The meeting was called to order at 8:15 a.m., a quorum was present at that time.
1. Introduction
It was noted that Officer Collins was filling in for Sgt. Ruediger.
2. Acceptance of the July 11, 2019 meeting minutes
Mr. Farr made a motion to approve the minutes. Mr. Brooks seconded the motion, all
members were in favor.
3. New Business
a) Request for traffic calming on Adams Street near Hickory Street Park. (Requestor:
Mike Lester)
Mrs. Griffin gave the staff report. Staff is recommending a speed limit sign be installed
next to the park on Adams Street to remind drivers of the speed limit.

The requestor was present and spoke on his behalf. A lengthy discussion occurred
between area residents, commission members, and City Staff.
Mr. Farr made a motion to table discussion to contact residents about making Adams
Street a one way street from Tyler to Atchison. After further discussion, Mr. Farr
withdrew his motion.
Mr. Staub made a motion for staff to look into a traffic table or other calming devices
and come back with other proposals. Mr. Towner seconded the motion. Mr. Diemler
voted nay, all other members were in favor. Motion carries.
b) Request to restrict parking to one side of Mississippi Street. (Requestor: Ken
Markwell)
Mrs. Griffin gave the staff report. Staff could support removing parking on one side of
the street only with strong neighborhood support.
The requestor was present and spoke on his behalf. Area residents were also present
and spoke against this request. Area property owner Harold McDowell spoke and
opposed the removal of parking. Mr. McDowell and his daughter proposed adding a
stop sign on Mississippi Street at St. Paul Street, but after further discussion,
commission members and City Staff agreed a stop sign is not warranted in this
location.
Mr. Farr made a motion for parking to remain on both sides of Mississippi Street. Mr.
Staub seconded the motion. All members were in favor. Motion carries.
c) Request to install stop signs on Busch Street at Virginia Street. (Requestor: Staff)
Mrs. Griffin gave the staff report.
Area Resident Ed Burks was in attendance and spoke of a motor vehicle accident he
was involved in. Mr. Burks agrees with the staff recommendation of installing stop
signs on Busch Street.
Mr. Farr made a motion to accept the city recommendations. Mr. Collins seconded
the motion. All members were in favor. Motion carries.

A motion to adjourn the meeting was made by Mr. Farr, and seconded by Mr. Brooks.
All members were in favor. Meeting adjourned at 9:43 a.m.
