Special Meeting January 31, 2006—Minutes
A meeting of the Orleans Planning Board was called to order at 5:00 p.m. in Meeting Room A, Orleans
Town Hall. Present: Chairman: Sims McGrath; Vice-Chairman: John Fallender; Clerk: Seth
Wilkinson;Nate Pulling; Kenneth McKusick; Associates: Paul O'Connor; Town Planners: George
Meservey and John Jannell; Secretary: Karen Sharpless. Also Present: Board of Selectmen Liaison:
Dave Dunford for Jon Fuller. Absent: Gary Guzzeau.
Sims McGrath noted that this special meeting is a continuation of the Planning Board's public hearing on
January 24, 2006 on the Zoning Bylaw Proposals.
PUBLIC HEARING—ZONING BYLAW AMENDMENTS
1.AMEND THE ZONING BYLAWS SECTION §164-13, Schedule of Use Regulations
To see if the Town will vote to amend the Orleans Zoning Bylaws by changing section§164-13.
Comments
The Planning Board's consensus was that these changes will make the §164-13 table easier to read and
understand.
MOTION: On a motion by John Fallender, seconded by Paul O'Connor, the Board voted to place this
article on the town meeting warrant for May 2006, and recommend it for approval.
VOTE: 5-0-0 The motion passed unanimously.
6.AMEND THE ZONING BYLAWS SECTION §164-3,Applicability
To see if the Town will vote to amend §164-3, Applicability, by striking the existing Section C in its entirety
and inserting a new Section C.
Comments
Meservey noted that the subsections in Section 1 have been renumbered at the recommendation of
Town Counsel(Michael Ford). The Planning Board's consensus was that the changes will make
this section easier to read and understand.
MOTION: On a motion by Nate Pulling, seconded by John Fallender, the Board voted to place this article
on the town meeting warrant for May 2006, and recommend it for approval.
VOTE: 5-0-0 The motion passed unanimously.

2.AMEND THE ZONING BYLAWS SECTION 164-34, Off Street Parking Regulations
To see if the Town will vote to amend the Orleans Zoning Bylaws section 164-34.B.1 by adding new text.
Comments
The Planning Board's consensus was that the changes will make this section easier to read and
understand.
MOTION: On a motion by John Fallender, seconded by Seth Wilkinson, the Board voted to place this
article on the town meeting warrant for May 2006, and recommend it for approval.
VOTE: 5-0-0 The motion passed unanimously.
3.AMEND THE ZONING BYLAWS SECTION §164-33, Site Plan Review
To see if the Town will vote to amend the Orleans Zoning Bylaws section 164-33 Site Plan Review by
adding a new section §164-33.IV.K for Parking Interconnections.
Comments
Fallender wondered how many businesses would be amenable to sharing parking with an interconnection.
McGrath noted that interconnections would allow people to travel between business sites without traveling
on the main road. Jannell noted that this would give the town the ability to protect existing connections and
avoid fencing between properties.
The Planning Board's consensus was that the changes will make this section easier to read and
understand.
MOTION: On a motion by Paul O'Connor, seconded by Seth Wilkinson, the Board voted to place this
article on the town meeting warrant for May 2006, and recommend it for approval as amended.
VOTE: 5-0-0 The motion passed unanimously.
4.AMEND THE ZONING BYLAWS SECTION §164-33.1,Architectural Review
To see if the Town will vote to amend the Orleans Zoning Bylaw section §164-33.1, Architectural Review,
by striking language and inserting new text.
Comments
Meservey noted that this section gives the Architectural Review Committee a clear checklist to help them
make the best decisions and they have contributed to the rewriting of this section.

The Planning Board's consensus was that the changes will make this section easier to read and
understand.
MOTION: On a motion by John Fallender, seconded by Nate Pulling, the Board voted to place this
article on the town meeting warrant for May 2006, and recommend it for approval with modifications.
VOTE: 5-0-0 The motion passed unanimously.
5.AMEND THE ZONING BYLAWS SECTION §164-4, Definitions
To see if the Town will vote to amend the Orleans Zoning Bylaw section §164-4, Definitions, by inserting
new definitions for Change of Use and Interconnections.
Comments
Meservey stated that according to Town Counsel(Michael Ford) this is a living document and is supportable
by law. McGrath noted that the intent of the bylaw is to protect the character of neighborhoods.
The Planning Board's consensus was that the changes will make this section easier to read and
understand.
MOTION: On a motion by Nate Pulling, seconded by Paul O'Connor the Board voted to place this
article on the town meeting warrant for May 2006, and recommend it for approval.
VOTE: 5-0-0 The motion passed unanimously.
ADJOURNMENT
MOTION: On a motion by Nate Pulling, seconded by Seth Wilkinson, the Board voted to adjourn at
6:20 p.m.
