Chairman's announcements VNA in conjunction with BOH will hold a child and adolescent Immunization and lead screening on January 16,2017 from 11:30AM— I 2:OOPM at their offices in Dennis. The number to call for an appointment is 508-957-7423. VNA in conjunction with BOH will hold a blood pressure/glucose/cholesterol clinic on January 24, 2017 from 10:OOAM—2:OOPM at the Brewster Ladies Library. The Board of Health and the Selectmen will meet on Jan P at 7pm to interview and vote on a new Board of Health member. j Dr.Scherzo stated that he will be doing the 2016 Board of Health report for the Town report and welcomed any Input from the Board members. He stated that Ms. Dugan will be participating remotely and there will be roll call votes. 2. J.M.O'Reilly&Associates—continued Title 5 and Local variance requests for 102 Cedar Hill Road(Dec 7,2016) John O'Reilly presented this to the Board. This is a continuation from the December 7,2016 meeting. The system was installed in 1988. It is a single family 3 bedroom dwelling.The owners want to demolish the existing home and rebuild a 3 bedroom home. They are requesting the following variances: i 1. SAS to be 6 feet fiom property line 2. SAS to be 5 feet from full foundation 3. SAS to be 50 feet from coastal bank 4. Relief from the Environmentally Sensitive Area regulation The SAS is In the middle of the western side of the lot,which is 50 feet from coastal bank. There are wetlands and a creek on the property. The SAS straddles both resource areas.There is suitable soil to accommodate system. Almost 7'above the estimated high groundwater. Dr. Chaffee spoke about what still needs to be done with the Conservation Commission.Mr. O'Reilly stated that the Conservation Commission asked the staff to draft an order of conditions for their review and straw polling of commission was 4 in favor and 2 against.At last night's meeting there were 2 members missing and he had asked for a continuance until the 271,of January. WWW.TOWN.BREWSTER.MA.US BOH 1!4117 Minutes page 2 Ms.Dugan stated that she has a problem with the tear down and rebuild.Dr. Scherzo stated that the board had discussed the issue of rebuilding in an environmentally sensitive area,and they had previously had allowed it. Dr.Chaffee has some of the same issues as Ms. Dugan and is also concerned about the room count. Mr.O'Reilly stated that if you are adding flow,then Title 5 considers it new construction. Dr, Scherzo spoke about it being 50 feet from wetland.Wonders if a pressure dose system would be better.Mr. O'Reilly stated that he doesn't have an issue with using a pressure dose system. Mrs. Ice spoke about the pocket door on the den and stated that it would need to be a cased opening in order to not be counted as a bedroom. Mr.Gallagher asked what type of soil it was. If it is a conservancy soil, it would need to be included on the plan. Mr. O'Reilly stated that pant of the garage does have conservancy soil and it will need to go to Board of Appeals. Mr.Gallagher stated that he does want it on the plan. Mrs. Ice asked about the outdoor shower,and the fact that it needs to be plumbed into the septic if shown on the plan. Ms. Dugan is concerned about the fact that the lot wasn't surveyed. Mr.O'Reilly stated that a survey has been done and he is comfortable with where the lot lines are shown,he also stated that the the system is 28' from the abutters house. Mr.Gallagher asked about the over dig with the proposed system. Mr.O'Reilly spoke about putting liners in so water doesn't travel onto neighbor's property. Motion: Continue until February 1, 2017 meeting. Revised plans need to be submitted showing the pressure dose system, removal of the pocket door,outdoor shower(either plumbed in or removed), liners for the septic and clarification of the soils. Realty Executives—request to keep existing SAS in its current location-46 Main Street There was no one present from Realty Executives. Dr.Scherzo stated that the SAS is 115 feet from the pond and the flow is downgradient. Dr.Chaffee stated that they were asking for a variance of 185'and that the distance to groundwater is 5.5' Mr. Gallagher asked if the house was unoccupied could we get the next transfer to upgrade? Ms. Dugan spoke about her concerns. Motion: Grant the variance request to Fannie Mae only for the SAS to be 115' from the pond, The Board will require that an additional inspection be done if the property is sold within the next 2 years at which time the Board may require a new system to be put in, Motion: Mary Chaffee Second: James Gallagher Vote: Carmen Scherzo—yes Action: Motion carried Mary Chaffee-W-yes Annie Dugan—yes James Gallagher-yes BOH 1/4/17 Minutes page 3 4. Discuss Ma Wildlife in Crisis: Rodenticide Toxicity This came about because of a concerned citizen of Cape Cod who felt that people were positioning rats and in turn other animals were eating them and the poison was killing the other animals. i Mr, Gallagher stated that poison that is being put out there is going up the food chain so people do need to be aware of what they are t putting out there. Believes this is an education issue, Dr. Scherzo stated that pesticide spraying is regulated by the state and towns do not have the right to block pesticide use. Dr.Chaffee stated that just by talking about this at a public meeting would help educate the public. 5. Discuss January 18th meeting date Mrs. Ice cannot be here for that meeting. There is nothing scheduled currently. No meeting on the 18th 1 6.
