Work Session Minutes of May 10, 2021 MOTION2021-103 On a motion by Vice Mayor Martinez, seconded by Council Member Cummings, the minutes of the Work Session of May 10, 2021, were moved for approval. ADOPTING THE MEETING AGENDA MOTION2021-105 On a motion by Vice Mayor Martinez, seconded by Council Member Bagdasarian, the meeting agenda was moved for approval. Council Member Bagdasarian requested to have a motion added to the agenda to reconsider the resolution approving the Sycolin Cemetery Land Transfer pursuant to Section 10.1 in the Council Rules of Procedure. There were no objections to adding this item to the agenda immediately after Section 9—Presentations. • The agenda was approved by the following vote: Aye: Bagdasarian, Cummings, Nacy, Steinberg, Vice Mayor Martinez and Mayor Burk Nay: None Vote: 6-0-1(Fox absent) 7. CERTIFICATES OF RECOGNITION a. None. S. PRESENTATION OF PROCLAMATIONS a. Wayne's Crossing Day Mayor Burk read the proclamation for Wayne's Crossing Day. b. National Gun Violence Awareness Day Mayor Burk read the proclamation for National Gun Violence Awareness Day. Ms. Deanna Cain was in attendance to accept the proclamation and made a few remarks. 9. PRESENTATIONS a. Environmental Advisory Commission(EAC) 2020 Annual Report Environmental Advisory Commission Chair Jennifer Chu presented the Commission's annual report. b. John W. Tolbert Jr. Environmental Award Mayor Burk and Environmental Advisory Chair Jennifer Chu presented the John W. Tolbert, Jr. Award to food scrap collection and composting company Food Loop. Ms. Lauren Gassman, owner of Food Loop, accepted the award and made a few remarks. 2 I Page COUNCIL MEETING May 25, 2021 Sycolin Cemetery Memorandum of Understanding—Motion to Reconsider MOTION On a motion by Council Member Bagdasarian, seconded by Council Member Cummings, the following was proposed: To reconsider the vote approving the Sycolin Cemetery Memorandum of Understanding with the Loudoun Freedom Center The motion to reconsider failed by the following vote: Aye: Bagdasarian, Cummings, Vice Mayor Martinez Nay: Nacy, Steinberg and Mayor Burk Vote: 3-3 10. REGIONAL COMMISSION REPORTS a. None. 11. PETITIONERS The Petitioner's Section was opened at 7:22 p.m. Monica Belton. Spoke to Council in support of Council making the necessary drainage improvements to the Sycolin Cemetery. The Petitioner's Section was closed at 7:25 p.m. 12. APPROVAL OF THE CONSENT AGENDA MOTION 2021-106 On a motion by Vice Mayor Martinez, seconded by Council Member Steinberg, the following consent agenda was proposed: a. Joint Meeting Request with Board of Supervisors in Fall 2021 RESOLUTION2021-073 Authorize the Mayor to Send a Letter to the Chair of the Loudoun County Board of Supervisors Requesting a Joint Meeting between the Loudoun County Board of Supervisors and the Leesburg Town Council for the Fall of 2021 b. RESOLUTIONS /ORDINANCES /MOTIONS a. None. 4 I Page COUNCIL MEETING May 25, 2021 14. PUBLIC HEARINGS a. Non-exclusive Telecommunications Facility Franchise(s), Bid Opening and Public Hearing Mayor Burk opened the public bidding at 7:27 p.m. and notified Council that two proposals had been received. The two bids publicly opened via WebEx at noon earlier in the day were dated May 21, 2021, from New Cingular Wireless PCS, LLC, and May 24, 2021, from Cellco Partnership d/b/a/ Verizon Wireless. Mayor Burk asked if there was anyone else wishing to submit a bid. There being none, the Mayor declared the bidding closed at 7:28 p.m. and gave the bids to Town Manager Kaj Dentler for staff to evaluate. The Public Hearing was opened at 7:27 p.m. Deputy Town Attorney Christine Newton presented Council with the proposed process for soliciting bids and considering the grant of non-exclusive telecommunications franchises. Ms. Newton advised Council that the invitation for bids was advertised and follows the other state code requirements that apply whenever you grant a franchise that is for a term longer than five years. Council and staff discussed the proposed process. Public Speakers: There were no speakers wishing to speak during the public hearing. To allow staff time to evaluate the bids and make a recommendation, the public hearing was continued to June 22, 2021. b. Town Code Amendments Related to Airport The Public Hearing was opened at 7:39 p.m. Town Attorney Chris Spera presented Council with the proposed Town Code amendments related to the Airport. The proposed changes include the recommendations made by the Ad-Hoc Committee established by Council to review the Airport Commission as well as