A RESOUJTION OF THE CITY COUNCII OF THE C(TY OF LYtawuoo ENCOURAGING LOCAL AND REGIONAL AGENCIES TO WORK COOPERATIVELY TO FIND A RAPID RESOLUTION TO THE WATER QUAUTY PROBLEMS TNAT IXIST IN THE CENTRAL AND SAN GABRIEL BASINS AND RECOMMENDING AN ACT10N PLAN TO ENSURE THE RELIABIUTY OF THE GROUNDWATER SUPPLY. WHEREAS, the Sen Gebriel Groundwater Basin has been named a United States Environmerital Protection Agency (EPA) Superfund site due to the existence of volatile organic compounds (VOCs) in the gro~nciwazer table; and WHEREAS, eipht years oi EPA study and S14 million of study expenses have not resuRed in eny expenditure tor proundwater deanup; and WHEREAS, the Cerriral Groundwater Basin also has isolated areas of contamination curre~ly encompassin~ 20 of 3pp well locations; and ' WHEREAS, the EPA has published e draft White Paper whiCh suggests the estabiishmerK of a single agency with tha authority to collect funds to pay the costs and direct the remediation activities irnoNed in deaning up the San Gabriei Basin; and WHEREAS, the Regional Water Quality Controi ~loard Is woetully understaffed for the magnitude of preventive inspections ar~d Superfund Geanup investi~ations required in the Los Mpeles Cour~ty erea; and WHEREAS, the Ce~riret Basin Municipal Water DisVict, and the Cer~tral and West Basin V-'aier Feptenis~'~rr,s~-~, ;~;-t-i,;a ;~ya :a:a~ sieps ta baxms acL'vely invohrec! in the protection ot the Central Basin from the groundwater contamination that exists in the San Gabriel Basin, and have allocated funds for the impfementation ot remediation programs to treat locaJized proundwater contamination; end WHEREJI,S, tfle prpyrems under deiiberation by ths Central and West Basin Replenishment Distric! inqude state lepislation authorizinQ the levyinp oi edditional groundwater extraction feea up to 5p pe~cern o( the averape annual repienishment eSSeSSmeM rate to Cover the Cp,t p( remediation; end WHEREI-S~ the procection of the loc:al groundwater suppy is a concem ot all Ievels ' of povemmerrt and d primary importanc~ to the local municipalities in the Los An~eles Courny area; end Resoluution No. Page 2 WHEREAS, local leadership is essential to protectthe CeMral Basin's water suppy, because of limited resources ot regulatory agenaes at the regional, state and federal leveis of governmeM; NOW, TIIEREFORE, TNE CITY COUNCIL OF THE CITY OF LYt~t~x~on DECLARES THAT THE VULNERABIUTY OF GROUNDWATER IN THE CENTRAL BASIN IS A MATTER OF URGENT LOCAL INTEREST AND HEREBY RESOLVES THAT TNE FOLLOWINti ACTION PLAN BE UNDERTAKEN TO ENSURE THE RELIABIUTY OF THE IOCAL WATER SUPPLY: In order to foster coordinated groundwater managemer~t, State enabling legislation is hereby endorsed to consolidete or formaly coordinate tha groundwater poliaes and activities of the CenVal Basin Muniapal Water District and the Central and West Basin RepienishmeM District. 2. Municipal agencies in the Centrel Basin are hereby requested to: (a) Assign technical staif to tha urflerrt task of developiny cooperative measures ' and flewble tunding altematives tor weli-head Veatmem measures to protect groundwater resources irom iocai and migrating contaminants. (b) Cooperatively monitor and partiapate in actlviM~es of the Cermal Basin Municipal Water District and the CeMral and West Basin Replenishment DisVict. Copperative municipal oversight should toster coordinated groundwater management and enhanced pubUc understandinp of groundwater quality issues and policy altematives. 3. M irrtegrffied bcal manapement program is hereby encoureyed in the San Gabriel E~~!n ro overQeA the ~Ileation of tunds and remedia~on acdvides to prevent its contamination irom spreadin~ to the Central Groundwater Basin. 4. The U.S. Envi-onmentai Protectlon Agency is hereby requested to: (a) Upgrade the reletivey low priority it places on preveMinp tha spread of San Gabriel Basin contamination plumes and (b? Conduct a pubiic workshop in the Central Basin on the status of its prevention efforts at the Whittier Narrowa. ' S. The proposed Ceritral Basin saemific study to assess the wlnerebiliry of local aquiters to contamination migration at various pumping depths is hereby endorsed.
