Mayor Blum called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

5. CEREMONIAL MATTERS-PRESENTATIONS
A. ADOPTION OF RESOLUTION NO. 15-5063 CONFIRMING APPOINTMENT
TO THE PLANNING COMMISSION
The City Council was requested to adopt Resolution No. 15-5063 confirming
appointment of Serge Haddad to the Planning Commission.
Councilmember Vizcarra moved to adopt Resolution No. 15-5063 seconded
by Councilmember Sternquist and unanimously carried by the following roll
call vote:

City Clerk Kuo administered the Oath of Office to Planning Commissioner
Serge Haddad.
Mayor Blum presented Commissioner Haddad with a certificate of
appointment.
B. Proclamation-Arbor Day
Mayor Blum presented Rob Cruse, City's Arborist, a proclamation proclaiming
March 9-March 13, 2015 Arbor Days in the City of Temple City.
Rob Cruse, City Arborist, invited everyone to the Arbor Day celebration on
Wednesday, March 11, in the Temple City Park.
C. Proclamation-Red Cross Month
Mayor Blum presented Lucy Liu, Red Cross Area Leader, a proclamation
proclaiming March as the Red Cross Month.
D. Presentation from Relay for Life of Temple City
Mary Sneed, Kim Wunner and Jolynn MacDonald presented City Council a
plaque to thank the City for its support of the 2014 Relay for Life.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Catherine Overlease, spoke regarding the importance of having law enforcement
presence in the City.
Jerry Jambazian, Temple City business owner, thanked City Council for the work
they have done. He expressed his appreciation for Mayor Blum and
Councilmember Vizcarra.

City Manager Cook pulled Consent Calendar Item ?C.
Mayor Pro Tern Chavez made a motion to approve the rema1nmg consent

B. CONSIDERATION OF A REQUEST FROM THE AMERICAN CANCER
SOCIETY FOR TEMPLE CITY TO CO-SPONSOR THE RELAY FOR LIFE
OF TEMPLE CITY AT TEMPLE CITY HIGH SCHOOL ON JULY 11-12, 2015
AND PROCLAIM JUNE 6 PAINT THE TOWN PURPLE DAY
The American Cancer Society is a nationwide, community-based, voluntary
health organization dedicated to eliminating cancer as a major health problem
through research, education, advocacy, and service. They are once again
requesting the City to co-sponsor the Relay for Life of Temple City.
Action:
1) Approved the request from the American Cancer Society to co-sponsor
Relay for Life of Temple City at Temple City High School on July 11-12,
2015;
2) Proclaimed June 6, 2015, Paint the Town Purple Day; and
3) Waived all fees and deposits for the use of the Temple City Park Gazebo
(i.e., Pavilion), Community Room, and installment of a street banner on
Las Tunas Drive.
D. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R
AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL
YEAR 2013-14
Los Angeles County Metropolitan Transportation Authority's independent
audit firm (Vasquez and Company) conducted an annual audits of Temple
City's Proposition A, Proposition C, Measure R and Transportation
Development Act Article 3.

E. ADOPTION OF RESOLUTION NO. 15-5062 REVISING THE SALARY
SCHEDULE FOR FULL TIME EMPLOYEES
Since the duties of an incumbent in the full time Office Assistant position have
materially changed, the Personnel Officer completed a study of the duties and
responsibilities and has determined a reclassification is appropriate.
Action:
F. SINGLE AUDIT REPORT
Adopted Resolution No. 15-5062 revising the
Salary Schedule for Full Time Employees.
Filing of the Single Audit Report by March 31, 2015, will satisfy the financial
reporting requirements of the Federal reporting agencies.
Action: Accepted the Audit Standing Committee's
recommendation and receive and file the Single
Audit Report for the year ended June 30, 2014.
G. APPROVAL OF A VENDOR AGREEMENT FOR SERVICE WITH REDSTAR
PILOTS ASSOCIATION FOR A FL YOVER IN CONNECTION WITH THE 2015
CAMELLIA FESTIVAL PARADE ON FEBRUARY ?1, 2015
In order for the flyover by the Tiger Squadron to be a part of the Camellia
Festival Parade, staff is recommending the City mitigate its liability in the
event of a loss. As a result, the purchase of Aircraft Liability insurance for
this event
Action:
1.) Approved Vendor Agreement For Service (Vendor Agreement) with
Redstar Pilots Association for a flyover in connection with the 2015
Camellia Festival Parade;
2) Authorized the City Manager to sign the Agreement;
3) Appropriated $1,323.00 for Aircraft Liability Insurance in the amount of
$1 0,000,000; and

