Also present: Town Administrator Michael Embry and Ralph Marotti and Diane Pansire of the Brewster Housing Partnership Committee The Chair called the meeting to order at 4:32 pm Recording or Taping Notification As required by the Open Meeting Lmv we are informing you that the Tovvn will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair."We request that all cell phones be turned off or to vibrate. 1. Discussion and potential vote regarding funding request of up to $39,600 from the Town of Brewster to hire a Part-Time Housing Administrator. Town Administrator Mike Embury reviewed the application requesting a part-time housing administrator/coordinator and the proposed job description was distributed. There was a request for a subcommittee of the CPC Committee to review the applicants and make a recommendation for hiring. Ralph Marotti and Diane Pansire both of the Housing Partnership reviewed the needs for this position. Since the departure of Jillian Douglass there is a need for someone with her expertise so that the Brewster citizens know what is available to then for decent affordable housing. It is also important to establish an outreach program. It is also important to have someone who will be able to keep the 3 affordable housing affordable and not allow an affordable house to fall out of this need. There was also a suggestion that instead of hiring a part-time person, perhaps hiring a consultant would work so that the expertise is there,but that no matter which way it was decided to go, this was an important addition to the flown. There was discussion about how f long this position would be and how it would be financed. This would come out of the CPC Housing budget for the remainder of this fiscal year and next year. Following this it may become part of the town's budget. There was discussion on the need for recent experience in housing that is felt would be beneficial to the town. It was suggested that if E recent experience is wanted, then it should so state that in the requirements on the job description. Assessing the different applicants will be important and it was felt that pertinent experience would be very important. The salary would be adjusted in the warrant CPC Meeting Minutes March 8, 20.17 Page 1 of 5 article for the position to begin innnediately following town meeting, at about about 9 weeks for FY '17 and then for FY '18. Motion made by Roland Bassett to accept the application for the Town of Brewster to hire a part-time housing administrator with the funding adjustments as discussed. William Klein seconded. VOTE: 9-0-0 2. Review of draft award letters for Brewster Woods, Governor Prence Residences, and Bikeways Committee The Committee reviewed the three draft award letters for Brewster Woods, Governor Prence Residences, and the Bikeways Committee. It was decided to review the Bikeway Committee award letter first. Following a review of the Bikeway's Committee letter suggested minor changes were made and the conditions as outlined in the letter were accepted. Roland Bassett will be the liaison for this Bikeway Committee project. There was discussion about the DPW installing and maintaining the crosswalk lights to the manufacturer's specifications. These lights will be installed on town owned land. Motion made by Peter Johnson to approve the draft award letter for the Bikeways Committee as discussed with recommended changes. Jeanne Boehm seconded. VOTE: 9-0-0 Barbara Burgo and Paul Ruchinskas recused themselves from the Brewster Woods draft award letter review and left the room. Jeanne Boehm is the liaison for the Brewster Woods project. This letter was based on the award letter for Cape Cod Village and in question is the amount to be held back in line#8. The local preference will be applied for in this project at 70%Brewster residency but will need to be approved. Motion made by Peter Johnson to accept the draft award letter for Brewster Woods as presented. William Klein seconded. VOTE: 7-0-0 The Committee then moved on to review the Governor Prence award letter. This is a regional project and in three different communities CPC funding has been approved. This project was presented as a Barnstable County local preference when it was originally voted and approved by the committee. However, the Town of Eastham ZBA has approved a local preference for up to 70 percent of Eastham residents only and has stated this in their 40B variance. It was expressed that the vote to approve this project ' would have been different with an Eastham local preference. It is felt that the award letter and contract will need to stipulate a Barnstable County local preference only and the language will need to be stronger, It is suggested that town counsel review both housing award letters (Brewster Woods and Governor Prence). Changes will be made to the award letter to reflect today's discussion and following legal review and consultation. I CPC Meering Minutes March 