Members present:
the City of Medina met in regular session on Tuesday, September 7, 1976 at
Mayor, Wayne Neddermeyer; Councilen, William Reiter, Arthur Theis, Robert
Franklin; Clerk, Donna Roehl; Attorney Richard Schiefrer; Planning &
Zoning Administrator, Anne Dorweiler.
Robert Franklin asked that the following corrections be made in the minutes of August 17:
Page 57, Item 1: " Robert Franklin made motion, reluctantly ". Page 58, Item 8: to ask
Bennepin County "to authorize" rather than "for" a private land sale.
Motion by Arthur Theis, seconded by William Reiser to approve correction on Item 8 and not
Item 1, and accept minutes.
Motion carried unanimously
1. SuBURBAN HENNEPIN NURSING SERVICE
information regarding contract with Nursing Service and oost of $1825.85 was tabled until
budget meeting.
2. HAMEL WELL
Three estimates for treating well were received as follows: McCarthy Well Co. $9000, Layne
Minnesota $1850; Bergersen-Caswell $4000. All quotes were approximate depending on conditions
of well and pump at time of treatment.
Robert Listberger of Bergersen-Caswell explained their patented method of jet cleaning and
stated that they would not treat well without removing pump. He presented rate sheet and names
of communities they have done work for. If problems would develop Vey would not work beyond
the $4000 estimate without direction of Council. If unable to develop they may ask that well
be abandoned and a new well drilled.
Jeff Lavik of Layne Minnesota explained their procedure, similar to Bergersen-Caswell and their
cost of $1850, not to exceed $2200. He listed equipment that would be used and the amount of
time expected for each procedure.
Engineer Lyle Swanson, stated that both were reputable companies and although they use
slightly differend methods the basics are relatively the same.
Leo Lauer explained that the well had been treated twice previously but that the acid had
been left in the well for 12-16 hours and encrustation may have taken place.
Motion by Robert Franklin, seconded by Donald DesLauriers to table selection of company to do
the treating until September 21st meeting.
Motion carried unanimously
3. GORDON TAUER
Discussion of driveway easement through the Tauer property. Lyle Swanson explained their
letter which stated that driveway should be raised and widened to 24 ft. and some ditching
be done.
Richard Schieffer explained that if property is divided, as planned, the present farm buildings
will not front on Morgan Rd. and will then be the third house on the easement necessitating the
need to bring the driveway up to village standards. If prospective buyers agree to upgrade the
road that should be written into the road agreement.
Discussion of the possibility of Mr. Tauer dedicating land west of the location where the pre-
sent driveways meet so that property owners to the west would not need an easement running
parallel to Mr. Tauer's easement.
Motion by Robert Franklin, seconded by Donald DesLauriers to ask the Engineer to draw plans
connecting the Applebaum property to the present easement and to determine the location of
the center line of Morgan Rd., and to ask that Gary Applebaum and Betsy Dayton attend the
September 21st meeting.
Motion carried unanimously
4. FERN STREET LIGHTING
Discussion of cost of street lighting and number of property owners that would benefit by
installation of such alight.
Motion by Donald DesLauriers, seconded by Arthur Theis not to install a street light on Fern
St., at this time, as it would only serve 3 houses.
Motion carried unanimously
5. COMMUNITY EDUCATION COMMIT'1'm ' 1
Wayne Neddermeyer appointed Arthur Theis as Medina's representative to the Orono Communi y
Education Committee meeting to be held on September 13th.
6. FERN STREET ASSESSMENT HEARING
Discussion of procedures involved in placing Fern St. upgrading costs on the assessment rolls.
Motion by Robert Franklin, seconded by Donald DesLauriers to approve Res. 76-33, approving
plans and Specifications and ordering Fern St. improvement; also to approve preliminary assess-
ment roll on September 21st and set a Public Hearing on October 5, 1976 at 8:00 P.M.
Motion carried unanimously
7. COLONIAL DRIVE IN HAZARDOUS BUILDING
Motion by Donald DesLauriers, seconded by Robert Franklin to adopt Res. 76-34, ordering removal
of hazardous structure at Colonial Drive In.
Motion carried unanimously
Discussion of their not policing the theatre properly during the summer and the number of calls
the police had to make during the past year.
8. FEE Sniff COMMITIEh
Arthur Theft appointed Wayne Anderson and Donald DesLauriers appointed Paul Neumann.
Discussion of which fees the Council would like the committee to study. First studies should
include fees collected by the City and second priority would be fees paid by the city for
various services.
Motion by Robert Franklin, seconded by Donald DesLauriers to ask committee to study fees in
the above order, to talk with employees, if necessary and to check bills paid by the City.
Motion carried unanimously
9. DELINQUENT SEWER AND WATER BILLS
Motion by Robert Franklin, seconded by Donald DesLauriers to adopt Res. 76-3g" regarding cert-
ification to Hennepin County of unpaid sewer and wFter bills as contained in Exhibit A.
Motion carried. Voting No, Donald DesLauriers.
Clerk was instructed to inform those that have outstanding bills of the certification if not
paid by October 1, 1976.
10. KRIENKE ROAD
Letter from Lyle Swanson regarding approval of the Krienke Rd. and the need to raise manholes.
Motion by Robert Franklin, seconded by William Reiser to table approval until September 21st.
Motion carried unanimously
11. METRO MOSQUITO CONTROL
Motion by Robert Franklin, seconded by William Reiser to enter into agreement with Metropolitan
Mosquito Control District to allow them to spread limestone on the city road ditches.
Motion carried unanimously
12. ST. ANNE' S CHURCH
Motion by Donald DesLauriers, seconded by Arthur Theis to grant a non -intoxicating malt liquor
license, at no cost, to St. Anne's Church and Fr. Paul Ardolf, for Sun. Sept. 26, noon to 9.P.M,
Motion carried unanimously
13. BILLS
Discussion of bill presented by Tom Loucks for work completed on the Comprehensive Plan. Counci
agreed to pay the bill with the understanding that it is the first installment of the $1000 he
had agreed it would cost to present the Comprehensive Plan to Metro Council
Motion by William Reiser, seconded by Arthur Theis to pay the bills: Order checks #6224-6279
in the amount of $12,949.29; Payroll #4166-4199 in the amount of $6038.52; Revenue Sharing
# 1014 in the amount of $416.44. Motion carried unanimously
Motion by Robert Franklin, seconded by William Resler to set budget meeting for Sept.28 at 8:P.P
Motion carried unanimously
Arthur Theis reported the following quotes on Lawn mowers: Fortin Hdw. $1886; Aierns Yd. Equip
1800; Long Lake Ford Tractor $1850.
