The Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Peter J. Sica, 7:30 P.M.,
Municipal CourtlPolice Facility, 230 Roosevelt Avenue, Carteret,
New Jersey on Thursday December 18, 1997.
Upon individual roll call vote, the following were òoted present:
Mayor Peter J. Sica
Councilmember Deborah Bialowarczuk
" John DuPont
" James Failace
" Jack Fazekas
" Stanley Gutowski
Also noted present was Borough Attorney Craig Coughlin and
Beverly Hedesh.
The meeting was opened with a minute of silent prayer and The
Pledge of Allegiance led by Mayor Peter J. Sica.
The Clerk stated that on December 12 , 1997 in full compliance
with the Open Public Meeting Act, a notice of tonight's meeting was
sent to The Home News & Tribune, The Star Ledger and posted on
the Bulletin Board.
Beverly Hedesh presented gift certificates from Shop Rite for the
Third Annual House Lighting Contest to the following:

Mayor Sica said turn it over to the Police Department and he thinks, the Borough

Mayor also stated that this Trailer Park should be checked out and to find out
what was going on there.
The Clerk stated that she was in receipt of an application from the Carteret
Tower Trailer Park, concerning the approval of the Tower Trailer Park
Renewal License. Upon MMS&C, by Councilmembers Failace and
Gutowski and unanimous affirmative vote of the full Councilmembers
present, it was ordered to be approved.
The Clerk stated that she was in receipt of Amendment to ABC License in
reference to Rite Aid of New Jersey, Inc.
Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous
affirmative vote of the full membership present, it was ordered to be
received and placed on file.
The Clerk stated that she was in receipt of an Ordinance providing for Inter-
Municipal Police Assistance.
Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous
affirmative vote of the full membership present, it was ordered to be received
and placed on file.
The Clerk stated that she was in receipt of a request for Federal Financial
Assistance in reference to New Jersey Transit. Comments accepted until
12/26/97. Notice of final FY 1997 Federally Funded Program

affirmative vote of the full membership present, it was ordered to be received
and placed on file.
The Clerk stated that she was in receipt of a request from PSE&G, requesting
approval for additional street lighting in the area of Grant Avenue and Chrome
Avenue.
Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous
affirmative vote of the full membership present, it was ordered to be
approved.

The Clerk stated that she was in receipt of a Resolution from the Township
of Branchburg in reference to an Amendment urging the Drug Free School
Zone to include Playgrounds and Recreation Facilities

REPORTS
DEPARTMENT
Upon MMS&C, by Councilmembers Gutowski and Failace and upon unanimous affirmative
vote of the five (5) Councilmembers present, all reports were ordered to be received and
placed on file.
BUILDINGS & GROUNDS: Committee Chairperson Bialowarczuk
reported progress
FINANCE & ADMINISTRATION Committee Chairperson Failace stated
that we held our Tax Sale on November 17,1997 and all parcels that were
auctioned off were sold. Mr F ailace also stated that after the Holidays he
would like to set up a meeting with Lerch, Vinci and Higgins and look to
1998 to keep taxes down and stabilize them like we tried to do in 1997.
FIRE: Committee Chairperson Fazekas reported the roof was fixed. He
thanked the Truck Committee and the Mayor and Council for looking at truck
bids. Mr. Fazekas also thanked them, on behalf of the of the Fire Department,
for also getting them this truck. Also, everyone who supported the Hopen
House, thank you. It gave the children the opportunity to provide input They
submitted posters and won prizes, they also learned all about Fire Prevention.
With that,we are moving right along into 1998
PARKS & RECREATION/SHADE TREES Committee Chairperson
Gutowski reported that he spoke to a number of people who talked down
about the way the Recreation Department worked. These people are
volunteers and give up their time They're not in it for themselves or the
Democrats or Republicans, they're in it for the Town. They should be
commended, especially Beverly Hedesh They're all doing a good job.
Councilmember Gutowski reported progress.
POLICE: Councilmember DuPont reported progress. Wished everyone
Happy Holidays.
PUBLIC WORKS: Committee Chairperson Failace reported their still filling
in potholes, there are a lot out there. He stated he goes out on Friday
afternoons looking for them with the Supervisor, sometimes on Saturday too.

MUNICIPAL GARAGE SERVICES.
Councilmember Feingold stated that this was his last meeting. He will not
step down tonight, guess he'll be Councilmember until then. He wanted thank
everyone, Mr. DuPont, Failace, Mr. Gutowski, especially Mrs Bialowarczuk.
He stated that he was treated with respect and being a Councilmember has

been a learning experience. Good Luck and Congratulations to Mr. Crilley
and Mr O'Brien. They will do their best. I've made a lot of friends then
enemies. He wanted to like to thank the voters and the people who came to
the Council Meetings. Have a Happy and Holy Holiday.

PUBLIC DISCUSSION Upon MMS&C by Councilmembers Gutowski and
Fazekas and unanimous afftrmative vote of the full membership present the
meeting was declared open for public discussion.
