The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular meeting of June 6, 1996, was held on
Thursday, May 30, 1996,7:00 P.M., Council Office, Municipal Building,
61 Cooke Avenue, Carteret, New Jersey.
The following were noted present:

RESOLUTION #96-148 was introduced by the Mayor and was referred to
the Council for action
Upon MMS&C, by Councilmembers Bialowarczuk and Vesey
RESOLUTION #96-148
"RESOLUTION TO GO INTO CLOSED SESSION"
was adopted. Upon individual roll call vote, Councilmembers Bialowarczuk,
Failace, Feingold ana Vesey voted in the affirmative. Councilmembers
Fazekas and O'Brien were noted absent.
At approximately 7:02 P.M., the meeting was adjourned into Closed Session
Upon MMS&C, by Councilmembers Bialowarczuk and Failace and
unanimous affirmativp vote of the four (4) Councilmembers present, the
meeting was opened at 7:10 P.M.
Mayor Sica told Mr. Greenberg and Mr. Wright that they will be notified
tomorrow on the decision.

Borough Engineer Pratap Parmar read his report.
Mayor Sica said this was on the corner, when you come down by the bridge
where all the traffic was delayed. When they opened it up, they found they had
to replace 50' of sewer line that was shot. They had to close it back up and
the next day get the pipe and open it and do the job. Those are extras in West
Carteret.
Borough Engineer Pannar spoke about the Borough Parking lot. He said the
county agreed to pave the lot.
Mayor Sica said that was a $3,000.00 savings. He said they need a motion to
authorize the resolution to sign the agreement for the paving.

Upon MMS&C, by Councilmembers Vesey and Failace and unanimous
affirmative vote of the four Councilmembers present, the Mayor was
authorized to sign the agreement for paving of the Borough Hall Parking
Lot with Middlesex County.
Borough Attorney Hedesh said for the record, the Mayor called him and
told him the situation. The guy wanted the contract signed right away so
they could make their orders. The Mayor asked him if he should do it
without a resolution. His advice to the Mayor was that it is under the
bidding limit and they are saving a total of $3,000 so he thought he could
go ahead.
Borough Attorney Parmar spoke about a $18,000.00 grant from the
Department of Transportation in regards to Lefferts Street.
Mayor Sica said they would have to hire John Cilo to do the specifications
and engineering work. He said to do a resolution, not to exceed
m$3,000.00.. $18,000.00 is coming ITom the State.
Borough Attorney Hedesh asked what this was for.
Mayor Sica said surveying road project on Lefferts Street.
Borough Engineer Parmar spoke about the generator at the sewer plant.
Mayor Sica said at the Sewer Plant there is a 750 KV Caterpillar
Generator, in case there is a power failure we can generate our own
electricity and keep our pumps running. That cost $70,000.00. Ifwe don't
maintain it properly we are going to have a problem. If it doesn't go on
when we need it we will have a bigger problem. He said they are going
to hire a company on a yearly maintenance program for $700.00 to make
sure it's done right.
Borough Engineer Parmar talked about the scrubber in Port Reading.
Mayor Sica said the other thing Mr. Parmar was talking about is over in
Port Reading there is an odor that comes out of our sewer, rather than
argue as to who caused that problem, we don't feel we really caused it,
we'll just hire a contractor to put a scrub system in and it takes away the
odor and it has been working perfectly since.
Mayor Sica said our sewer bill went down in Middlesex County by
$120,000.00 ITom last year to this year because we are putting less water
in the system. The more water we get out the more it will decrease.
There are still some connections that are out there that shouldn't be out
there.
Borough Attorney Hedesh asked the Borough Attorney if the plans on the
Wanskus Contract are okay.
Borough Engineer Parmar said yes.
Borough Attorney Hedesh said there have been some modifications and
Mr. Parmar has approved vouchers that bring the cost to 54% of the 260
that we capped it off at.

Borough Attorney Hedesh said the contract calls to pay 80% upon the
documents being placed for bid, but we agreed that some of the stuff has to
be done yet. There are some approvals that he could not control and ITom the
State, Parmar wants to make sure that the numbers are changed to his
modifications. Parmar approved 54% which is 26% less. We are not at the
stage where we would get 80%, but we are somewhere in the middle.
Mayor Sica said we are having one hell of a war with the State over wetlands.
There are no wetlands there and they keep arguing that we filled it in.

Rite-Aid
Mayor Sica said at last night's Planning Board Meeting we approved the
application ITom Rite-Aid. Rite-Aid is going to take down that whole building
and they are going to put up a brand new building. He said why they are
doing it is because it is in an Enterprise Zone. They are going to have a Drive
- Thru Pharmacy.

