COUNCIL “PRE-MEETING” WORK SESSION, OCTOBER 7, 2019
CALL TO ORDER
Mayor Carrie Tergin called the October 7, 2019 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Absent: Hussey and Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Kemna will lead the prayer.
Miscellaneous
- Mayor Tergin will present a proclamation to the Project Homeless Connect
Planning Committee and volunteers.
- Mayor Tergin will then request a motion to take up RS2019-11, a resolution
recognizing Police Lt. Dave Williams as the Outstanding Service Award
recipient for 2019.
Councilwoman Wiseman arrived at 5:47 P.M.
Bills Introduced
- David Bange, City Engineer will present bills 2019-055 and 2019-057.
- Margie Mueller, Director of Finance and I.T. will present bill 2019-056.
- Sonny Sanders, Director of Planning and Protective services will present bills
2019-058 and 2019-059.
- Ryan Moehlman, City Counselor will present bill 2019-060.
Bills Pending
- Mr. Bange will present bill 2019-049.
- Bills 2019-052 and 2019-053 will be presented by Mr. Moehlman.

Informal Calendar
- Councilman Hensley intends to make a motion to take bill 2019-040 off the
informal calendar for discussion. He will then make a motion to take up
substitute bill 2019-040(b) for discussion and a vote.
- Bill 2019-046 will remain on the informal calendar.
Resolutions
- Ms. Mueller will present RS2019-12.
- Mr. Moehlman will present RS2019-13.
Councilmembers are encouraged to wear pink at the October 21st City Council meeting
to recognize Breast Cancer Awareness Month.
