Inspection of Buildings - September 1996. Treasurer - September 1996. Ordinance #96-23, No Parking Certain Hours - Tabled 10/3/96. She said we got a letter from Ronna and she is requesting that we read her letter tonight, but everybody already had copies of it. She said Ronna was against the ordinance. Attorney Hedesh said the reason that was tabled is he ran into Mc Fadden and he called him in the office and told him that we can't do that. He told McFadden not to tell him they can't do that. You have to have the Chief talk to the Mayor or the Council. Then he saw it on Second Reading. Mayor Sica suggested Tabling this until the next Agenda Meeting and have McFadden and the Chief here. He said there was no reason that we can't do this. He commented that somebody is going to get killed over there. Councilmember Failace asked if someone had said there was already something on the books. Attorney Hedesh said that was the Library . Mayor Sica said to send the letters to the Chief for Mc Fadden and him to be here at the next Agenda Meeting. Attorney Hedesh said they told the Mayor that they said they had talked to him and he told them to take it off. Mayor Sica said no, he said he would hold it until they get to the bottom of it. Not that it is not going to go on but he is entirely convinced that it has to be. Something has to be done. Bocci Ball Court _ Dedication. Councilmember Vesey said some of the people are on vacation and they asked him to ask the Mayor if it could be in two weeks. Mayor Sica said whatever day they want to put it down, give it to the Clerk and he will dedicate it. Attorney Hedesh said as a citizen, his opinion is, if they don't dedicate it on Columbus Day for the Italians when will they dedicate it. Will they wait until next Columbus Day. Mayor Sica said they couldn't make it for Columbus Day, it is Monday. Barry Albin Esq. - Re: State vs. Pt!. Connoly. Resolution #96-223 authorized $1000.00. Requesting additional appropriation of $1600.00. 2 J Mayor Sica told Attorney Hedesh to look into this. Attorney Hedesh said they will go into Closed Session on this. L Bid _ StårRenovation - Mayor Sica said they only had one (I) bid. They are going to rebid it. It is on Parmar's report. Paul Wolfe _ Letter regarding ADA assistance & services. He said he just met with him. He commented that we have an ADA Coordinator but he is looking for one that will find him a job. We couldn't have that. He told him if he was ever discriminated against because he has a clef pallet then ifhe comes to the Mayor and Council and it is a local company then they can do something. Mayor Sica _ Plaque, RE: Paulius Associates. He said the foundation that he donated is worth every bit of $40,000.00. Pat Holden _ Requesting ordinance for tax abatement and/or exemption rrom property taxes, Re: Equipco. She is looking for a five (5) year abatement on the building he is going to build. He said he sees nothing wrong with that. He is still going to be paying the land taxes. He then asked if anyone had an opinion on it. Councilmember Failace said we are loaning the guy $100,000.00 on top of it. Mayor Sica said we are getting interest. Councilmember Failace said he understood that we are getting a little something back, but he would like to look it over more. Mayor Sica said you aren't going to get industries to take a piece of property that is heavily contaminated and put big money in there. You will get no tax abatement on that. When all he is looking for is a little bit of help on the building he is going to build. It is never on the land or land improvement, it is always just on the building. He thinks it is a good idea. It paid offvery handsomely with White Rose and D.B. Brown, etc. He said to put it on for approval. Mr Parmar, Borough Engineer was present and he spoke inaudibly. '- Mayor Sica said he tried to get someone to donate the plumbing and we were not successful in doing that. He said what we did over there, what Victor has done is he keyed out . He left that spot of the floor out. He did all the penetrations through the walls so now we have to have someone do all the plumbing where the bathrooms and etc. are going to go up through the floor and out of the building and then there will be another cost to go over to the street. He said to do the rough plumbing it is a $4500.00 deal. Mr. Parmar said the bids should be opened on Federal Boulevard. OCTOBER 10. 1996 Barry Albin Esq. Re: West Carteret RESOUJITOO #96-286 Mayor Sica said they will have the Purchasing Agent open the bids on Federal Boulevard because they have to award it ASAP to retain our State money. Mr. Parmar said something about testing in this area. He said Mr. Hedesh (inaudible). Mayor Sica said there is a company up there that wouldn't let the Sabo Pump Station in. He told Attorney Hedesh to call them up and give them the lock and block number. He also mentioned about TV inspection work going on in West Carteret. He said they were pushing the guys to do the manhole repairs. He mentioned the front steps and the TV inspection in the Chrome Area. He said they have some lines there that they can't even get through. He said we are going to make a survey of it. He said we are going to have to do some kind of a survey on it to see which of those lines are still active. BUSINESS TO BE ADDED: Councilmember Vesey asked for Kevin Vitale to be put on permanent. He said he spoke to Patrick and the money is there. Mayor Sica said they could use the grant money as subsidy to it. Attorney Hedesh told Mr. Parmar that people are saying that they have talked to him and the sewer people about the sewer in West Carteret on a specific day. He said he needs some information on that. Mayor Sica said this is a guy in the middle of the block that got sewage back in his house. He said no one else on the block had this except for the woman across the street from the water coming through her walls. That man had something wrong with his plumbing. He said if the whole block had it, it is one thing, but if the people on either side didn't get it there is nothing wrong with the main sewer line. Attorney Hedesh said he also needs the breakdown of the cost of the paving and concrete, etc. on Beverly Street because they have to have a hearing on that. We have the appraisals, we bid all that money, we need to get that done. RESOLUTION #96-286 was introduced by the Mayor and referred to the Council for action. 4 .J L Upon MMS&C, by Councilmembers Vesey and Fazekas RESOLUTION #96-286 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Bialowarczuk, Failace, Fazekas, Feingold, O'Brien and Vesey voted in the affirmative. At approximately 7:24 p.m., upon MMS&C, by Councilmembers Vesey and Failace and unanimous affirmative vote of the full membership present, the meeting was opened to the public. At approximately 7:25 p.m., a motion to adjourn was made by Councilmember Failace and second by Councilmember Vesey, so after no further discussion this meeting was adjourned.