additional changes to the Town Code to address some necessary wording updates as presented by the Airport Director to ensure the roles and responsibilities of the Airport, the Town, and the Airport Director were all properly defined and that the Airport Commission was advisory in nature and not adjudicatory. Council and staff discussed the proposed amendments to the Town Code and Airport regulations. Public Speakers: There were no speakers wishing to speak during the public hearing. The public hearing was closed at 7:47 p.m. 5 I Page COUNCIL MEETING May 25, 2021 MOTION2021-107 On a motion by Vice Mayor Martinez, seconded by Council Member Nacy, the following was proposed: ORDINANCE 2021-0-012 Amending Town Code Sections 2-223, 6-22 and 6-24 Clarifying the Role of the Airport Commission and RESOLUTION2021-079 Adopting Revised Rules, Regulations and Minimum Standards for the Leesburg Executive Airport The motion was approved by the following vote: Aye: Bagdasarian, Cummings, Vice Mayor Martinez, Nacy, Steinberg, and Mayor Burk Nay: None Vote: 6-0-1(Fox absent) 15. COUNCIL DISCLOSURES AND COMMENTS /ADDITIONS TO FUTURE MEETINGS Council Member Bagdasarian disclosed that he met with the COPA Co-Chair, Ms. Carmen Felder, and members of the Loudoun Museum Board to discuss a Black History Mural project. Council Member Nacy gave a shout out to Ms. Vanessa's third grade class at the Destiny School of Arts who invited her to come speak to them at their school. She said she told them she would recognize them during the Council meeting on television. 18. MAYOR DISCLOSURES AND COMMENTS /ADDITIONS TO FUTURE MEETINGS Mayor Burk welcomed Ms. Vanessa's third grade class. Mayor Burk disclosed she met with the Byrne family to discuss a possible affordable housing site in Leesburg. Mayor Burk stated she met with Senator Boysko and Delegate Gooditis and asked for clarification on the Oversight Board legislation. Mayor Burk said she attended the VML's executive committee meeting and noted they are excited the VML conference is going to be in person in October in Leesburg. Mayor Burk said the Salvation Army held their recognition luncheon on May 14th and she was grateful for all that they do. Mayor Burk said she and Council Members 6 I Page COUNCIL MEETING May 25, 2021 Cummings and Steinberg attended the ribbon cutting for the Tuscarora Creek Flood Mitigation Project. Mayor Burk explained the project and said it is a great project that everybody should be very proud of. Mayor Burk said she held a Meet the Mayor event at Maverick Café which is a bike shop where she met lots of people. Mayor Burk noted she was joined by Council Member Cummings at the ribbon cutting for Leesburg Junction which is a co-working site for cause and they call it that because any money that is above and beyond they give to charities. Mayor Burk said she presented the skilled nurses of Inova Nursing and Rehab Center with a proclamation. Mayor Burk thanked everyone that attended the State of the Town address. Mayor Burk extended her sympathies to the Lawrence family for the death of Mr. Ben Lawrence. Mayor Burk welcomed Liberry which is a wine, beer and coffee shop. Mayor Burk said she met with Mr. Amir Saeed of the Leesburg Islamic Center who are opening a mosque right outside of Leesburg in the County. 19. TOWN MANAGER COMMENTS a. None. 20. CLOSED SESSION a. Pending Litigation/Annexation and/or a Boundary Line Agreement with Respect to the JLMA MOTION2021-108 On a motion by Mayor Burk, seconded by Vice Mayor Martinez, the following was proposed: I move pursuant to§2.2-3711(A)(7)and'2.2-3711(A)(8)of the Code of Virginia that the Leesburg Town Council convene in a closed meeting for the purpose of consultation with legal counsel and briefings by staff members pertaining to the pending litigation of Town of Leesburg et al v. Loudoun County et al, Loudoun County Circuit Court No. 19-1768 where such consultation in open session would adversely affect the negotiating or litigating posture of the Town;and consultation with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel, and pertaining to a potential annexation and/or boundary line agreement with respect to the JLMA. I will be presenting this on Saturday, but I need to read it into the record. It is "Wayne's Crossing Day, June 5th, 2021, whereas General George Washington ordered General Anthony Wade and his brigade of Pennsylvania troops into Virginia in the spring of 1781 to reinforce Major General Marquis de Lafayette's armies during the Virginia campaign in the Revolutionary War.Whereas General Wayne crossed