The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, of February 15, 1996, was
held on February 8, 1996, 7:00 P.M., Council Office, Municipal
Building, 61 Cooke Avenue, Carteret, N~w Jersey.

Angelo Valetutto - He said there was a sewer collapse at the
intersection of Lowell and Blanchard Street. A contracting firm by the
name of Cardell Inc., working presently in town, was called in to
make the necessary repairs on the time of material basi~ since your
Engineer Mr. Palmar was out of the country on vacatior.he received
a call tr0m your Clerk asking if he could come in and oversee the
work and to work with Cardell and the various Borough Oftìcials to
effect the correction as soon as possible and determine what caused
,
the wllapse and if any additional action is required. The main purpose
for this evening is the work has been completed and he can talk about
what their findings are to date, or some additional studies that are
being made by Mr. Parn¡ar in regards to the specifications and the
design of the pipe that was damaged or collapsed. It was installed
improperly in 1988, and if ,we want to get into that further, as we
discussed with Mr. Hedesh, the may be a matter for Closed Session
because this could be a possibility of pending litigation.
Mayor Sica said he kind of brietèd evc¡ybody what we thought the
problem was. We don't want to do it in public. He asked if they are
pursuing getting the specs trom the pipe company and reli:ìewing the
old specs to make mre that it was done the way we said it should have
been done.

Angelo Valetutto said everything from the design of the project, the
materials that were specified., the methodology of installing the pipe
through excavation, the backfilling of the material, because our
findings when we televised the entire stretch of line of approximately
235 or 250 feet. There are other areas of which the pipe is in a oval
shape and you can see it can collapse at any time.
Mayor Sica said he didn't think we should move too much deeper
than that. Everybody has been put on notice. T&M, the pipe
company, etc.
Attorney Hedesh said they need a Professional Service Resolution for
Mr. Valetutto as an expert to prepare an expert report on the
situation there.
Mayor Sica said we can make that all part and parcel of the
emergency contract that we gave him to oversee the job.
Attorney Hedesh said he would like the resolution to be put on first.
He was brought in as a special consultant to acknowledge this as to
the repair of the project and to return the report as to the project.
Mayor Sica said to put a resolution on hiring Angelo Valetutto as an
expert on the pipe collapse on Blanchard Street.
Attorney Hedesh told Mr. Valetutto he would give him a call on
Tuesday so they can work out the details of the resolution. He told
him he wants to put him on as an expert and this purpose is now,
because we have our own engineer but in as much as he isn't here and
we need an expert now for the purpose if there is litigations
(inaudible) we have an expert on hand that in effect was an onsite at
this point as opposed to someone just put in an a consultant for
litigation.
Mr. Valetutto said what he has just handed out is a breakdown of the
contractor's costs for the work. It is broken down in every aspect.
Mayor Sica told Mr. Parmar to go through this and let us know if we
have your okay.
Attorney Hedesh told Parmar they need him to look at the results of
his inspection in conjunction to this providing with documentation
that in fact an emergency existed and that this work was based on
emergency purposes and do an emergency resolution.
Mr. Valetutto said he will proceed to meet with our engineer about
the contractor's bill and with Mr. Hedesh about having the proper
resolution prepared for next Thursday. He then said in regard to the
WaterITont Project he said he first wants them to know he appreciates
the confidence they have shown in his professional ability to bring
this project to (inaudible). He said they have had one meeting with
the Department ofEnvironmentaJ Protection with Mr. Chris Jones
and Mr. Gary (inaudible) who are the experts with regard to the
wetlands. They are looking for a reconfirmation of the delineation of
the property. The flagging was scheduled to be done but the snowfall
unfortunately hid it. They are looking to have it done early next
week.

