The City Council of Medina, Minnesota met in special session on September 17, 2013 at
6:00 p.m. in the City Hall Chambers. Mayor Weir presided.
I. ROLL CALL
Members present: Anderson, Pederson, Martin, Martinson, and Weir.
Members absent:
Also present: City Planner Dusty Finke, Public Works Director Steve Scherer, Public
Safety Director Ed Belland, and City Administrator Scott Johnson.
II. LENNAR REQUEST TO AMEND THE MEDINA COMPREHENSIVE PLAN
Staff provided the City Council with background on Lennar's request for an amendment
to the Comprehensive Plan. The requested amendment would allow for higher density
single family development with municipal utilities on eight rural parcels located south of
the Enclave Development and north of Medina Road. The majority of the City Council
Members were not in favor of the proposed amendment from Lennar.
III. FIRE SERVICES DISCUSSION
Public Safety Director Ed Belland provided the City Council with background information
on Fire Services. He also provided a staff recommendation for the Hamel Fire contract.
Staff recommended the following: 1) a $160,000 payment amount for 2014 (11 %
increase over 2013), 2) the Hamel Fire Department would fund their small capital
expenditures ($22,000), and 3) the City would look into the option of purchasing fire
trucks with the understanding that Medina would own the trucks outright.
Mayor Weir asked for Council input on the staff proposal. Three of the Council
Members were comfortable with the direction staff was heading with the Hamel Fire
agreement. Two of the City Council Members were not comfortable with the staff
recommendation and requested further information.
Staff was directed by the majority of City Council Members to negotiate a two year
agreement with good faith language for a contract extension, $160,000 payment for
2014 (with an increase for the second year), small capital equipment expenditures would
be paid for by the Hamel Fire Department, and discuss the option of Medina purchasing
and owning future fire trucks for the Hamel Fire Department.
IV. ADJOURN
Mayor Weir adjourned the Work Session at 6:58 p.m.