8, 2017 Page 2 of 5 Paul Ruchinskas and Barbara Burgo rejoined the meeting to discuss the local preference requirement and how it works. There was a review of the 40B requirements and ZBA's can make certain recommendations and conditions regarding zoning, but they are not allowed to make financial conditions or recommendations. It is felt that if challenged by the developer, the Town of Eastham ZBA request for the local preference may be struck down. Local preference includes those living, working or going to school in the town. If the regional local preference is approved, Brewster would be considered in the first 70 percent of applicants. Those not chosen in the first draw are put in the second draw. Following this discussion on local preference, Paul Ruchinskas left the room again. The discussion continued about the changes of the Governor Prence project and it was felt the original vote could stand but that a contingency needs to be added to the award letter and contract and the approval of the project will have legal review by the town. The award letter will be reworked following today's discussion and returned at a future meeting for a vote. Paul Ruchinskas rejoined the meeting. 3. Review and discussion on the draft CPC articles for the May Town Meeting. There was a review and discussion on the draft CPC articles for the Special Town Meeting, Article 6 and Annual Town Meeting, Article 9. STM Article 6 deals with Community Preservation fund balances and budgetary transfers. Item 5 was questioned as to why the part-time housing coordinator project was split and placed in both the Special Town Meeting and Annual Town Meeting Warrant Articles. There was a brief review of the new budgeting procedures. There was discussion on moving the pant-time housing coordinator in its entirety to the Special Town Meeting Warrant instead of having it in both the Special Town Meeting and Annual Town Meeting split up by fiscal years. It was the consensus of the committee that this was the way to go and the money in item 5 of Article 6 will be increased to $35,400 adding the salary in FY '17 and FY '18 and approving this as a project in its entirety. This change in cost is due to the fact that the salary was originally figured on 16 weeks in FY '17 and it will only be funded for about 9 weeks following approval at town meeting. Language for the Article 6 motion will be changed to include the 30%reserve fund in addition to Open Space 50%, Housing 10%, and Historical 10%. Language needs to be corrected in the comments section of Article 6. Annual Town Meeting Warrant Article 9 was reviewed next. Under Community E Housing, the part-time coordinator will be moved to the Special Town Meeting. There was discussion on the amount of professional services for $10,000 but after discussion, it was felt this was sufficient. It was decided to change the Reserves Administration Expense to $15,000 fiom $16,053. The 30% Reserve fund language needs to be added to the motion in Article 9 as well. Descriptions need to be developed for each article and will be taken from the applications. Going forward funds will be rolling over E I CPC Meeting Minutes March 8, 2017 Page 3 of 5 t automatically and will not require an annual vote so that the only votes will be on projects and appropriations. The CPC is expected to go before the Finance Committee next week and the CPC officers will work on the article language. The CPC is due to go before the Board of Selectmen on March 20, 2017 to discuss these articles. 4. Discussion and vote on professional services request from Open Space Committee. The professional services request from the Open Space Committee for$2,000 for survey work by John O'Reilly was reviewed. This is a new parcel the Open Space Committee is looking at purchasing and these funds will be used to help arrive at the valuation of the parcel. Peter Johnson made a motion to approve the professional services request from the Open Space Committee for$2,000 for survey work for a certain parcel. Roland Bassett seconded. VOTE: 9-0-0 Treasurer's Report Elizabeth Taylor reviewed the Treasurer's Report put together by the Finance Director bene Larivee and dated March 8, 2017. There was discussion about the descriptions and i there will be further investigation as to whether these need to be changed. Upon further review there are some changes that need to be made to this report and these will be reviewed with the Finance Director. Vote to approve February 8, 2017 meeting minutes. Due to the number of changes in the meeting minutes of February 8, 2017, the vote was held to next meeting. Mems that the Chair could not reasonably have anticipated. There was a letter dated March 8, 2017 that was an update on the Cape Rep project distributed to the committee and pictures of the project were passed around and reviewed. i There was a brief discussion on the Crosby Mansion being listed on the historic register. i i 3 8.