Mr. Valetutto said we have another meeting scheduled in Trenton on
Thursday to meet with them with regard to the aspect of the
replacement of the pier. The thought being it is better to separate the
projects as we feel we can go through a lot faster and be ready to
start by early spring ,with the renovations and the repair for the
Wetlands Area~where we can get involved with the reconstruction of
the pier. Even if we replace it in time we are looking to make
modifications and improvements to it and we not only have to deal
with the State of New Jersey but they have to deal with the army core
,
engineer because the pier, in its present location, extends beyond the
water line wlùch is under the jurisdiction of the army core engineer.
He said by doing it this way they believe they can start doing the
work in the wetlands area earlier and the people in the Borough
residence can benefit rrom it earlieJ:.He will still proceed obviously
in the same time frame with the pier and the pier project.
Mayor Sica asked him if he had a meeting set up next week.
Mr. VaJetutto said next Thursday morning and we are hoping for the
following week for having a meeting with the Army Core of Engineers.
Mayor Sica said we want to do all the landscaping work and border
line restoration, park benches and all that.
Councilmember Fazekas asked if he had a present plan.
Mr. Valetutto said the present plan they had was developed a few
years ago was by an architect and we are just using as a basic area.
Mayor Sica said what we did a couple of years ago was we made
application to get this grant. We had to make a conceptual plan, but
that doesn't mean anytlùng because now we have to get the approval
of the wetlands people, Army Cme of Engineers, DEP.
Angelo VaJetutto said that show the piece of property we are hoping
for however he wouldn't carry too much weight on the plan that
exists now in terms of the wetlands planting. We will probably have
a plan developed within two (2) to three (3) weeks. on that but
certainly we had to provide Council with everything they have at the
moment and certainly all input in more than appreciated, after all it
is our project as it is the whole Borough residents.
Councilmember Fazekas asked with that type of plan is there a
schedule attached to that, in terms of when things are going to be
done, a sequence of events that it can be better accomplished.
Mayor Sica said they will get that when the wetlands are delineated·
When we go in tor a grant we don't spend a lot of money. He said he
thinks we only spent like six or seven thousand dollars. That doesn't
mean that we hire people to go out there and this is the exact foot
plan of the wetlands and all that so it is just a conceptual plan. Now
when the wetlands gets delineated and all that then that is the
engineers responsibility to give us a detailed plan and schedule.
Councilmembers Failace and Fazekas asked that from this conceptual
plan he will develop a detailed plan.

Mr. Valetutto said the detailed plan is what will be stamped, viewed
and approved because the plantings that they are looking to do are
wetland plantings within wetlands area and has to be part of the
benefit in terms of Marina Park. It is going to be where the public will
be able to have a low lying wetlands because when it was done back
in 1986 or 1987 or so when the building got constructed wetlands
were planted there for really no value other than to get wetlands in
there and get the approval for the project. We are now doing it so
that there is wetlands that will be for the benefit of the public,
vdrious low lying wetlands so they can walk around it and see the
different types of wetlands and their species.
Councilmember Fazekas asked if that was the same conceptual plan
as original..
Mayor Sica said the same footprints.
Angelo Valetutto said the same footprints but it turns into the actual
plan and we are going to be certainly more diverse and looking for a
lower level. He said the wetlands that are out there now block the
view of where the marina is going to be .......
Mayor Sica said in 1986 we didn't own that. The company that
owned it just had to make wetlands. He said they didn't care what
they put there as long as it grew.
Councilmember Fazekas asked when you develop the detailed plan
will you attach a time schedule to it.
Mayor Sica went on to say when he presents a detailed plan to the
state and to us it will say on there that by a certain date we will be
out to bid, by a certain date we will accept the bids, by a certain date
this must be done.
Attorney Hedesh said it will all be contingent on when the approval
is done. A plan doesn't mean anything until the state approves it.
CouncilmemberFazekas agreed and then asked if he anticipated any
problems.
Mayor Sica said he wants to tell them what happened when they had
Mr. Wanskus on tms and Angelo was part of this too. We went down
there and we met with the head of the DEP. First we went down
there and met with a couple of idiots, but then after they made a few
nasty comments they got right to the head guy who will overlook this
entire project so that it gets done on time. We told them we weren't
going to be one of those come down here a hundred times and he
took our money with all this planning, when we could get it done if
you put somebody in charge and they did do that. So the State of
New Jersey has been more than cooperative. He said he didn't know
if we would be as successful with the army core of engineers but we
will try. He said the only thing that the Army Core of Ehgineer has
jurisdiction over is that dock and the dredging of that cove, so that
is why they want to do all the onland things first, so at least we will
have a park.
Councilmember Fazekas asked if the dredging of that cove Hi that
expensive.

