BACKGROUND:
1. On March 11, 2013, the City was notified that $611,565 of CDBG unallocated funds
must be expended by March 30, 2013 due to LACDC's drawdown requirement.
2. On March 12, 2013, the City, Willdan Group and LACDC staff met to discuss the
status of the City's FY 2013-14 CDBG Programs, FY 2014-15 CDBG Programs and
two out of cycle projects (i.e., Downtown Parking Lots Accessibility Improvements
and the Temple City Boulevard Curb Cut Improvements), which would assist in
reducing the City's unallocated CDBG funds. The LACDC requested that the City
provide additional information relating to the specific work and estimated costs.
3. On May 15, 2013, City staff received notification from the LACDC that the two out of
cycle projects (i.e., Downtown Parking Lots Accessibility Improvements and the
Temple City Boulevard Curb Cut Improvements) were initially approved, and the City
could proceed with publishing the required 30-day notice to establish the two new
out of cycle projects and conduct the required public hearing.
4. On June 18, 2013, the City Council conducted a public hearing and approved the
establishment of two new out of cycle projects utilizing CDBG funds to bring existing
downtown parking lots and a portion of Temple City Boulevard into compliance with
ADA accessibility standards. These projects included the Downtown Parking Lots
Accessibility Improvements (with a budget of $115,000) and the Temple City
Boulevard Curb Cut Improvements (with a budget of $105,000).
5. In July 2013, the LACDC approved and executed the CDBG funding agreements
with the City for the above projects. LACDC also granted the City's request to
combine bid packages for the projects into one bid package and award the contract
to one single contractor.
6. On January 30 and February 6, 2014, the City published the project bid notice (Bid
Notice) in the Temple City Tribune, with a bid deadline of March 4, 2014.
Additionally, the City posted the project bid notice on City's website and Transtech
requested publishing of the project bid notice through various contractor trade
publications.
7. On March 4, 2014, the City Clerk conducted the bid opening for the combined
projects. Three bids were submitted (i.e., Unique Performance Construction, Inc.,
FS Construction, and El Camino Construction & Engineering) and the lowest bid
received was in the amount of $200,000.
8. On April 11, 2014, City staff submitted various amendments to CDBG Programs for
FY 2013-14 at the request of LACDC staff due to additional unallocated funds that
needed to be designated. The amendments included increasing the City Parking
Lots Accessibility Improvements Project from $113,760 to $151,610, and increasing

The following will be the new total contract amount for FS Construction:
Subtotal 1 for the Downtown Parking Lots Project: $ 65,000.00
Temple City Blvd. Curb Cuts Project original budget: $ 135,000.00
Temple City Blvd. Curb Cuts Project budget increase: $ 19,727.60
Subtotal 2 for Temple City Blvd. Curb Cuts Project: $ 154,727.60
Total FS Contract for both projects combined: $ 219,727.60
The addition of new ramps will increase the City's CDBG fund expenditure to
$274.254.50, which is recommended by LACDC staff, and will help reduce the City's
unused CDBG balance.
CONCLUSION:
The City has the ability to expend an additional $48,436.50 of CDBG funds this fiscal
year. Staff recommends expanding the Temple City Boulevard Curb Cut Improvement
Project as there are additional intersections that require improvements, and the design
and construction can be completed prior to the end of the fiscal year.
FISCAL IMPACT:
The funding for the additional curb cut improvements on Temple City Boulevard will utilize
a portion of the project balance from the Downtown Parking Lots Accessibility
Improvements Project. Once the Downtown Parking Lots Accessibility Improvements
Project is closed out, $64,182 will transfer to the City's unallocated CDBG balance. This
action will appropriate $48,436.50 from the City's unallocated CDBG balance to the
Temple City Boulevard Curb Cut Improvements Project.
