HomeMy Public PortalAbout1964-04-25 Meeting173 COUNCIL MINUTES April 250 1964 The Council of Bal Harbour Village met at 9:30 A. M. on Saturday, April 25, 1964. Present: Messrs. Hart, White and Sanders. Absents Messrs. Beatty and Faulkner. Also present were W. H. Webb, Village Manager, Mary T. Wetterer, Village Clerk and Thomas.H. Anderson; Village Attorney. Upon motion of Mr. Sanders, seconded by Mr. White and unanimously approved, the minutes of the previous Meeting of March 28, 1964 were approved as submitted. ` Mr. Webb informed those .present that the State Health Department approval on the design of the sewer station and the size of the equipment has not as yet been received. Upon their approval, Mr. Roth will proceed with the purchase of the necessary equipment. Mr. White moved to give the Village Manager the confirmation needed to purchase the necessary sewer equipment from Gondas Corporation, the only firm turn— ing in a bid. Motion.seconded by Mr,. Sanders ind unanimously approved. Mr. Webb then called upon Mr. Anderson to brief the members on the progress of the financing for the sewer and water improvements. Mr. Anderson stated that he and Mr. Webb met with the representatives from the Community National Bank and the Miami Beach First National Bank and the banks attorney, Mr. Ronald Stillman. The banks have agreed to 3i-% coupons. Also, several features of the bond ordinance were discussed, the adoption of which is necessary to enable the Village to raise the money to p$ y for the sewer and water improvements. The Engineers are in the process of preparing for the letting of bids which will be received in time for the May Council meeting. Everything is being done that is needed. Just as soon as he has completed the redrafting of the ordinance, it will be presented for passage and then the Village will start bond evaluation procedures to have the court validate the bond issue. The Village Manager informed the Council that in putting our Rew 12" water main up Collins Avenue there is a line of coconut trees that will have to be removed on the -west side of Collins Avenue. In this connection, he has written all the owners of the properties involved asking permission to remove said trees. To date, only one has requested that three trees be replanted. Mr. Webb requested permission to expend the monies needed for this removal. Mr.Sanders moved to authorize the Village Manager to expend the -funds needed for the removal and relocation of these trees. 'Motion seconded by Mr. White and unanimously approved. April 25, 1964 174 In order to facilitate the awarding of bids and the pass- ing of the ordinance necessary to finalize the p1ins `or the sewer and water projects, Mr. Webb requested that the Council Meeting dates for the next three months Le held as follows: May 23rd, June 13th and July llth. Mr. White moved to accept the Council meeting dates as recommended, Motion seconded by Mr. Sanders and unanimously approved. The Village Manager then advised that the Community Nation- al lank is planning to put in a small trust department in con- junction with their hank operation. They are considering a small addition of moot 110C snuaro feet, however, this would involve additional parking. As the Zoning Ordinance requires the parking to be contiguous and there is no adiacent land to the hank parcel, they have asked that the Council consider allowing them to provide a separate parking lot, Mr. Anderson sunnested that perhaps a variance could he worked out in this case and suggested no action until the final plans have '•peen su'mitted to the Village Manager. Mr. Wehh informed the Council that the Metropolitan Dade County Planning Board had requested permission to appear be- fore the Council to present a progress report. It was unan- imously agreed that Mr. Webb write and advise the pond to appear at the May 23rd meeting. Mr. White made a motion to adjourn. Motion seconded !y Mr. S•-nders and unanimously approver'.
