COUNCIL “PRE-MEETING” WORK SESSION, OCTOBER 21, 2019
CALL TO ORDER
Mayor Carrie Tergin called the October 21, 2019 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Absent: Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Fitzwater will lead the prayer.
Miscellaneous
- Mayor Tergin will recognize Terry Stephenson, City Purchasing Agent who is
retiring with 37 years of service.
- Mayor Tergin will recognize Little Box of Sunshine and invite them to
announce an upcoming event.
- Roxy VanPool will present the Tunnels to Towers traveling trophy to the
Jefferson City Fire Department.
- Mayor Tergin will present the Buckle up Phone Down Proclamation.
Public Hearings
- Due to a public hearing posting error, the scheduled public hearing on bill
2019-058 will be taken up for a public hearing; however, Councilman Graham
intends to make a motion to postpone action on the bill until the November 4 th
City Council meeting. A public hearing and vote will take place at that time.
Announcements
- Sonny Sanders, Director of Planning and Protective Services would like to
announce the upcoming Mapping Workshop/Open House on October 24th.
- Councilwoman Ward will announce the Human Relations Commission ’s first
of a series of speaking events on October 22nd at the LINC, related to living
with disabilities.

- Fire Chief Matt Schofield and Police Captain Deric Heislen will announce the
departments’ Halloween events. Captain Heislen will also announce
future/intermittent lane closures on the Missouri River Bridge.
Consent Agenda
- There were no questions or discussion regarding the Consent Agenda items.
Bills Introduced
- Margie Mueller, Director of Finance and I.T. will present bill 2019-061.
- Matt Morasch, Director of Public Works, will present bills 2019-062 and 2019-
063.
Bills Pending
- Mr. Morasch will present bills 2019-055 and 2019-057.
- Ms. Mueller will present bill 2019-056.
- Mr. Sanders will present bill 2019-059.
- Ryan Moehlman, City Counselor will present bill 2019-060.
Informal Calendar
- Bill 2019-046 will expire on the informal calendar after tonight’s meeting.
