Horton , Temple City resident, returned to the meeting and spoke regarding the advantages of using public transit. Mayor Pro Tern Chavez made a motion to revise staffs recommendation for bus passes and tokens subsidy for Temple City residents as follows : Regular MTA fare from $75 to $70 ; Regular -EZ fare from $85 to $80 ; Senior/Disabled -MTA fare from $15 to $12 ; Senior/Disabled -EZ fare from $3 7 to $34 ; Student (K-12 ) fare remains at $18 ; College Student fare remains at $30 ; token cos t from $14 to $13 .