Mayor Sica asked what the complaint was about.
Councilmember Vesey said it was an argument over a ticket
Mayor Sica directed the Assistant Clerk to turn this over to the Borough
Attorney because we have an insurance company that handles this.
2. NEGOTIATION COMMITTEE - Appointment to Vacancy.
Mayor Sica said he will do this at the Council Meeting.
3. LIBRARY BOARD - Appointment to vacancy of Mayor's Alternate.
Mayor Sica said he appoints Deborah Bialowarczuk.

COUNCILMEMBER BIALOW ARCZUK said along with the Men's Summer
Basketball they are creating a boy's summer basketball league.

COUNCILMEMBER VESEY said Mr. Kolibas issued photo LD.'s to his
employees and he thinks all the Borough Employees should have them. He
asked if there was anything on the books regarding them.
Mayor Sica said no,but we could put something on.
Councilmember O'Brien said former Councilmember Pino tried to do it.
The Assistant Clerk said we tried to do it, but no one would send their
people over to Police Headquarters to get it done.
Gloria Goodrich said there might be something on the books because we
had to have one when she first started here.
Mayor Sica said we will require everyone to do it.
Borough Attorney Hedesh said the Volunteer Fire Company has a
portable machine that makes the card right on the spot. He is not sure
they will let the Borough borrow it.
Mayor Sica said the Borough Employees want to trade the day after the
Fourth of July for Election Day so they can have a four day weekend. He
said he doesn't see a problem with that.
Borough Attorney Hedesh said in his office they polled insurance
companies and other companies and everybody is closed that day.

Mayor Sica said the other thing he wants to talk about is passing a
Resolution demanding our Congressman, Mr. Menendez, and to all the
Congressmen in the State of New Jersey and the two Senators, demand
an immediate investigation of this price gauging at the pumps. He said he
knows a little about oil refineries because that is what he has done. It
takes approximately 13 Y2 million barrels of oil a day to run the United
States of America. Oil is measured in 42 gallons to a barrel. Granted,
you are not going to get 42 gallons of gasoline out of a barrel of crude oil.
But you will get 42 gallons of something and that something has increased
an average of25¢. If you take 13'/2 barrels times 42 gallons to a barrel,
it comes up to 520 million gallons per day. He said remember we used
25¢ as the number. So it takes 4 quarters to make a dollar. Divide 520
million by 4 and it comes up to 140 million Dollars a day that is being
robbed from the people in the United States by the giant oil companies.
They arc going to do this for at least 90 days. 90 days equates out to
1,250,000,000.00 Dollars being taken out of the United States of
America's economy. That's only the tip of the iceberg. A good portion
of that 13.5 million barrels a day goes to running the big power plants that
generate the electricity that runs the industries and the houses in this
country. So, you are getting hit twice because all the utilities base their
profit on the bottom line. If it cost the utility one dollar to run the plant
for the year, they are allowed a certain percentage of that dollar to be
added on as a percentage for overhead and profit. If the bottom line is
bigger than a dollar they just add a bigger percentage of overhead and
profit. They just keep generating money. All of these big giant
corporations are ripping off the American people to the tune of billions of
doJlars. The same thing holds tme for any product that is manufactured
If they are making corn flakes and it cost them more money to nm the
ovens to make the corn flakes, the corn flakes cost more money. You're
getting hit twice and the asinine politicians in Washington decided they
were going to take 4¢ off the tax on the gasoline. That 4¢ at least comes
back to the people by way of road improvements. It puts people to work.

Mayor Sica said this money that is being robbed ITom the American taxpayers
is being robbed by a select few people and it is his opinion that this happens
about every four years, when you have big elections. No politician wants to
take on the oil companies or the electric companies or anybody else in an
election year because those are the companies that are going to pay $150
Million Dollars for the presidential candidate on each party. That $300
Million Dollars is going to come ITom somewhere. It's not going to come out
of anybody's pocket, except the American Taxpayer. He is demanding that
Mr. Menendez and our senators have an immediate investigation on this and
if necessary, we nationalize the oil companies until it stops because it is out
of hand. People are getting put out of work everyday because corporations
have to cut costs. If people can't afford to buy their products, because of the
price gauging that goes on. He read a statement in the paper that the reason
why the price went up so high is that the refiners didn't expect such a cold
winter and they didn't make gasoline all winter long so the reserves are
depleted down. He said that's a line ofbull---t. He said when a barrel of oil
is refine you get so many gallons of gasoline out it no matter what you do
with it. This country has turned around in half their refining capabilities.
They shut down refineries all over this country and they are now buying
foreign and charging us. Something has to be done. It's time the American
people start rioting in the streets on these oil companies to put a stop to this
because we are going to go broke. That's all he has.

affirmative vote of the five (5) Councilmembers present, the meeting was
adjourned into Closed Session at approximately 7:40 P.M.