Angelo said when they do the testing and the sampling it depends
what they find in there.
Mayor Sica said if they turn around and give us the okay to bulk head
it and then take the dredge spoils rrom this cove and put it behind the
bulk head then it is a easy task. If they turn around and say no, that
they will Jet us dredge it but you have to shift the stuff to Ohio then
that will kill the project of the boats docking there but it won't kill
the project of restoring the pier and putting in a boat launching and
stuff like that.
Angelo said they are very receptive into letting us put it in.
Mayor Sica said they went down there and Angelo with (inaudible)
and said it was done in other places and the most logical thing to
do...... even if it is just painted soot we are not taking the soil and
putting it on the land and making another problem we are just moving
it from this area to this area in the same place and actually what we
will be doing is putting it and casing it in a dyked in area and it will
become part of a permanent ground and they were very receptive to
that and if they stay receptive to that then we will have the exact
same pictures we have out there because that is made from the
conceptual that we submitted to that to get a grant.
Pratap Parmar - He said on the Planning Inspection the Board
inspected our progress. After that we will have the Planning
Inspection. He said at the Hayward Pump Station they are waiting for
the Maintenance Bond. He then spoke on the Change Order Bid. He
said the handicapped ramps have to be skid proof The change order
is $6,246.00. He said we still have a couple of thousand dollars.
Mayor Sica said that also.
Parmar said the bids are for March 7, 1996. He then spoke on the
need for a Handicapped Parking Space by the Post Office and by the
Housing Authority.
Mayor Sica said to put an approval on for those two (2) Handicapped
Parking Spaces.
Mr. Parmar said the Pre-Construction Meeting for West Carteret
(inaudible) is set up on February 15th at 11:00 a.m.
Mayor Sica said if any of the Councilpeople could be there he thinks
it would be interesting, especially to the new ones. It will show the
tremendous amount of work to be done before the job actually goes
into the ground. We iron out the problems there.
Parmar spoke on the paving of the parking lot. They had three (3)He
got prices last year but they were quite high so we are waiting to get
one not so expensive. He got a price last week of $9,500.00 and he
doesn't think they will get less than that.
Mayor Sica told Parmar that we don't want to do that until the end
of March. He said they will hold off on it until they get this budget
passed. They will have some money in Capital Improvement.

Re: Library
Councilmember O'Brien said there is a $50,000.00 bond that we had
passed last year.
Mayor Sica said he understood that but we may have to take it out
of Capital Improvement and not use that bond we will be saving
money.
Councilmember O'Brien asked if they go out for sealed bids.
Mayor Sica and Mr. Parmar said no.
Attorney Hedesh asked if the bidding threshold is $12,000.00 this
year.
Patrick De Blasio said the bidding threshold is $11,700.00.
Attorney Hedesh told Pamar that we need a total cost analysis of the
whole Beverly Street Project including any engineering survey,
construction the whole thing. He said we have resolutions and we
have to have a public hearing on that special asse$sment. He said he
needs a report rrom him so that he can publish\<mt the cost of the
amount was.
Mayor Sica eXplained that Beverly Street was always a paper street
and they decided that they were going to fix that. Put the sewer in
and pave it, it only benefitted people on both sides of that street. He
said we can now assess them part of the cost. For instance there is an
empty lot there and those were $10,000.00 before He said that empty
lot may be worth $25,000.00 now because there is a street there and
sewers and water ,etc., so we can pass on a portion of a cost of doing
that complete project to that lot. He said it would enhance the whole
fourteen (14) acres across the street. He said we could regroup a
considerable amount of money there.
Attorney Hedesh said it doesn't include the sewer replacement. It
was just the paving and curbing, etc.
John Wanskus - Mr. Wanskus brought in a model for the Library.
He said the bids are due on March 7th on the Sports Complex. He
said they separated the site lighting and the regrading of the Soccer
Field independent of the building and the site work. There will be two
(2) bids coming back for that. Once the bids come back then we are
(inaudible) the Mayor and Council and then one of the contractors
will start construction, hopefully the beginning of April. The site
lighting is the main concern in the Sports Field. That was the main
reason for separating the two. The first time they went out for bid
they were not separated. He said the second project is the Library and
the Senior Community Center. This project was a more difficult
project rrom a design aspect so we did a model wmch was about 75%
complete but want to show you what we had to work with. They
have applied to the soil erosion and sediment control today. They
just received the sight plan (Inaudible). The wetland litigation on the
site was again submitted today with site plan and in about three (3)
weeks you will get that approval and that is the key approval. Mr.
Parmar and mm met prior to us going to bid. With the drawings that
are in rront of you and the specifications we should be hopefully
ready to bid this project.

