HomeMy Public PortalAboutOrdinances-2008-290 tT s s " r 4 CITY OF TIFFIN ORDINANCE NO.2008-290. , AN ORDINANCE"'ESTABLISHING.WATER AND SEWER RATES BASED ON WATER METER DEMAND SIZE Section 1: Purpose. This ordinance amends Ordinance Nos.f88,88, 258, and 217, and preceding ordinances establishing rates for water and sewer users in the City. , ' 'Section 2: Meters and Rate Calculation: All water users must have meters installed in accordance with the American Water Works Association(AWWA) Manual 22,"Sizing , Water Service Lines and Meters". The standards set forth in the Manual will determine , the size of any service lines and meters to serve a qualifying user. The size of a meter. 4 according to the Manual must fit to include process and potable demands. Once the City identifies and approves the appropriate use and meter size,the following table establishes the "Meter Multiplier". Meter Size:- Recommended Maximum Meter Flow.Rate:° Multiplier: 5/8-inch* ° 20 gpm* 1.0*` t , 3/4-inch .30 gpm 1.5' 1-inch 50 gpm 2.5 ` 1.1/2-inch 100 gpm 5.0 .2- inch 160 gpm 8.0 3- inch 350 gpm 17.5 ' 4-`inch 1,000 gpm ; 50.0 6- inch : 2,000 gpm 100.0 8- inch - 3,500 gpm 175.0 f 10-finch 5,500 gpm 275.0 . Larger sizes to be determined in the same manner. E • The 5/8-inch me ter is the bases for all meter multipliers. This is the typical"iesidential"meter size. - Section 3: Rate Structure. The minimum monthly fee for both the water and sanitary sewer charges are established by rate ordinances. The residential 5/8 inch meter serves to establish the base monthly charge for all users. City will bill each user for water and - sewer based on the established minimum residential rate charge times the applicable „ meter multiplier,factor set forth above. The additional rate charges per 1,000 gallons in excess of the minimum rate charge quantity will remain the same as established by the current rate ordinances. . Section 4: Exceptions. A user may receive a waiver of the mu}ltiplier if the user , maintains a residence, and the City has required a larger than minimum (5/8")meter for purposes of obtaining appropriate flow for the user. To receive a waiver, the user must make a'written request to the City Clerk for the waiver and receive approval from the City following a review and opinion from the City Engineer. The city may-elect, at its sole discretion, to prosecution . , any violation of this ordinance as either a simple-misdemeanor or a municipal infraction. , .- Section 6. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this Ordinance are hereby repealed. Section,7. Severability. If any section, provision, or part of this ordinance is adjudged ,. invalid or unconstitutional, the ruling will not affect the validity of the ordinance as a . whole, or any section,provision, or part thereof not adjudged invalid or unconstitutional. a Section 8. Effective Date. This ordinance becomes effective after its final passage, I. approval, and posting as provided by law. .
