REGULAR COUNCIL MEETING, OCTOBER 7, 2019
CALL TO ORDER
Mayor Carrie Tergin called the October 7, 2019 City Council meeting to order at
6:04 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber,
Ward, and Wiseman
Absent: Hussey
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilwoman Ward and seconded by Councilman Fitzwater to
adopt the agenda. There being no objection, the motion to adopt the agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Mayor Tergin then presented the “Project Homeless Connect Day” proclamation to
the Planning Committee and volunteers. The Project Homeless Connect event is
Friday, October 18th, 9:00 A.M. to 2:00 P.M. in the 300 block of East Capitol
Avenue. Those wishing to volunteer can sign up at
jcprojecthomelessconnect.weeble.com. Monetary donations are also welcomed,
payable to First United Methodist Church, P.O. Box 1707, Jefferson City, MO
65102.
b. RS2019-11 was then taken up, sponsored by Councilwoman Wiseman, and co-
sponsored by Councilmembers Fitzwater, Graham, Hensley, Hussey, Kemna,
Mihalevich, Prather, Schreiber, and Ward.
A RESOLUTION OF THE CITY OF JEFFERSON RECOGNIZING DAVID
WILLIAMS AS 2019 OUTSTANDING EMPLOYEE
Steve Crowell, City Administrator presented the resolution.
Councilman Graham motioned to adopt RS2019-11. Councilwoman Wiseman
seconded the motion. The resolution was adopted by the following roll -call vote:

APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Randy Allen, President/CEO of the Jefferson City Chamber of Commerce, updated the
City Council on the survey currently being conducted by the Chamber at
jcmostrategy.com. The original goal was to receive 1,000 responses. To date, they’ve
received approximately 1,200 responses, and are now updating their goal to 2,000
responses. Mr. Allen also announced the Chamber’s Business Expo scheduled for
Tuesday afternoon, October 8th at the Capital Plaza Hotel.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor Tergin’s announcements included:
All City meetings can be found on the City’s calendar at jefersoncitymo.gov.
Mayor Tergin attended the naturalization ceremony today, held at the
Missouri National Guard - Ike Skelton Training Site.
The Missouri State Fire Marshalls Stair Climb to honor those firefighters
who lost their lives on September 11, 2001, is scheduled for October 19th.
The Lincoln University homecoming parade is scheduled for October 19th.
The Murphy’s Ford Concert will be at Lincoln University, Richardson
Auditorium on October 14th to benefit United Way.
Porchfest was held on October 6th on Forest Hill. Councilmembers Ward,
Kemna, and Hensley attended the event, reporting back with a successful
event turnout.
The MO Bicentennial Paint for a Cause is currently taking place. More
information can be found at missouri2021.org.
Sonny Sanders, Director of Planning and Protective Services announced the department’s
survey currently on the City website: https://www.surveymonkey.com/r/jeffcityplansurvey.

The next Community Workshop, focusing on land use/visioning, is scheduled for October
24th from 3:00 P.M. to 7:00 P.M. at City Hall, in the Boone Bancroft Room.
Fire Chief Matt Schofield presented the theme for Fire Prevention Week: “Not Every Hero
Wears a Cape. Plan and Practice Your Escape!” Fire Prevention Week is October 6th thru
October 12th. The Fire Department has local events planned in the community.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
Ms. Wanjiru made the following announcements:
Homecoming week is October 14th – 19th. The community is invited to
homecoming festivities to support the University. The parade and football
game are scheduled for October 19th.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Ms. Dorothy Walker, a member of The National Foundation for the Blind, spoke on her
concerns with Bill 2019-053 related to the definition of motorized bicycles and how those
with visual impairments without driver’s licenses would be affected.

The following items were brought before the City Council for approval by Consent:

b. Authorize Agreement with Housing Authority for Property Purchase
c. Authorizing Renewal (Year 3) of the $185,000 Agreement with Jefferson City
Chamber of Commerce for Economic Development Services
d. Approving Gail Strope as Employer Representative to LAGERS Annual Meeting
A motion was made by Councilwoman Wiseman and seconded by Councilman Prather to
approve the Consent Items. The motion was approved unanimously.

Councilman Hensley motioned and Councilman Fitzwater seconded the motion to remove
2019-040 from the informal calendar. The motion passed unanimously by voice-vote.
Councilman Hensley motioned and Councilman Fitzwater seconded the motion to take up
substitute bill 2019-040(b). The motion passed unanimously by voice-vote.