Mr Wanskus said the design is a very in ~ des:i.'J1-wifh ~ lot of
major elements, one which is the orientation otthe site. John saId
the street names are not on here yet, but, will be placed by Monday
and the model number we presented to Mayor and on display in
town. The buildings are located on the back of the site adjacent to
where the Borough Garage is and the reason for that is because the
major circulation will be through Liebic Lane. When you are
approaching the site through Liebic Lane we have a direct element
which is the (inaudible} rront of the Library at the center. If you
take a look at the model you will see that. Secondary is the
transitional route from Industrial which is a fire exit to Roosevelt
which is a secondary (inaudible). We have circulation around the
building. Deliveries are in the rear. Public will be received in rront of
the building. We have a direct relationship between the interior of the
Library and the exterior of the Library. We have a plaza area in the
Library in the rear separating it rrom the Senior Center so we have
more of a park like setting and special events can take place there if
need be or just green glory. We have also a lot of other
environmental issues and he heating concerns. We had a problem
with the roof which prompted a raise in that critical area. Clear
storage is a very important element in the Library design because it
gives you diffused lighting The lighting actually coming into the
Library rrom the clear storage will diffuse up into the ceiling giving
us a very soft looking energy and will also save energy. He said they
investigated about six (6) different designs with the head Librarian
and the Construction Official and one of the main concerns was a lot
oflighting that was designed wasn't used because during the summer
time you had this tremendous heat with the lights. He said it is better
to go with natural light if you can and during the nighttime if you
need a light you turn one on. He said we have also by picking the
roof up and separating it because of a separation of rocfs in an
element create a second window which will give us a
positive/negative flow. We have an operable low and an operable
high. If you open those both up you will get the air circulating
through up around and thus eliminating or reducing the need for a lot
of mechanical ventilation during our spring, summer or fall days.
That was another major element in trying to reduce the cost of
operating the Library rrom an energy standpoint. He said he has
tonight with him haJf of his team who worked on this. He spent a lot
of time trying to design this in such a way where it would have a
design for possibly one of the keysights here which is not depicated
in building but everybody knows P&E Autobody here could
eventually be our future building and that would give us that nice
length around the trench and rrom focal point they put a flag in the
center with a little plaza area creating a reflecting pond which is a
very strong element giving us that straight view right to the center of
the Library entrance. The Senior Citizen entrance is right on the side
but again it doesn't diminish in any way from being out (inaudible) as
the Library. The Library being the bigger of the two (2) buildings we
thought that should be the center focus and that is the reason for
putting the Library on one off the main corridor., Qrectly, straight
with a flag which is a very strong (inaudible) element. He said he
probably has a lot of other issues to do but he is sure he will be
presenting tms at another meeting, maybe where an audience can take
a look around and give mm a chance to complete everything. He said they have also designed in here the structural drawings. Room for
potential future expansion by not increasing the size of the building.