the Potomac River with a brigade of 700 troops on May 31st, 1781 at Nolan's Landing in Loudoun County, and marched through Leesburg on June 3rd, 1781, and whereas General Wayne's troops provided critical reinforcement for Lafayette--" Council Member Bagdasarian: Lafayette? Mayor Burk:Yes,Lafayette.I'm sorry,I'm getting confused with Renee's name,"army in Virginia,which then retreated from the large British army of General Charles Cornwallis prior to his arrival.Whereas General Wayne leading to the advanced forces of the army and augmented by 200 Virginia riflemen engaged Cornwallis at the Battle of Green Spring on July 6th, 1781, in the largest infantry engagement to occur in Virginia during the war, resulting in the withdrawal of Cornwallis and his army across the James River into Yorktown where the war ended a few months later. Whereas Wayne's Crossing was a significant Revolutionary War event in Loudoun County's history as commemorated by the historical marker at Lucketts Community Park about three miles from where Page 21 May 25, 2021 General Wayne's army crossed the Potomac River, whereas we recognize the Sons of the American Revolution and the Daughters of the American Revolution for commemorating this event.Therefore,be proclaimed that the Mayor and the Council of the Town of Leesburg, Virginia, hereby recognize June 5th,2021 as Wayne's Crossing Day in Leesburg,Virginia, proclaimed this 25th day, May 2021." Our next proclamation is the"National Gun Violence Awareness Day,June 4th,whereas every day more than 100 Americans are killed by gun violence,along with 230 who are shot and wounded.On average, there are more than 13,000 gun homicides every year.Whereas Americans are 25 times more likely to die by gun homicide than people in other high-income countries.Whereas Virginia has 1,019 gun deaths every year at a rate of 1.7 deaths per 100,000 people. Virginia has the 34th highest rate of gun deaths in the United States. Whereas gun homicides and the assaults are concentrated in cities with more than half of all firearms- related gun deaths in the nation occurring in 127 cities and whereas cities across the nation including Leesburg are working to end the senseless violence with evidence-based solutions.Whereas support for the Second Amendment right of all law-abiding citizens goes hand in hand with keeping guns away from people with dangerous histories. Whereas gun violence prevention is more important than ever as COVID-19 pandemic continues to exacerbate the gun violence after more than a year of increased gun sales, increase calls to suicide and domestic violence hotlines, and increase in city gun violence. Whereas in January 2013, Hadiya Pendleton was tragically shot and killed at the age of 15. On June 4th, 2021, to recognize the 24th birthday, people across the United States will recognize the National Gun Violence Awareness Day and wear orange in tribute to other victims of gun violence and the loved ones of those victims. Therefore, be it proclaimed that the Mayor and the Council of the Town of Leesburg, Virginia, hereby recognize the first Friday in June 2021 to be the National Gun Violence Awareness Day in the Town of Leesburg to honor and remember all the victims and survivors of gun violence and to declare that we as a country must do more to reduce gun violence. Proclaimed this 25th day of May 2021." I'm going to take this down and present this at this point. [silence] Mayor Burk: Hello, and thank you very much for being here today. Thank you for accepting this proclamation. Would you mind introducing yourself to the group and telling us what exactly you were doing and why you're here today? Deanna Cain: My name is Deanna Cain, I'm a Leesburg resident. I'm also a member of Moms Demand Action. Every the first Friday of June,we remember the people who we've lost to gun violence,and also we reach out and think of those who have lost somebody and who are living with that loss every day. As the proclamation mentioned, we had increased gun sales during COVID and also increased homicide,suicide, and also domestic violence. For our Wear Orange project this year,we collected gift cards in the amount of$10,$25,$50 to donate to the LAWS women's abused shelter so that they can help get the women and people who are affected locally back on their feet and get back to the community. Mayor Burk:Thank you very much.We appreciate all you do. [inaudible] Deanna Cain: Oh,that's okay. [laughter] Page 31 May 25, 2021 Deanna Cain: One thing I would love to see in the Town of Leesburg is for the Town Council to