REGULAR COUNCIL MEETING, OCTOBER 21, 2019
CALL TO ORDER
Mayor Carrie Tergin called the October 21, 2019 City Council meeting to order at
6:02 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilwoman Ward and seconded by Councilman Kemna to
adopt the agenda. There being no objection, the motion to adopt the agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Mayor Tergin presented a plaque and key to the City to Terry Stephenson, City
Purchasing Agent, who is retiring with 37 years of service.
b. Mayor Tergin recognized Olivia Hennon, President and Founder of the Little Box of
Sunshine organization. Miss Hennon spoke about the organization and announced
their upcoming fundraiser, “Purses for a Purpose”. The event is scheduled for
November 6th, 5:30 P.M. at Capital Bluffs Event Center. A flyer was distributed for
tickets and tables available for purchase.
c. Roxy VanPool, the local organization and 5K race coordinator for the Stephen
Siller Tunnel to Towers events, presented the traveling trophy to the Jefferson City
Fire Department for being the fastest fire house of the 2019 5K race.
d. Brent Hass from Missouri American Water presented an awarded grant ($1,200
check) to the Jefferson City Fire Department. Updates on the company’s existing
construction projects were also provided.
e. Mayor Tergin presented the “Buckle Up Phone Down Day” proclamation to
Missouri Department of Transportation’s representatives, Nicole Hood and
Michelle Watkins.

PUBLIC HEARINGS
a. Amendment to Chapter 35, Zoning Code, Regarding Medical Marijuana Testing
Facilities and Transportation Facilities
i. Associated pending Bill 2019-058.
A Staff presentation was made by Sonny Sanders, Director of Planning and
Protective Services. Mr. Sanders informed the City Council that due to a public
hearing posting error, another public hearing will be scheduled for the
November 4th City Council meeting.
There being no one to speak on the bill, Mayor Tergin declared the evidentiary
portion of the public hearing concluded and stated that the City Council would
now take up the associated bill.
2019-058 sponsored by Councilman Graham, entitled
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
CHAPTER 35, THE ZONING CODE, PERTAINING TO MEDICAL MARIJUANA
TESTING AND TRANSPORTATION FACILITIES.
Councilman Graham motioned, and Councilwoman Ward seconded the motion
to postpone action on the bill until the November 4th City Council meeting. The
motion passed unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
All City meetings can be found on the City’s calendar at jeffersoncitymo.gov.
Councilwoman Ward announced the first of a series of Human Relations Commission
speaking events scheduled for October 22nd, 6:00 P.M. – 8:00 P.M. at the LINC. The topis
is living with disabilities. All are welcome to attend the free event.
Mr. Sanders announced the upcoming Mapping Workshop/Open House on October 24th
from 3:00 P.M. – 7:00 P.M. in the Boone-Bancroft Room at City Hall. The department’s
Comprehensive Plan Community Survey can be found on the home page of the City’s
website. Councilman Fitzwater thanked Mr. Sanders for his open air discussion on
KWOS, encouraging citizens to participate in the Comprehensive Planning process.

Councilman Mihalevich announced his participation in the Council for Drug Free Youth
Over the Edge fundraiser on October 26th, where he will join other participants, and repel
down the side of the Jefferson Building. Donations raised will benefit the Council for Drug
Free Youth.
Councilman Hussey announced the Friday, October 25th annual Spaghetti Dinner hosted
by the Rotary Club, from 4:30 P.M. – 7:00 P.M. at Grace Episcopal Church. Tickets are
available and will be sold at the door as well.
Police Captain Deric Heislen announced intermittent West/Southbound lane closures on
the Missouri River Bridge for MoDOT’s scheduled light replacements between 9:00 A.M.
and 3:00 P.M. this week.
Captain Heislen announced the Police Department’s Trunk or Treat event on October 30th
from 6:00 P.M. – 8:00 P.M. in the Police Classroom.
Fire Chief Matt Schofield announced the Fire Department’s Halloween Pit Stop event at
the Fire Museum, 911 E. Miller Street, on October 31st from 5:00 P.M. – 7:00 P.M.
Mayor Tergin’s announcements included:
Mayor Tergin attended the Missouri State Fire Marshalls Stair Climb on
October 19th to honor those firefighters who lost their lives on September
11, 2001.
Mayor Tergin attended Lincoln University’s homecoming parade and
festivities last weekend.
Mayor Tergin participated, along with some City Staff, in the Project
Homeless Connect Day which was Friday, October 18th.

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
Ms. Wanjiru was unable to attend the meeting. There were no updates at this time.
