BUILDER'S PACKET
Welcome to Riverdale! We're glad you're building here. Let's get started on the process!
Site Plan Approval
• Email a digital copy of the site plan including setbacks, architectural drawings, linear and
height measurements, etc., to operations@riverdaleia.org.
• Our public works department will review the site plans and communicate any questions or
issues to you.
• Once approved, our public works department will email the Scott County Planning
Department a copy of the documents submitted and a scan of the accepted site plan
approval form.
• From there, you'll work with the Scott County Planning Department on any other site plan
approvals necessary.
Permits
• Once the site plan is approved, complete three permit applications for the City of Riverdale:
• Construction Site Erosion and Sediment Control (COSESCO)
• Sanitary Sewer Connection
• Driveway Approach
• All permits can be found on the City's website at www.riverdaleia.org under Documents,
Forms and Permits.
• Drop off or mail completed forms to City of Riverdale, Iowa, 110 Manor Drive, Riverdale,
Iowa, along with the fees required.
• Our public works department will work with you to approve the permits.
• Please check with the Scott County Planning Department for any additional permits that may
be required.
Build the House
• Be sure to email operations@riverdaleia.org or call (563) 949-0464 for an inspection on the
sanitary sewer connection before it's filled in and the driveway approach before its poured!
• Failure to do this could result in municipal infractions, work stoppages, and/or being required
to deconstruct these items for inspection.

Occupancy Approval
• Email operations@riverdaleia.org or call (563) 949-0464 for an occupancy inspection.
• Once approved, our public works department will email the Scott County Planning
Department a scan of the accepted occupancy approval form.
• From there, you'll work with the Scott County Planning Department on any other occupancy
approvals necessary.
• If conditional occupancy is approved, please note any deadlines to complete work in the
future. For example, if occupancy is granted in the winter, trees may need to be planted in
the spring. Or, if it's too cold to pour a driveway approach, it may need to be inspected and
poured when the weather warms up. Be sure to note any deadlines the public works
department issues for these conditional approvals.

TERMS
1. COSESCO permits are valid for one (1) year from the date of issue. If final stabilization is not achieved as
defined by the Iowa Department of Natural Resources (IDNR) in their General Permit #2, the permit must be
renewed. Operating without a valid permit is a violation and will result in a stop work order and associated
penalties.
2. This permit must be approved prior to any land disturbing activity.
3. The controls indicated on the Storm Water Pollution Prevent Plan (SWPPP) must be in-place, maintained,
and any changes recorded.

4. The applicant assumes all responsibility for the SWPPP and amendments and will certify the SWPPP
complies with all requirements of the COSESCO ordinance any state and/or federal requirements.
5. The applicant agrees to pay all fees associated with this permit.
6. By signing this document, the applicant certifies that all information submitted above is correct and the
applicant agrees to the terms.

GENERAL SWPPP NOTES:
1.EACH HOME BUILDER WILL BE RESPONSIBLE FOR FURNISHING / INSTALLING A CONCRETE WASHOUT
FOR THEIR USE.
2.NO EQUIPMENT IS TO BE WASHED ON LOT.
3.NO EXISTING TREES MAY BE REMOVED BY THE HOME BUILDER. ONLY THE DEVELOPER IS
AUTHORIZED TO REMOVE TREES.
4.PRIOR TO PLACING TOPSOIL, THE ENTIRE LOT SHALL BE GRADED AND THEN DISKED TO LOOSEN THE
SURFACE SOIL.
5.THE HOME BUILDER MAY NOT REMOVE ANY TOPSOIL FROM THE SITE.
6.ALL WASTE MATERIALS ARE TO BE REMOVED FROM THE PROJECT SITE. NO BURNING OR BURYING
OF WASTE MATERIALS IS ALLOWED.
7.PRIOR TO RECEIVING THE AUTHORIZATION FROM THE CITY OF RIVERDALE TO PROCEED, EVERY
HOME BUILDER SHALL SIGN A COPY OF THIS RESIDENTIAL SWPPP INDICATING THEY HAVE READ IT,
UNDERSTOOD IT, AND WILL COMPLY WITH IT. ONE SIGNED COPY SHALL BE SUBMITTED TO THE CITY
AND ONE SIGNED COPY SHALL RETURN TO THE DEVELOPER.
8.WHEN THE HOUSE CONSTRUCTION IS COMPLETE AND TURF IS ESTABLISHED, THE HOME BUILDER
WILL CONTACT THE CITY FOR FINAL ACCEPTANCE. UPON RECEIVING AN ALL CLEAR, THE HOME
BUILDER IS NO LONGER RESPONSIBLE FOR THE RESIDENTIAL LOT SWPPP.
9.AT THE END OF EACH WORKING DAY, THE HOME BUILDER SHALL REMOVE ANY EARTH OR
MATERIALS TRACKED ONTO THE STREET.

INSPECTIONS
Before the concrete is poured, the completed framework shall be made accessible to the building
department for their inspection for compliance with the city standard specifications. Call in inspection
request at least twenty-four (24) hours in advance. For inspections, call the City of Riverdale, Iowa, Public
Works Department, at (563) 949-0464.
CERTIFICATION
I hereby certify that I have read and examined this application and know the information provided to be true
and correct. All provisions of laws and ordinances governing this type of work will be complied with whether
specified herein or not. The granting of a permit does not presume to give authority to violate or cancel the
provisions of any other state or local laws regulating construction or the performance of construction.