follow the example of the Board of Supervisors who have made firearms illegal in all of the County buildings. I think that would be a great way to protect everybody in the Town Hall.I'm not sure what other buildings that would include, but I would like to see that move forward. Mayor Burk: Thank you.Thank you very much for all that you do, Deanna. It really is important. We might very well take up your request in the near future. Our next is we have presentations.We have the Environmental Advisory Commission Annual Report.Jennifer Chu is here. Jennifer Chu: I am. Mayor Burk: Hello, come on up. Jennifer Chu: Hi. Is it going to be on the screen? Mayor Burk: Yes, you're going to be on the screen at this point. Jennifer Chu: Is the report on the screen? No. Mayor Burk: No. Jennifer Chu: Okay, got it. That's fine. All right. Thank you, Mayor Burk and members of the Town Council for giving me this opportunity to highlight some of the activities of the Environmental Advisory Commission from last year, 2020. It was a quiet year because of the pandemic.Typical activities that we didn't get to do, we usually have a booth at the Flower and Garden Show.We helped kick off the Keep Leesburg Beautiful month of April,that wasn't done either. We typically have some educational outreach to Town residents at local events,and we weren't able to do that either because of the social distancing and stuff.In terms of Keep Leesburg Beautiful and picking up litter because it's a litter cleanup event, we're able to pivot in the fall, typically that's in April in the spring, but litter doesn't stop for anyone. Actually, there was more litter than ever because of all the disposable gloves and masks.We pivoted, and in the fall, we had a revised Keep Leesburg Beautiful drive-through pickup event. It was at the Liberty lot.We arranged all the bags and the gloves. Mayor Burk:And the wonderful jackets. Jennifer Chu: Sorry? Mayor Burk:The wonderful jackets. Jennifer Chu: And the jackets and the vests in minimizing contact, and we had a pretty good turnout. The number of people who came by to pick up their supplies and do their own small group cleanups was as many people came as the prior year,2019 April cleanup. I was really glad that there were people still want to get out and do their part to keep the Town clean. They must have found some bad litter Page 41 May 25, 2021 spots where they had to get out and clean it up. I'm looking forward to 2021. Some of the things we're looking to do is take another look at the Town's energy conservation and management policy. Just take a look at every couple of years to see if we can set the bar a little higher, make improvements, looking at pesticide use and sustainable landscaping. It's building on what the Town Council had, the regulations they had passed a couple of years ago, and banning glyphosate for the Town or the Town sprays and the waterways and using the goats.Also, really taking another look at recycling to improve recycling rates.That's all I had. Hopefully, I get another opportunity to speak with you guys to present our strategic plan or something to tell you more in detail what we have planned for this year.Thank you. Mayor Burk: Thank you.Thank you for all your hard work and all that you do.We really appreciate it. The next item we have on our agenda is the John W. Tolbert Jr. Environmental Award. Some of you, new members to the Council may not have ever known Mr.Tolbert.He was a member of Town Council. He was one of the first African-American members of Town Council. He was very concerned about the environment and worked very hard to make the Council that he served on aware of the environmental issues. This environmental award that we're giving out tonight is named for him. I'm going to go take this down, and I'm going to call Jennifer back up so that she can give the award out and tell us about the awardee. [pause] Mayor Burk: Okay.This is the actual award,the Town of Leesburg,Virginia Tolbert Award, and this is going to Food Loop LLC. I'm delighted to introduce Food Loop as the recipient of the 2020 John W.Tolbert Jr. Environmental Achievement Award. Food Loop is a homegrown, born in Leesburg food scrap collection and composting business started by Northern Virginia native and Leesburg resident Lauren Gassman,who was trying to find a local solution to lack of composting options in Town. Since 2019, Food Loop has collected more than 10,000 pounds of food scraps through partnerships with local businesses,public drop-off sites,and through a residential pickup service and has composted the