April 25, 2006—Minutes
A meeting of the Orleans Planning Board was called to order at 7:00 p.m. in Meeting Room A, Orleans
Town Hall. Present: Vice-Chairman: John Fallender; Clerk: Seth Wilkinson;Nate Pulling; Kenneth
McKissick; Associates: Paul O'Connor; Gary Guzzeau. Town Planners: George Meservey;
Secretary: Karen Sharpless. Also Present: Board of Selectmen Liaison: Jon Fuller; and Dan
Connolly(Tree Warden) and Paul Sellers (NSTAR). Absent: Chairman: Sims McGrath.
John Fallender presided over this meeting as Acting Chairman in the absence of the Planning Board
Chairman. Gary Guzzeau agreed to vote as a regular member.
7:00 P.M.—Scenic Road Public Tree Hearing—NSTAR(Vegetation Management Plan)—Circuit
628
Wilkinson read the legal ad into the record. Paul Sellers (NSTAR arborist) explained that the trees have
not been cut and trimmed in this section of town(known as Circuit 628) since 2001. Sellers noted that all
affected homeowners have been notified and have signed forms agreeing to this work. Dan Connolly
(Orleans Tree Warden) stated that he has reviewed the proposed plan with Paul Sellers and agrees that
this is necessary work to protect the overhead wires. Sellers explained that this work is scheduled to be
performed during the months of June and July 2006.
MOTION: On a motion by Ken McKusick, seconded by Nate Pulling, the Board voted to close the
evidentiary portion of the NSTAR Scenic tree hearing.
VOTE: 5-0-0 The motion passed unanimously.
MOTION: On a motion by John Fallender, seconded by Nate Pulling, the Board voted to authorize
Paul Sellers of NSTAR for the removal of ten(10) trees, as advertised, and to conduct maintenance
pruning under the supervision of the Tree Warden in Circuit 628 located within the town road layouts of
designated scenic Roads.
VOTE: 5-0-0 The motion passed unanimously.
Cancellation of Planning Board meeting for May 2,2006
MOTION: On a motion by John Fallender, seconded by Ken McKusick the Board voted to cancel the
meeting scheduled for May 2, 2006.

Marketing Survey
The Planning Board agreed to discuss questions proposed by Fallender, McKusick and Guzzeau for the
Village Center at the meeting on May 23, 2006. It would likely be a survey of business owners.
ACTION: Meservey to collate material and combine into a single document before the meeting on May
23, 2006.
APPROVAL OF MINUTES: April 11, 2006
MOTION: On a motion by Ken McKusick, seconded by Nate Pulling, the Board voted to approve the
minutes of April 11, 2006.
VOTE: 5-0-0 The motion passed by a majority. (Seth Wilkinson abstained).
ADJOURNMENT
MOTION: On a motion by Nate Pulling, seconded by John Fallender, the Board voted to adjourn
at 7:30 p.m.
VOTE: 5-0-0 The motion passed unanimously.