Mr. Wanskus went on to say because of the height in the center we
have a mezzanine in the center, which we can add a mezzanine on the
left and the right side and all we have to do is draw the beams now
and we have a road for a future staircase. That will give us another
almost one tmrd floor area if that need ever arose down the road. We
are designing it now and that is a very important decision because it
doesn't cost anything right now and the windows and the circulation
is designed to meet code today and he is sure fifty (50) years from
now it would meet code.
Mayor Sica said the reason that was done was when the board looked
at various libraries they saw one with a mezzanine. By just going up
a little bit more they can gain a whole lot more footage. We planned
in the future that we can expand within side that same building at not
a big expense. If the need never arises they didn't lose anything but if
the need arises it will already be there for future expansion. He
commented that a lot of work went into this.
Mr. Wanskus said another element that we thought for future
expansion or changing in the floor plan was the designed junction
boxes in the floor. With the junction boxes installed now that will
give you the flexibility of moving any element in the Library around
and not having to rip up the floor. A lot of times what happens is you
design something now and maybe some things will change in the
future and now you have to rip concrete and that gets to be very
expensive, so we have a grid system laid out at ten (10) foot intervals
that we are going to run the (inaudible), we are going to (inaudible)
the floor and if you get all new bookcases or shelves or if you decide
you have an area with a ten (10) foot grid that you could pretty
much plug into. He said a lot of elements in this design in addition to
what they saw at Glastor is in a Library in Long Island. We don't
have the breezeway through but it is was discussed by him and the
Mayor at an early point. The breezeway is the length between two (2)
buildings. You don't have to go outside rrom the Library to the
Senior Building. You can go internally rrom the Library into as
breezeway into the Seniors' Building. That breezeway will be a room
in itself which we have as a transition space potentially a history of
Carteret as transferring from one building to another you can have
that as an element and a separate and people can when they are in
that space experience that.
Mayor Sica said some people have requested some place to exhibit
different crafts and that can be done in there. In addition to that we
do have a lot of things in the Borough of Carteret that have some
historical value to it. He commented we had to start preserving the
history of Carteret it will be lost forever. Something like this gives
it a permanent status and a permanent place.
Mr. Wanskus also spoke on another element they have in the Library
in Long Island is a trom wall, which is a wall that retains or radiates
heat. One main concern is that we have a Library that we can save
energy and you can do that sometimes by creative design. What they
did with the Library in Long Island is they created a water wall on
their southern exposure by taking took glass blocks eight (8) inches
structural and they drilled through the top and they filled it with wateriand added a little design by putting food coloring in block and made
patterns of color.

Mr. Wanskus said when the sun hits that it illuminates this color
especially through the area between the Senior Citizen Center and
the Library and will retain and reduce the amount of heat in the
summer time because the water has to heat up, thus reducing your
heating costs and that is going to be a very nice element of which we
will have photographs off or the next meeting.
Mayor Sica said the other reason why they asked John to have it
connected that way you can just go trom one to another. He
envisions the Library becoming an intricate part of the town. He
commented that the Senior Citizen Center will also be a Recreation
Center.
Mr. Wanskus said one of the most difficult things in designing this
building in addition to the site and circulation is basis (inaudible)
language. He said he will get to that at the next meeting, he has the
drawings here and he doesn't have the chance to let him know
concerning the roof He said the Mayor and him had discussed the
roof from the beginning because we placed the same roof on the
building down the street. It is a very nice roof He said he doesn't
like to design flat roofs, as you saw in the Fire House they had a leak
and it is only approximately twenty (20) years old. With a roof that
is pitched as this is we eliminate the need for hopefully a roof. He
tries to investigate. Green was the color the Mayor said and he
commented that he likes Green. He commented that he also likes the
color green. Historically it has been a very good color to work with
from something that comes rrom the material that has been used
mstorically for actually thousands of years and that material is copper.
He did a lot of research and investigation and this is copper covered
asphalt smngles. It has a tinge of green that historical buildings have
and is guaranteed for fifty (50) years.
Mayor Sica said if you are going to build something for today and the
future these are the things we have to look into. He said we have two
(2) buildings over there that will cost $50,000.00 to fix the roofs.
Mr. Wanskus said they are trying to avoid all the problems ahead of
time. He said there is always room for modifications and changes. He
said the 1'..1ayor and him will have a meeting this week and then they
will meet with the Library Board before they go out to bid. He spoke
for a short while on the good features being brought into the Library.
Mayor Sica said we are not going to do anything unless it is done
right. He spoke on this for a wmle. He said he wants to put the model
on display on the Community Center and the Library for a week.
Councilmember O'Brien asked if they could camouflage the area
where P&E is going to be.
Mayor Sica told him we are going to do that. He said we have to
start enforcing the law. He said on the P& E spot we estimated it
about $200,000.00 and the man came in and wanted $450,000.00.
Attorney Hedesh suggested that we discuss this in a Closed Session.
Mayor Sica said as soon as this gets started that parking lot is gone.
He said that is why the parking area is being put where it is put so
when you have a Council Meeting you can use that parking lot, or if
the Fire Department has an affair they can use it, etc.