food scraps at small-scale composting hubs throughout Loudoun County.That's 10,000 pounds of food scraps have been diverted from the landfill and converted into a nutrient-rich resource.The EAC would like to recognize Food Loop for its grassroots initiative to develop a local solution for reducing household organic waste going to landfill. Food Loop has shown us what is possible? Thank you, Lauren,for taking that first step. Mayor Burk: Go ahead,say your few words,and then I'll take that. [laughter] Lauren Gassman: Thank you so much for the award, I appreciate it. It was funny because Jennifer asked me,"Should it be under Lauren Gassman or should it be under Food Loop?"I kept thinking about it, and thought none of what I've done has been me. It has totally been on the graces of the people who've hosted our composting sites,the people who have volunteered to help collect all the food scraps even helped compost. Jennifer is one of them. It's more recognizing the team,the loop, everyone who's involved in doing that. Just moving forward, I have talked with our customers about what they'd like to see, and a lot of them just wish that the Town would pick up composting in some way. I have some ideas in case you're not sure where you want to go with it.[laughs] Mayor Burk:Wonderful. If you're wondering how will we possibly fund this, there is a grant that just came out from the USDA. It's due like July 16 for communities or for local governments,city governments to apply for.A two-year program for community composting and food waste reduction, so the money is there. Christine Newton: I am. Mayor Burk:Tina. Christine Newton: I know you all remember my presentation on April 27th when you adopted the initiating ordinance. I'm just going to give you a little bit of a recap and maybe that will be helpful to any members of the public who were not in attendance last month. I'm Christine Newton,the Deputy Town Attorney, I just want to catch you up on a little bit of background here. In order to use the Town's public rights of way to install infrastructure, utility carriers have to have a consent mechanism. That consent mechanism can be short-term or long-term. Over the past several years, we've seen an increasing number of applications for small cell infrastructure in the Town's rights-of-way. We've consistently used a five-year license agreement structure to handle those requests for consent to use the right-of-way.We've in fact approved now eight license agreements because you all had one on the consent agenda this evening, in addition to the seven that we had previously approved.We expect the use of a franchise agreement structure to be helpful to both the carriers and the Town. From the Town's perspective,the longer-term agreement will gather all the requirements and protections for all the different installations into one place for each carrier. This will also streamline our application process for individual installations, and it eliminates the need to have you all approve each individual application. That also helps us facilitate compliance with what is called the shot clock for handling those applications.As the Mayor mentioned, on April 27th, you all adopted in initiating ordinance. It set forth a process for soliciting bids and considering the grant of non- exclusive telecommunications franchises. In accordance with that initiating ordinance, we advertised Page 91 May 25, 2021 • the invitation to bid and follow the other State Code requirements that apply whenever you grant a franchise that is for a term longer than five years. We published that notice on May 13th and May 20th, bids were received and publicly open today by WebEx, our own Carmen Smith was the host. You have solicited your additional bids from the floor as required by the State Code.We have worked with outside counsel to develop the proposed franchise, which you saw as the item that was the required form of the bid.We have Matt Ames from Hubacher Ames&Taylor, our outside counsel is available by WebEx this evening in case we have any questions for him about that document. He worked with us to prepare an appropriate franchise agreement that was required form for bid submission. One of the things that we are seeing as an efficiency if we adopt a franchise structure is that all the previous license agreements with any particular carrier will be brought under the umbrella of that franchise agreement. The term of the franchise agreement will be 10 years with three automatic renewals of five years each. That's a total of 25 years. It will govern all types