A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Peter J. Sica at 7:30 P.M.,
Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret,
New Jersey on Thursday, December 4,1997

A copy of each Resolution was placed upon the table for review prior
to the meeting in accordance with the Rules of Council and upon
MMS&C by Councilmembers Gutowski and Failace and unanimous

was opened for public input on all resolutions.
George Malek asked the Mayor about Resolution #97-365. Then he
spoke on how graffiti is being put all over.

Mayor Sica told George that the only problem is that they can't catch
them. He explained that they enforce the ordinance and then it is up
to a judge to oppose it.
Lou Mangieri asked about #97-366, on the transfer of Surplus Funds,
why should there be so much for telephones.

Councilmember Failace said it was a little more expensive than they
expected it to be.

Councilmember Feingold mentioned before they went on to Payment
of Bills, that there was something in there about Holiday Lights from
Pat Holden for immediate response to provide lights by the 30th of
December. It is a lease type situation for about $151.00 a year for
three (3) years. He commented that the residents might want to see
some Holiday Lights this year. He said the money would be coming
from UEZ money. He asked if they would amend the Agenda to put
this on as a Resolution

At approximately 7:38 p.m, Borough Attorney Coughlin was noted
present.
The Clerk stated that she was in receipt of a communication from
PSE&G for a Notice of Motion for Approval to Increase of
Levelized Gas Adjustment Change an Changes in the Tarifffor Gas
Service.It was ordered to be received and placed on file.
The Clerk stated was in receipt of a communication from
Elizabethtown Gas for Various Public Hearings, Re: Rates. It was
ordered to be received and placed on file.
The Clerk stated that she was in receipt of the following reports:

Clerk's Office - November 1997
Upon MMS&C, by Councilmembers Gutowski and Failace and
unanimous affirmative votes of the five (5) membership present, all
reports were ordered to be received-and placed on file.
BUILDINGS & GROUNDS: Committee Chairperson Bialowarczuk
reported progress.
FINANCE & ADMINISTRATION: Committee Chairperson Failace
said he spoke with Patrick today and the budget is in pretty good
shape. We will end up with a little higher surplus than we had last
year. He said there were some departments that have over spent. He
said he asked Patrick to ask those departments to sit down with him
next week and go over line by line what line items were overspent and
why. He also commented that Patrick said our tax collection rate will
be at an all time high
FIRE: In the absence of Committee Chairperson Fazekas,
Councilmember Bialowarczuk reported progress.
PARKS & RECREATION Committee Chairperson Gutowski said
the Christmas Tree Lighting Ceremony will take place 7:00 p.m. in
Carteret Park and also the House Decorating Contest applications for
enrollment are available in Borough Hall, downstairs outside the
Recreation Office. The deadline for applying is December 12th and the
judging will take place December 15th and 16th between the hours of
8:00 and 10:00 p.m. If anyone needs any information contact our
Chairperson Beverly Hedesh Her office number is 541-3841.

POLICE: Committee Chairperson DuPont commented that we had
a Bike Patrol all summer and it was pretty successful so they are
taking it a step further. The Chief came to him and asked if we could
have a Bike Patrol Christmas week for all the shopping areas in town.
He supports it. They will have one Saturday, December 20th to the
26th. He reported progress.

Mayor Sica said that was with the Pump Station, he questioned if we
had that all straightened with Shalom.

Attorney Coughlin said he hadn't received back an executed
agreement yet but he has sent off to them and.......
Mayor Sica commented that they agreed to it.
Attorney Coughlin said they did. He said it is merely a formality of
having the agreement signed
Mayor Sica said we are now proceeding to getting the plans out next
week and going to bid.
The same lady asked if they could clean up when you first come off
the Turnpike by the car dealers and put up Christm"as Decorations.

Mayor Sica said the problem is within a week or so the car dealers is
coming down. He commented he would try to do something there.
Joan Martin then spoke. She said she was representing the Carteret
Middle School. She asked if he would like to donate the services to
put in a sign for the school..