Mayor Sica said going back to John DiNicola they need to set a date.
Attorney Hedesh said to hear the application. He said John has to
notify everyone within two hundred feet. He said he will circulate
some dates.
MATTERS FOR DISCUSSION -
Tax Assessor - a) Requesting resolution appointing Joseph Schiappa
Esq. to do County Tax Appeals. Attorney Hedesh asked what we
are doing with the other company. He asked the Mayor if he
remembered that last year they played both the men and then they
divided them out. He said they had incumbered money wrongly. He
said they incumbered one last year and tms way we won't have double
encumberment.

Mayor Sica said we will lose a lot less tax appeals this year because
we took it upon ourselves to do the reevaluation and reduce the
assessment value of some of these houses. So if they want to go to
court now let them, they will lose.
The Clerk asked Attorney Hedesh who the other one was.
Attorney Hedesh said William Sitar Jr. He said we will appoint them
both at the same rate as last year so we don't encumber twice. He
said we paid them the same amount but we had two (2) resolutions.
b) Requesting senior citizen deductions for 2 seniors.
Mayor Sica questioned why we are giving them money, they are
supposed to automatically get that.
Attorney Hedesh said it is the first time he has seen that. He
questioned what makes these two people different.
Mayor Sica said they won't get it until they find out.
Pauline Kraus - Railroad Avenue. Requesting an ordinance making
shoulder in rront of her home, on Industrial Road, a No Stopping or
Standing Zone. Attorney Hedesh said that already is a No Stopping
or Standing Zone.
Mayor Sica said to tell us why they put the sign.
Councilmember Bialowarczuk said because the Italian American Club
has a pay phone there and all the trucks stop there in rront of those
three houses to use the pay phone.
Mayor Sica said to tell the Cmef of Police that he wants signs on both

Maher. The Clerk asked Attorney Hedesh is he got the titles she gave

Attorney Hedesh said the title doesn't make a difference, they are
both the same. Then he suggested Omnibus Operator.
Paul Wolfe - Requesting to be appointed to Office On Aging Board.
Mayor Sica said he would have to be a Senior to be on that board.
Recreation Commission - Vacancy. Councilmember Bialowarczuk
said there is two (2) vacancies. She suggested Barbara Bumgartner
and Anthony Fiore Jr.

Councilmember Semenza told the Mayor he is getting tired of
looking at the disgusting dress code of the Parks, Streets and Roads

Councilmember Semenza said his opinion is the Parks Department is
the worst. They deal more with the public. People have no ideal of who
these people are. He said he thinks it is about time they start to look
decent and like they are supposed to.
Attorney Hedesh told him to have the committee look at that.
Mayor Sica said the problem is that years ago they got uniforms and
they never wore them right anyway so we then gave them money in
place of uniforms, but, they are supposed to use that money for
uniforms Now we have to look and see if we have to dictate that they
have to wear X kinds of uniforms or we have to look and see if we
take the money back away rrom them. We have to look at the legality
of it first. He said he is one hundred per cent for it and we are going to
do it but we wiUlook at the legality of it first. When we sit down and
negotiate it will be part and parcel. He said it is in there now.
Attorney John Spoganetz, Esq. - a) Requesting a resolution appointing
Attorney Joseph Schiappa to continue foreclosure proceedings, Re:
Land Sale to Wayne Reed - not to exceed $2500.00. Attorney Hedesh
said this is a piece of property that was taken by foreclosure and sold
on a Land Sale. Attorney Schiappa did the original foreclosure. When
they did the Title Search to do the sale it appears there is some
relatives on this property in Russia. He said Attorney Schiappa has to
go back to the foreclosure he did and probably renotice them so he can
deal with the foreclosure. He said we can't transfer the clean title to the
guy with this, but the guy holds his deposit until we can clear the title.
Mayor Sica said to go ahead and appoint Schiappa.
Councilmember Failace asked if John Spoganetz was working on this
first.
Mayor Sica said no. He explained that Spoganetz did the sale but
Schiappa did the foreclosure.
Attorney Hedesh said this foreclosure has to be at least three (3) years
old.
b)Need resolution to rescind ABC Transfer from Cooke Avenue
Liquors to Yeditm, Inc Attorney Hedesh said they did a transfer of the
license and the property didn't seU. He said the resolution (inaudible).
Borough Employees Birgl, Kately & Wood - Request hearing.
Attorney Hedesh said this will be discussed in Closed Session.
Crum & Forster - Requesting payment of $2969.00, Re: Damages to
vehicle R. Smith. The Clerk and Attorney Hedesh said it is about
damages done by a Borough vehicle.
Mayor Sica said you have to pay it.