of pole-mounted, small cell facilities, so the kinds that we've seen so far co-located with other utilities, and also replacement poles for other utilities such as electrical poles.We'll also be able to cover new standalone poles,which we need a mechanism to consider. In addition to installation and maintenance requirements,the agreement will provide for indemnification to the Town and impose insurance and bonding requirements.Franchisees will still be required to obtain zoning permits and right of way permits for each installation as they are today. The next step is to complete this public hearing on the text of the franchise ordinance. We're recommending that the bids be referred to the Town Manager so that we can go through because as you will notice that the proposed bid format is a rather long agreement document. Those will need to be evaluated, and we suggest that you hold open the public hearing so you can get the recommendations from the Town Manager, and then we will present to you at your June 22nd meeting the recommended franchisees.That's all we've got. If they want it to renew as is,they wouldn't have an opportunity to change any of the terms.As a practical matter,there may be discussions before those renewals because of the fact that the technical end of what the carriers would like to install may evolve over that period of time, and I imagine that it will. Mayor Burk:The Town can't change anything.They can't after the 10 years say, "Okay, if you want to be renewed, you got to pay more, or you got to make them look different."The Town can't make any changes. Christine Newton: Not without some basis such as the carrier is not following the agreement. Not without some basis for otherwise,for canceling the agreement. There you are. Christopher Spera: Here I am.Thank you, Madam Mayor, Members of Council.You'll recall that you created the Ad Hoc Committee with respect to Airport operations. That was ably chaired by the Vice Mayor.At the same time, I undertook a review of both the Town Code as it related to the Airport as well Page 11 1 May 25,2021 as the Airport regulations with an eye towards making sure that the roles and responsibilities of the Airport,the Town,the Airport Director,were all properly defined. As I have expressed to you at the time, I wanted to be sure that our citizen advisory commission was serving in an advisory capacity to you and that we did not,without express statutory authority,delegate any adjudicatory role to a citizen advisory committee. Essentially,what we have for you this evening is both an ordinance which makes a couple of proposed changes to the Town Code with respect to the Airport as well as a resolution with a set of revised regulations that were a product of both the Ad Hoc Committee, my own review, and then Mr. Coffman's review of some things that he wanted to clean up. There were some things that he pointed out to me that related to Airport operations and not related to liability or legal issues that he wanted to clean up in the regulations and in the Code. For those three conduits, if you will, we bring you this set of changes. First, let me address the updates proposed by the Ad Hoc Committee. The Committee made several recommendations to you. The first is that an additional voting seat on the Airport Commission be created for a representative from an Airport Business Association, if the business is out of the Airport. I'd like to form such an association.They're essentially advocating for the creation of an eighth seat. Obviously, it's an even number of voting members, but it is, after all, an advisory committee, so that's probably okay. In addition, the ad hoc committee recommended that a member of the Economic Development Commission be designated as a non-voting liaison to the Commission. These are two proposed changes to the composition of the Airport Commission which is statutory in Section 223 of the Town Code. These are the proposed changes you see in your packet to Section 2-223(c). These are the changes proposed by the Ad Hoc Committee. Not codified anywhere, but the committee, in its recommendations, did recommend that the Airport Commission should operate solely in an advisory role which is the same mandate, but I sort of took upon myself to make sure that that was the case. In any event, that's what the Ad Hoc Committee recommended. Those are the proposed changes redlined in your packet 2-223(c). Next, the updates that I am advocating for just basically clarifications in 2-223(b) and (d) clarifying the roles and responsibilities of the Commission