ZONING ORDINAANCE
AND OFFICIAL ZONING MAP
TIFFIN ZONING ORDINANCE, AMENDING
ZONING DISTRICTS AND MAPS, AN
ORDINANCE REGULATING AND
RESTRICTING THE LOCATION,
CONSTRUCTION, AND USE OF BUILDINGS
AND STRUCTURES, AND THE USE OF LAND
IN THE CITY OF TIFFIN, IOWA. THIS
ORDNANCE REPEALS ORDINANCES IN
CONFLICT WITH IT AND PROVIDES
PENALTIES FOR VIOLATION OF ITS
REGULATIONS.

INTENT AND PURPOSE, COMPATIBILITY,
RULES AND DEFINITIONS

BE IT ENACTED:
1.01 REPEALING,ADOPTION,AND TITLE
This Ordinance repeals all prior Tiffin Zoning Ordinances and any prior amendments. This
Ordinance establishes comprehensive zoning regulations for Tiffin and.provides for the
administrative enforcement and amendment of itself. The City Council adopts this
Ordinance by authority of the'#Code of Iowa. This Ordinance is designated No. Zoog -27?.
, City of Tiffin, Iowa. This Ordinance may be cited as the"Tiffin Zoning Ordinance
No. ".
1.02 INTERPRETATION AND APPLICATION
The interpretation and application of the provisions of this Ordinance establish the
minimum'requirements adopted for the promotion of the public health, safety, morals, or
general welfare. This Ordinance applies to all structures, land, and uses within the
corporate limits of Tiffin, Iowa.Wherever the requirements of this Ordinance vary from the
requirements of any other lawfully adopted restrictions or requirements, the most
restrictive, or that imposing higher standards, must govern. Uses and exceptions not
specifically described for each Classification are prohibited in that classification.
1.03 INTENT AND PURPOSE
The City Council adopts Zoning Ordinance and Zoning Map for'the purpose of improving
and protecting the public health, safety, comfort, convenience, and general welfare of the
people in accordance with the Code of.Iowa Section 414.3. The Ordinance intends to
accomplish the following:
A. To preserve the availability of agricultural land.
B. To consider the protection of soil from wind and water erosion.
C. To lessen congestionon the public streets.
D. To avoid undue concentration of population.
E. To prevent the overcrowding of land,thereby ensuring proper living and working
conditions and preventing the development of blight and slums.
' F. To establish adequate standards for the provision of light, air, and open spaces.
G. To facilitate the provision of adequate transportation, and of other public
requirements and services such as water, sanitary sewer,storm sewer,
schools, and parks.
H. To zone all properties with a view to conserving the value of buildings and
encouraging the most appropriate use of land throughout the City. `

