7:30 PM Commission Business
The Commission reviewed the following document that had a signature page signed at
the 22 September 2014 meeting:

The Commission signed the following documents:
- Hopkinton DPW, 83 Wood Street – Order of Conditions (188-1555)
- Community Preservation Committee, 90 Hayden Rowe – Order of Conditions (188-
1557)
- Caccavaro, Esq., 16 Downey Street – Certificate of Compliance (188-390)
- Borges, 31 South Mill Street – Certificate of Compliance (188-1506)
- Wood Partners LLC, 1 Woodview Way – Certificate of Compliance (188-1471)
- American Climbers, 8 Lumber Street – ERO Certificate of Compliance
A discussion was held about the Emergency Certification issued previously for NSTAR,
Junction of Hayward Street and Lake Shore Drive. Mr. Waldron made a motion to ratify
the Emergency Certificate. The motion was seconded by Ms. Reed and it passed
unanimously.
A discussion was held regarding the exemption request from the Sudbury Valley
Trustees, 0 Cedar Street (R3 2 0) to replace and expand an existing boardwalk. Mr.
Waldron made a motion to determine the site work qualifies as an exempt activity. The
motion was seconded by Ms. Reed and it passed unanimously.

A discussion was held regarding the project change request from Summit RT, 6 Cobblers
Way (188-1556), to remove diseased pine trees and replace them with new trees. Mr.
Waldron made a motion to determine the project change to be insignificant. The motion
was seconded by Mr. Nation and it passed unanimously.
The Commission reorganization discussion was tabled to 20 October 2014.

Notice of Intent
John Kucich, Bohler Engineering; Rick Landry, Thurloe Kensington Co.
Mr. Kucich provided an overview of the Notice of Intent application and site plans dated 19
August 2014. A discussion was held regarding the proposed redevelopment of the site,
enhancement & expansion of the existing wetland, stormwater management, potential
infiltration, and snow storage. It was noted that the peer review comments from BETA Group
have not been submitted to date. The Commission noted any Order of Conditions should require
the following: no dumping signage, drainage swale located in conjunction with the wetland,
enhancement measures for the resource areas, and the utilization of a perforated pipe for roof
runoff.
The hearing was continued to 03 November 2014.

Notice of Intent
Robert Poxon, Guerierre & Halnon, Inc.; Michael Connearney, applicant
Mr. Poxon provided an overview of the Notice of Intent application and site plans dated 05
September 2014. A discussion was held regarding the proposed culvert, retaining walls, and
wetland replication area for the driveway crossing. A discussion was held regarding the need for
a cumulative analysis of the current and four (4) previously developed lots held under common
ownership. A discussion was held regarding alternates for the location of the driveway and the
house.
The hearing was continued to 20 October 2014.

Notice of Intent
Daniel McIntyre, McIntyre Engineering
Mr. McIntyre provided an overview of the Notice of Intent application and site plans dated 18
September 2014. A discussion was held regarding the replacement of the septic system and the
potential for restoring previously disturbed areas. A discussion was held about continued use of
the cart path and planting native wildlife seed mix in other disturbed areas.

Mr. Waldron made a motion to close the hearing and issue an Order of Conditions with the
standard and noted special conditions and subject to the submission of a revised plan. The
motion was seconded by Mr. Nation and it passed unanimously.

Informal Discussion

An informal discussion was held about potentially removing pine trees located outside the 50
foot buffer zone.
8:50 PM Commission Business – continued
A discussion was held about sending a letter to Golden Pond regarding the status of the
Request for Certificate of Compliance application for DEP File Number: 188-1436.
A discussion was held about sending a letter to MA DCR requesting that they consider
installing a settling basin as designed per the White Oaks subdivision to protect a
potential vernal pool that was previously identified as an isolated depression and
designated to act as settling basin.
