MEDINA CITY COUNCIL MEETING MINUTES OF SEPTEMBER 17, 1996
The City Council of Medina, Minnesota met in regular session on September 17, 1996
at 7:30 p.m. in the City Hall Council Chambers. Mayor Anne Theis presided.
Members present: John Ferris, Jim Johnson, Ann Thies, Phil Zietlow, and Mayor
Theis.
Members absent: None.
Also present: Public Works Director Jim Dillman, Police Chief Rick Rabenort, City
Engineer Shawn Gustafson, Zoning Administrator Loren Kohnen, City Attorney Ron
Batty, and City Clerk -Treasurer Paul Robinson.
1. Adoption of the Agenda
Moved by Thies, seconded by Zietlow, to adopt the published agenda with the following
additions: Membership In The Minnesota Association of Small Cities.
Motion passed unanimously.
John Ferris also added an announcement that the police negotiations will be taking
place on October 16. This was the earliest date that the Police Union Representative
could meet with the City.
2. Minutes
Moved by Johnson, seconded by Zietlow, to approve the minutes of the regular meeting
of September 3,1996, as submitted. Motion passed unanimously.
3. Consent Agenda
Moved by Johnson, seconded by Thies, to approve the consent agenda, as follows:
A. Approval of gambling license for Opportunities in Health Care Program Booster Club
- (Spring Lake Park High School) fund raising event at the Medina Ballroom.
Motion passed unanimously.
4. Park Commission Appointments
Moved by Johnson, seconded by Thies, to approve Sarah Settles to the Park
Commission. Motion passed unanimously.
Moved by Johnson, seconded by Thies, to approve Galen Bruer to the Park
Commission. Motion passed unanimously.
5. Park Commission Comments
Park Commission Chair Tom Gregor presented the following three items to the City
Council for discussion and action:
1. Snow Golf Tournament - Tom Gregor stated the Commission endorsed this fund
raiser sponsored by the Hamel Athletic Club and that last year this event raised

$1,600 for the park. The Park Commission was seeking approval from the City
Council on this issue.
2. Cherry Hills Property in Tax Forfeiture - Tom Gregor stated that the Park
Commission recommended that the City Council acquire this property. It is
surrounded by 100 homes and holds future potential as a park or as open space.
Jim Dillman added that this area may be needed in the future for some type of water
control such as a retention pond.
3. Medina Lake - Tom Gregor stated that the Commission spent a lot of time on this
issue and that they believe this lake does not hold potential benefit as a recreation
area.
Tom Gregor asked the City Council if they had any questions about the progress at
Hamel Park. He stated that the sledding hill has been completed and it looks good
and is about 25 feet high. He also added that Doboszenski & Sons Inc. agreed to do
the grading at the park in exchange for having a location to place their excess fill. The
grading should be completed by fall of 1997.
Jim Johnson asked if the grading plans included taking care of the drainage issues at
the park.
Tom Gregor stated that the grading would include working on drainage issues with the
priority given to the drainage issues on the north side of the park which deal with water
coming down from town. The grading also includes the construction of two ponds, one
on the northwest corner and one in the southwest corner with a shallow ditch
connecting the two.
Jim Johnson asked what could be done about the 4-Wheelers on the sledding hill.
Rick Rabenort responded that the recent perpetuators were caught and that their police
department believes they can control the problem.
In closing Tom Gregor stated that the Park Commission was also working on finding an
alternative snowmobile trail through the park that would not interfere with the sledding
hill.
Moved by Zietlow, seconded by Ferris, to acquire the tax forfeited property at Cherry
Hill for future use. Motion passed unanimously.
Moved by Theis, seconded by Ferris, to approve use of the park for a Hamel Athletic
Club Snow Golf Event. Motion passed unanimously.

OLD BUSINESS
6. Setting Time and Date for Department Head Evaluations.
Moved by Theis, seconded by Ferris, to have a special meeting on October 17th, 1996
at 6:00 p.m. for department head evaluations . Motion passed unanimously.
NEW BUSINESS
7. Letter of Credit Reduction for Foxberry Farms.
Shawn Gustafson stated that all of the sewer and water utility work and the grading
had been completed and that the street work is under way. Based on this he
recommended that the letter of credit be reduced to $226,467 and the performance
bond to $113,233.
Moved by Ferris, seconded by Johnson, to reduce the letter of credit to $226,467 and
the performance bond to $113,233 for the Lundgren Bros. Foxberry Farms
Development. Motion passed unanimously
8. Proclamation Declaring National "Betty Crocker Eat Breakfast with your Family
Week."
There was some discussion about the seriousness of this action. The consensus was
that this was a minor action that would not have any significant consequences whether
or not it was passed by the City Council.
Moved by Ferris, seconded by Thies, to approve a proclamation declaring national
"Betty Crocker Eat Breakfast with your Family Week" Motion passed unanimously
9. Membership In The Minnesota Association of Small Cities(MAOSC).
Mayor Theis said she was sent information from the MAOSC and wanted to know if the
City Council would like to become a member of this association.
After some discussion about cost and applicability to the City of Medina the consensus
of the City Council was not to join this association.
10. Adjourn
Moved by Johnson, seconded by Thies, to adjourn the meeting at 8:02 p.m.. Motion
passed unanimously.