On the 14`x' day of September, 2005 at a regular meeting of the Tiffin City Council,
Tiffin, Iowa, Cbuncilperson Huedepohl introduced ORDNANCE NO. 2005-272, entitled,
TIFFIN ZONING ORDINANCE, INCLUDING ZONING DISTRICTS & MAPS, AN
ORDINANCE REGULATING AND RESTRICTING THE LOCATION,
CONSTRUCTION, AND USE OF BUILDINGS AND STRUCTURES, AND THE USE
OF LAND, AND AMENDING THE TIFFIN ZONING ORDINANCE IN THE CITY
OF TIFFIN, IOWA, and moved that it be given its first reading. The motion was
seconded by Councilperson Petersen. Ayes: Huedepohl, Dils,Petersen, Bartels and
Gericke. Nays: None. Absent: None.
Five members of the Tiffin City Council begin present and having voted"Aye", Mayor
Glenn R. Potter declared the motion carried and ORDINANCE NO. 2005-272, entitled,
TIFFIN ZONING ORDINANCE,INCLUDING ZONING DISTRICTS & MAPS, AN
ORDINANCE REGULATING AND RESTRICTING THE LOCATION;
CONSTRUCTION, AND USE OF BUILDINGS AND STRUCTURES,AND THE USE
OF LAND, AND AMENDING THE TIFFIN ZONING ORDINANCE IN THE CITY
OF TIFFIN, IOWA, was read the first time and discussed and placed on record.
On the 1e day of September, 2005, at a regular meeting of the Tiffin City Council
Tiffin, Iowa. Councilperson Bartels introduced ORDINANCE NO. 2005-272, entitled,
TIFFIN ZONING ORDINANCE, INCLUDING ZONING DISTRICTS &MAPS, AN
ORDINANCE REGULATING AND RESTRICTING THE LOCATION,
CONSTRUCITON AND USE OF BUILDINGS AND STRUCTURES, AND THE USE
OF LAND, AND AMENDING THE TIFFIN ZONING ORDINANCE IN THE CITY
OF TIFFIN, IOWA, and moved that it be given its second and third reading by title only,
and that the rules requiring second and third reading and reading on three different dates
be dispensed and that the ORDINANCE NO. 2005-272, TIFFIN ZONING
ORDINANCE be read the second and third time by title only. The motion was seconded
by Councilmember Dils. Ayes: Bartels,Petersen, Huedepohl,Dils and Gericke. Nays:
None-Absent: None. Motion carried.
Five members of the Tiffin City Council being present and having voted"Aye", Mayor
Glenn R. Potter declared the motion carried and Ordinance No. 2005-272, TIFFIN
ZONING ORDINANCE was read the second and third time by title only, discussed and

Thereupon, it was moved by Councilperson Huedepohl, and seconded by Councilperson
Gericke that the ORDINANCE 14`012005-272, entitled, TIFFIN ZONING
ORDINANCE, INCLUDING ZONING DISTRICTS & MAPS,AN ORDINANCE
REGULATING AND.RESTRICTING THE LOCATION, CONSTRUCTION AND USE
OF BUILDINGS AND,STRUCTURES,ANIfj THE•USE`OF LAND, AND AMENDING
THE TIFFIN'ZONING;ORDINANCE IN-THE CITY, be placed on its last reading and

read read the last time. Ayes: Gericke, Bartels, Dils, Huedepohl, and Gericke. Nays:
None. Absent: None. Motion carried.

Thereupon, it was moved by Councilperson Bartels, and seconded by Huedepohl that
ORDINANCE NO. 2005-272, entitled,TIFFIN ZONING ORDINANCE INCLUDING
ZONING DISTRICTS &MAPS,AN ORDINANCE REGULATING AND
RESTRICTING THE LOCATION, CONSTRUCTIONAND USE OF BUILDINGS
AND STRUCTURES,AND THEEUSE OF LAND, AND AMENDING THE TIFFIN
ZONING ORDINANCE INLTI- CITY OF TIFFINf IOWA be placed upon its final
passage and adopted. Ayes: Gericke,Huedepohl, Bartels, Dils and Huedepohl. Nays:
None. Absent: None. Motion carried.:

Glenn R., Potter declared the motion carried, and'the ORDINANCE NO. 2005-272,

I, Clerk of the City of Tiffin, Iowa, state that an Ordinance entitled, TIFFIN ZONING
ORDINANCE, AMENDING ZONING DISTRICTS AND MAPS, AN ORDINANCE
REGULATING AND RESTRICTING THE LOCATION, CONSTRUCTION,AND
USE OF BUILDINGS AND STRUCTURES,AND THE USE OF LAND IN THE CITY
OF TIFFIN, IOWA. THIS ORDINANCE REPEALS ORDINANCES IN CONFLICT
WITH IT AND PROVIDES PENALTIES FOR VIOLATION OF ITS REGULATION,
and known as No. 2005-272, and signed by the mayor on the 21St day of September, 2005
and published on the 28th day of September, 2005 by posting copies thereof in three '
public places within the City of Tiffin, Iowa. That I posted copies of Ordinance no.
2005-272 in the following places: Morgan's Service, On the go Convenience Store
Suburban bp Amoco, and the Solon State Bank of Tiffin.