making it clear that they are advisory and not adjudicatory. There's a bevy of proposed changes that are the subject of the resolution not of the ordinance which are the changes to the regs. Again, all really wordsmithing with an eye towards making roles and responsibilities clear advisory not adjudicatory. Changes that Mr. Coffman pointed out that were ably made and very apt,we had in 6-22 of the Town Code talked about fixed-base operator license fees,but we were using that section to apply to any business at the Airport for their fees whether or not they were truly an FBO or not. I think Scott's proposed change to make these Airport commercial operator fees is accurate and avoids any confusion. If somebody who's not a fixed base operator filling out something that's called an FBO operator fee or operator license didn't make a ton of sense. I think that is a good change to make. Scott also made some proposed changes to section 6-24 to clarify the process of how you register an airplane. Again, that's the red line text you in your packet in the ordinance with the respect to Town Code section 6-24, and then Scott and I worked together so that you see the redline version of the proposed edits to the regs.All of this was sent to the Airport Commission.We wanted to be sure that they had an opportunity to review. We had meetings with the Airport Commission members as well as providing them in advance with the proposed changes and as the communication you got from the Airport Commission Chair is here.We were all of like mind on that and they had no objections to the changes that we are proposing. If you have any questions, Mr. Coffman and myself are happy to answer them. As I stated earlier, this is essentially a two-part process because we're changing the Town Code.That is an ordinance and that's why we have a public hearing component.The resolution obviously does not require a public hearing. May 13th, I attended the VML's executive committee and they are,to say the least,excited that the VML conference is going to be in person in October here in Leesburg.We get to show off the seven towns of Loudoun, and it's going to be really exciting. I hope you all will mark your calendar and attend.The Salvation Army had their recognition luncheon on May 14th.There are so many wonderful things that the army does and that their volunteers do every day to help those in need. It was really a lovely event. I'm very grateful for all that they do. May 15th, Council Member Cummings and Steinberg and I joined me in the cutting the ribbon for the Tuscarora Creek Flood Mitigation Project.This project took a stream that flooded the townhouses next to it and turned it into this meandering stream that is beautiful and it's alive with all sorts of natural wildlife. If you haven't had a chance to go see it,do. It's really worth the walk and it's a great project and everybody should be very proud of it.Also on that day, I held a Meet the Mayor at Maverick Cafe. If you get a chance to go to that cafe, it's also a bike shop. I met a number of people that stopped by and talked and had coffee. One little girl, Harper,was so excited to meet the Mayor that she told her mother,when she went over to her mother that she met the Mayor of the Universe. I just want to thank Harper for giving me a promotion.May 19th,we held a ribbon-cutting at Leesburg Junction, and Mr.Cummings was also there . for that one. Congratulations to them. It is a co-working site. They call it a co-working site for cause because any money that is above and beyond,they give to charities.They have a number of charities in Town that they support. That day, I also gave a proclamation to the skilled nurses of Inova Nursing and Rehab Center. They were very grateful and wanted me to make sure to thank the Town Council for realizing the importance of the work that they do. I want to thank everyone that attended the State of the Town on May 20th. My sympathies go to the Lawrence family for the death of Ben Lawrence.What a delightful man he was,and he really epitomized what Leesburg was all about.Need to welcome Liberry,we welcomed them with a ribbon-cutting. I have trouble with that because I kept trying to say library, and we want to welcome them.That is a wine and beer and coffee shop. Today, I had the opportunity to meet with Amir Saeed of the Leesburg Islamic Center. They are opening a mosque right outside of Leesburg. It's in the County, but it's right on the border, so we wish them all the luck.Town Manager,do you have anything that you have to add? Kaj Dentler: No comments.
