Sica at 7:30 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey on Thursday, November 6,1997. November 6, 1997 Upon individual roll call, the following were noted present: Roll Call Mayor Peter.T. Sica Councilmember Deborah Bialowarczuk " John P. DuPont " James Failace " Jack Fazekas " Stanley Gutowski Noted absent was Councilmember William Feingold. Also noted present was Borough Attorney Craig Coughlin. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Peter J. Sica. PRAYER, PLEDGE OF AlLŒIANŒ The Clerk stated that on October 31, 1997, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to the Home News and Tribune, The Star Ledger and posted on the Bulletin Board. STATIMEN!' OF MEETING NOnCE Barry Auker, Jim Connolly and GalY Guiliano were present ITom the Police Department. Mr. Auker spoke saying they just wanted to make a brief presentation to Chief Sica on behalf of the Bike Squad. He said that all the guys chipped in and bought the Chief two (2) bike uniforms, a summer and a winter one and wanted to say thanks for making this first year such a success. They said if it wasn't for the Chiefs cooperation and help they couldn't of ended up where they did. The Chief then came up and accepted his uniforms and he was applauded. Presentation Re: Otief Sica Chief Sica then told Bany Auker he wanted to say something and he S11id that he and the other guys do a hell of a job and they are always out there. He also told him he gets many compliments on them. Barry Auker said they really love and enjoy it and that the compliments made them feel good and thanked him again. 1 NOVEMBER 6, 1997 BIDS Fire Truck Re-Roofing funicipal Fire & Police Facilities This was the night advertised to receive bids for a Fire Truck and the Mayor called for all bids. The Clerk stated that Ordinance #97-36 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on October 16, 1997. It was duly published in The Home News and Tribune on October 21, 1997 with notice that it will be considered for final passage after Public Hearing to be held on October 16, 1997 at approximately. 7:30 P.M The Ordinance was posted on the bulletin bord and copies were made available to the general public and according to law, she read the Ordinance by title. ORDINANCE ¥J7-36 Amending Code, Otapter 160, Land Developnent - Re: Billboards Upon MMS&C, by Councilmembers Gutowski and Failace and unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be open. Public Hearing Anna Mae Kolibas asked the Mayor to explain the ordinance because she don't understand it. She asked what they want revised. 3 -~ -<-,-.,.-"- - OOVEMBER 6, 1997 Mayor Sica said if you want to put up a billboard, especially along the Turnpike or your own property, there is certain restrictions and obligations that you have to do. People cannot put up a billboard wherever they want. .Tohn Sudia said based on his experience with billboards, this has been a long time coming and is a very good amendment. nf'ßring Closed There being no further comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmcmbers Failace and DuPont and unanimous affirmative vote of the five (5) Councilmembers present. Motion To Table Councilmember Gutowski said his motion was to Table it because our Engineer, Mr Watkinson has incorporated this ordinance into his revised zoning. Attorney Coughlin yes it will be a more comprehensive Zoning Ordinance which will include both amendments that were submitted subsequent to the introduction of the ordinance and this ordinance. The Clerk said they would have it for our next Agenda, next Thursday. The Clerk stated she was in receipt of a communication for Newark Municipal Council - Requesting resolution asking the Governor and State Legislature to provide funds for charity care and hospital relief The Clerk stated she was in receipt of a communication for Elizabethtown Gas Co. - Various Public Hearings in November, Re: Rate Change. BUILDINGS & GROUNDS: Committee Chairperson Bialowarczuk reported progress. FIN.ANCE & ADMINISTRATION Committee Chairperson Failace said he spoke with our Auditor Gary on the phone the other day and he is going to sit down with Patrick and look at the 1998 Budget and see what we can do with that. He reported progress FIRE: Committee Chairperson Fazekas said they had postponed the Open House in October because one of our Firefighters became ill. He had a meeting with the Fire Committee on both sides, Paid and Volunteer and we are going to have the Poster Contest and an Open House. The date will be posted. It will not be as big as usual. He commented with that we are trucking right along. PARKS & RECREATION: Committee Chairperson Gutowski said he wanted to thank the Recreation Commission for a wonderful Halloween Parade, especially Beverly Hedesh for her hard work. He reported progress. POLICE: Committee Chairperson DuPont spoke about the great Bike Patrol and that we are very proud of them. He reported progress. PUBLIC WORKS: Committee Chairperson Failace said he spoke to Mr. Biel down at the Sewer Department. The Mayor and him discussed doing something with that building. We also requested a trailer for there and the Mayor said he has one. '.-~ .- MUNICIPAL GARAGE SERVICES: In the absence of Committee Chairperson Feingold, Councilmember Gutowski sent their best wishes and a speedy recovery to Mr. Kazio who is about to undergo a Hip Replacement. He reported progress. The Mayor read the following Proclamation: PROCLAMATION NATIONAL BmLE WEEK NOVEMBER 23 TO 30, 1997 WHEREAS, the Bible is the founQation document of the .Tudeo- Christian principles upon which our nation was conceived; and WHEREAS, the Bible has been a constant source of moral and spiritual guidance for Americans throughout our history; and WHEREAS, the Bible has profoundly influenced our nations art, literature, music, laws and sense of charity; and WHEREAS, the Bible continues to provide inspiration, hope and comfort for millions of Americans today; and WHEREAS, for fifty-seven years women and men of all faiths have banded together with the LaYIIJæn's National Bible Association to sponsor National Bible Week as a time to remind their fellow Americans ofthe Bible's unique place in American life; and WHEREAS, this annual emphasis has help to strengthen spiritual understanding throughout our nation by encouraging personal reading and study of the Bible; THEREFORE, I, Peter J. Sica, Mayor of the City of the Borough of Carteret, do hereby proclaim NOVEMBER 23 to 30, 1997, as BmLE WEEK in the Borough of Carteret. I urge all of may fellow citizens to participate in the observance of BIBLE WEEK by reading the Bible and discovering for themselves its values for personal and community life. Mayor Sica asked Attorney CougWin, and he commented that this may be the wrong time but he wants to get on this project as fast as he can., that throughout the State of New Jersey there are various communities that have been told that they must conform to the Mt. LaurelObligation Continued next page..... 11 ../'" Throughout the whole state there are numerous communities that are dragging their feet and not doing it and that puts a burden on communities, like the city of Carteret. For instance, if every town in the State of New .Tersey that has an Affordable Housing Obligation, for to comply, then there would be a lot more RCA monies out there and we could then fight for those towns to get that RCA money and get a couple of nù1lion dollars more and do the (inaudible) or turn around and give more citizens in the city of Carteret funds to fix their houses and some ofthese towns have taken it upon theirselves even though they know it is frivolous, etc., they continually fight their obligation He asked if the city of Carteret, as one @fthe towns that is a prescribed town to receive RCA money, would have standards in a law suit and if in fact they would, then he is going to ask the Housing and Urban Development people in Trenton for a list of all those communities that have an obligation and are shrugging their obligation. Then we should file suit against them to get fifty percent of their obligation in the form of $20,000.00 and we could give it out to the citizens of Carteret. He spoke shortly on this. He asked Attorney Coughlin to look into that for him. Attorney Couglùin said he would be happy to. He then said his initial concern is that the communities don't have the obligation to sell off their responsibility. They could say they can do it themselves. He commented if they don't have the obligation to sell them off how then could somebody, being a beneficiary of that action, bring action. Mayor Sica said he had done some preliminary reports and it showed as a receiving community we have standing. Upon MMS&C, by Counci]members Failace and Gutowski and unanimous affirmative vote of the five (5) Councilmembers present the meeting was declared open for public discussion.