4) Accepted reimbursement from Temple City Camellia Festival (TCCF) in the
amount of $1 ,323.00 for the premium for Aircraft Liability Insurance in the
amount of $10,000,000.
H. VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card Report.
Action: Received and filed report.
I. ADOPTION OF RESOLUTION NO. 15-5064 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 15-5064
authorizing the payment of bills
Action: Adopted Resolution No. 15-5064.
Councilmember Sternquist recused herself from the discussion and voting of
Consent Calendar Item 7C due to conflict of interest owning a property within 500
feet of 5935 Temple City Boulevard.
C. APPROVAL OF CONSULTANT SERVICES AGREEMENT WITH RINCON
CONSULTANTS, INC. TO PREPARE ENVIRONMENTAL DOCUMENTS
FOR THE PROJECT PROPOSED AT 5935 TEMPLE CITY BOULEVARD
The City received an application for a mixed-use project at 5935 Temple City
Boulevard. Staff determined that it would be necessary to hire a consultant to
perform the environmental review and prepare the related documents as
required by California Environmental Quality Act. The project applicant is
responsible for reimbursing the City for the complete cost of the contract with
Rincon.
Mayor Pro Tem Chavez made a motion to ::~pprove the Agreement for
Consultant Services with Rincon Consultants, Inc. to provide the
environmental review pursuant to the California Environmental Quality Act for
a proposed project at 5935 Temple City Boulevard, with the contract amount
not to exceed $44,239; and authorized the City Manager to execute the
Agreement for Consultant Services with Rincon. Seconded by
Councilmember Yu and approved by the following votes:

8. PUBLIC HEARING
A. ADOPTION OF URGENCY ORDINANCE NO. 15-1000 TO EXTEND A
MORATORIUM ON WIRELESS TELECOMMUNICATION FACILITIES
Adoption of Urgency Ordinance No. 15-1000 will extend the moratorium on
wireless telecommunication facilities for an additional 10 months and 15 days.
An additional extension can be granted for another year.
Planning Manager Reimer gave a brief summary of the staff report.
Mayor Blum opened public hearing.
Hearing no request to speak, Mayor Blum closed public hearing.
Mayor ProTem Chavez made a motion to introduce Ordinance No. 15-1000
by title only; waive further reading of Ordinance No. 15-1 000; and adopt
Urgency Ordinance No. 15-1000. Seconded by Councilmember Yu and
approved by the following votes:

City Manager Cook invited the public to the upcoming Camellia Festival this
weekend on February 21 and 22, 2015. He thanked Councilmember Vizcarra and
Mayor Blum for their involvement in the City Manager recruitment.

A. COUNCILMEMBER STERNQUIST
Councilmember Stemquist shared that the San Gabriel Valley Mosquito and
Vector Control District "District" is working on annexing City of Baldwin Park,
currently not a member, to the District. City of Baldwin Park is not a paying
member of the District but benefits when the District sprays surrounding
District member cities.
B. COUNCILMEMBER VIZCARRA
Councilmember Vizcarra expressed his appreciation to his fellow
Council members and for the opportunity to serve the City.
C. COUNCILMEMBER YU
Councilmember Yu expressed his appreciation for the services
Councilmember Vizcarra and Mayor Blum provided to the City.
D. MAYOR PROTEM CHAVEZ
Mayor Pro Tern Chavez invited the public to the Camellia Festival this
weekend on February 21 -22, 2015.

Mayor Blum reminded everyone that March 3 is the City's General Municipal

Chamber on March 3.
Mayor Blum also invited the public to the Camellia Festival on Saturday,
February 21.

At 8:12p.m., the City Council recessed to the Successor Agency Meeting. Minutes
of the Successor Agency Meeting are set forth in full in the Successor Agency's
records.
RECONVENE AS CITY COUNCIL
The City Council meeting was reconvened at 8:13 p.m. with all Councilmembers
present.
17. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY

Mayor Blum announced the actions taken by the Successor Agency.
18. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Mary Kokayko, Temple City resident, thanked Councilmember Vizcarra and
Mayor Blum for the services they have provided to the City. She expressed her
appreciation for the current City Council and for the work that they have done
for the City.
Jim Clift, Temple City resident/ Transportation and Public Safety
Commissioner, thanked City Council for the work they have provided to the
City.
Serge Haddad, Temple City resident/ Planning Commissioner, thanked City
Council for the work they have done and thanked Mayor Blum for being his
mentor.
Helen Marston, Temple City resident, expressed her appreciation for
Councilmember Vizcarra and Mayor Blum. She also commented regarding
safety in the City.
