GOV , BOARD OF HEALTH MEETING EREIdSTER 706JfJ r: LERY; WEDNESDAY, APRIL 19 , 2017 AT 7 : 00PM TOWN HALL, ROOM A Board members present : Carmen Scherzo, DVM , Chairman , Joe Ford , Vice Chairman ; Mary Chaffee, RN PhD ; James Gallagher and Annette Graczewski , MT ( ASCP ) Others present : Nancy Ellis Ice, MPH , CHO , RS, Health Director and Tammi Mason , Senior Department Assistant 1 . Chairman ' s announcements The VNA in conjunction with Board of Health will hold a blood pressure , glucose and cholesterol screening on April 25, 2017 from 10 : 00 — 2 : OOPM at the Brewster Ladies Library . 2 . Stephen A . Haas Engineering, Inc . — continued variance requests for 566 Lower Road ( March 15, 2017 ) Steve Haas presented . This was before the Board on March 15, 2017 but had not yet received Conservation Commission approval so the Board requested it be continued , Conservation Commission approved the plans at their last meeting with no changes . Real Estate Transfer , Previous variances were issued in 2014 and have since expired , Mrs . Ice stated nothing has changed in the plan or request , Motion : Finding that the new system will be further away from the wetlands and there is greater separation to groundwater, approve the following variances : 1 . To allow the SAS to be 17 feet from the foundation 2 . To allow the SAS to be 50 feet from a wetland Motion ; James Gallagher Second : Joe Ford Vote : 5 -O-O Action : Motion carried Dr . Chaffee questioned the number of bedrooms . Mr . Haas stated that it is a four bedroom and always has been . 3 . Discuss changes to the I /A Monitoring Regulation Mr . Gallagher had made some changes to the wording in the fine section of the regulation and that is what is before the Board , He asked how we know it' s a malfunctioning system if it' s not being monitored . Dr . Scherzo questioned spelling in section 6 . In reading this he discovered that the town has a bylaw about malfunctioning systems . There is a $ 200 fine . Should the changes actual ) be under #4 and leave #6 the way it is ? ? Y g Y Y Mrs . Graczewski agrees that we shouldn ' t be double fining people . Spoke about maybe adding a requirement about I/A systems when there are upgrades . Mrs , Ice stated that there has been past discussions on this issue . Discuss potential farmer' s market policy Everyone got the email late this afternoon but Dr . Scherzo thinks the Board needs to digest it and talk about it at the next meeting . He would like to talk about fees tonight . There are 2 fees that the Board can charge for . One being the registration for the farmers market itself and the other is the farmers' market retail food permit/ farmers market limited food service permit . Registration fee : Chatham charges $ 15, Harwich charges $ 50 . Do we want to charge a fee for each market ? Motion : No registration fee . Motion : Joe Ford Second : Mary Chaffee Vote : 5 -0-0 Action : Motion carried Motion : Change to a $ 25 fee for annual registration . Motion : Joe Ford Second : Mary Chaffee Vote : 5 -0-0 Action : Motion carried Motion : $ 30 vendor fee for 14 Sundays . Motion : Joe Ford Second : Annette Graczewski Vote : 5 -0-0 Action : Motion carried The policy will be looked at during the next meeting . 5 . Discuss MAHB request to endorse a letter to Governor Baker re : gas pipelines Dr . Chaffee stated that this is an important environmental protection step and by signing on to this it makes a statement that we are aware of the potential risks . This will be brought up again at another meeting so members can do some research . 6 . Discuss Planning Board application from Eversource Noted . Mention to planning board that the BOH would not be in favor of the use of herbicides in the scope of work . Not opposed to the work itself. Question if that is CT only or if its here in Brewster . 7 . Topics the Chairman did not anticipate None . Informational items were noted . Meeting adjourned at 7 : 45PM