Mayor Sica said the Carteret Recreation Ch~erleaders are requesting
a bus to take them to the Newark Airport n.ext Thursday and then a
bus to pick them up and bring them back. It is an expense of about
four or five hundred dollars. He said we did supply this last year.
Councilmember Semenza said they are representing the Borough
Councilmember Bialowarcuk said okay.
Mayor Sica said the Band of the City of Carteret are going to
Toronto and they have also been invited to go to Puerto Rico to a
Jazz FestivaJ. The Interior Department there is going overboard to try
to hold down the expenses on the thing, but because this offer came
in after they have committed to go to Toronto and they have paid all
their fares to there, they have no money left. The cost would be
$17,500.00 worth of expenses to go to Puerto Rico. He has written
a letter on ms behalf to various industries in the city of Carteret to try
to see if we can't raise some of that money. We would have to raise
it by the end of February so the letters went out yesterday.
Councilmember Failace asked when the band would be going.
Mayor Sica said Mayor June. It is a five (5) or six (6) day trip. He
said they will look into helping them. He then went on to say he
wanted a Certificate of Appreciation or something like that to the
Hudacko boy who save a little kid and have him come to the next
Council Meeting to receive it.
Mayor Sica said the Carteret Board of Education wants us to waive
the tie in fees for the three schools, Columbus, Lincoln and Minue
Schools. He said he doesn't see any problem with that so he said to
put on a resolution waiving those fees.
Mayor Sica said he met with the General Hispanic Club yesterday.
He told the lady that was present rrom there to come into the
meeting. He went on to say that he gave her a copy of the questions
that the Police Department raised as per minutes of meeting, etc. and
they are supposed to give him an answer to them.
The lady present said she has the answers.
Attorney Hedesh said to wait a moment. He said under the statute
they made an application. There has been an objection. He said the
Council has to set up a hearing.
Mayor Sica commented that the lady present if she has all the papers
and said they will set up a hearing for them for next Monday night at
7:30 p.m..
Attorney Hedesh said it cannot be Monday because he needs time.
Mayor Sica told her then Mr. Hedesh will set up a hearing date and
he told her to come in with her papers and if you have a copy of them
and you can answer those correctly and we have no problem with it
then we can approve your license. Or vote on it.
Attorney Hedesh asked what their address was.

A gentleman rrom the Hispanic Club said the Club is located at 61
Roosevelt Avenue.
Attorney Hedesh questioned where he could write because he was
going to have to serve them a notice and a letter telling him what he
needs in documents. They all have to be provided to the Council prior
to the hearing.
The gentleman said he could mail them to his address which is Ll
Hudson Street.
Attorney Hedesh asked him his name.
The gentleman said his name was Eliud Hernandez.
Mayor Sica told him the reason they have to do it this way is because
there is an objection to it and if they don't do it right it will be out. If
you are not successful in your appeal and we didn't do it right we are
out. So it has to be done right.
Attorney Hedesh asked what the name of the club was.
Mr. Hernandez said The Hispanic Social Club.
Mayor Sica said he had to leave. He asked if anyone had any
questions.
An unidentified reporter asked the Mayor if the Library they are
speaking of is replacing a current Library.
Mayor Sica said it is replacing the current Library and the current
Community Center. He said the Community Center that we now
have will become a Recreational Center, the Youth Recreation
Center. The current Library that we now have will be sold and the
proceeds will be used to furnish the new one.
The reporter asked how much (inaudible).
Mayor Sica said almost three (3) million dollars
The reporter asked inaudibly something to do with the size of the
buildings.
Mayor Sica said the Library is about 21,000 square feet and the
Community Center is about 15,000 square feet. He said between
36,000 and 40,000 square feet is you count the mezzanine etc.
RESOLUTION #96-45 was introduced by the Mayor and referred to
the Council for action.
